Communiqué of the Council of Ministers of 1st April 1, 2021

1. The Council of Ministers today approved the decree that regulates the state of emergency decreed by the President of the Republic.

Pursuing the strategy of gradual lifting of measures in the context of the pandemic of the Covid-19, and taking into account the evaluation of the epidemiological criteria for the pandemic control, it was decided to reopen, on the 5th of April, the following activities:

  1. 2nd and 3rd cycles of basic education in public, private and cooperative education establishments and in the social and solidarity sector;
  2. ATL’s and study centers and the like, for students who are now resuming educational and teaching activities;
  3. social facilities in the area of disability;
  4. day care centers for the elderly;
  5. retail and services establishments in establishments open to the public, with less than 200 m2 and door to the street;
  6. museums, monuments, palaces and archaeological or similar sites, national, regional and municipal, public or private, as well as art galleries and exhibition halls. This equipment closes at 22: 30h on weekdays and at 13:00 on Saturdays, Sundays and holidays;
  7. Restaurants, cafés and snack bars for food service on terraces, with a limit of four people per table. These establishments must close at 22:30 on weekdays and at 13:00 on Saturdays, Sundays and holidays;
  8. Non-food related fairs and markets are allowed to operate, in addition to fairs and markets for food products, with the authorization of the mayor of the municipality with territorial authority, in accordance with the rules established;
  9. low-risk physical and sports activities, as well as physical and sports activities in gyms, with group classes being prohibited;
  10. practice of physical activity outdoors, in groups of up to four people;
  11. in the scope of sports facilities, certain equipment can be opened: firing ranges; tennis courts, padel courts and the like; permanent circuits for motorcycles, automobiles and the like; velodromes; racecourses and similar tracks; gyms; athletics tracks and golf courses.

2. The decree-law amending the exceptional and temporary measures to respond to the pandemic of the disease COVID-19 in the cultural and artistic sphere was approved. This diploma establishes the rules applied to the shows for the year 2021.

On the one hand, it also provides for the possibility, during the year of 2021, in conjunction with the Directorate-General for Health, of pilot-test events to define the technical guidelines to be followed in view of the evolution of the disease pandemic COVID-19.

On the other hand, are defined the rules to apply in the event of rescheduling or cancellation of shows and festivals, by decision of the Government or DGS, as well as in cases where such events cannot occur.

  1. In the case of shows and festivals initially scheduled for the year 2020 and occurring only in 2022, it is expected that:
  2. Consumers can request a refund of the ticket price, within 14 working days from the date scheduled for the event in the year 2021;
  3. If this does not happen, the consumer is considered to have accepted the rescheduling of the show for the year 2022;
  4. The same is true for vouchers issued with validity until the end of the year 2021, which become valid until the end of the year 2022.
