Communiqué from the Council of Ministers of July 8, 2021

1.The Council of Ministers today approved a resolution extending the situation of calamity until 25 July 2021 and amending the measures applicable to certain municipalities.

Based on data on incidence by municipality as of 7 July, changes were introduced with regard to the municipalities covered by each of the decontamination phases:

– to the municipalities of Albergaria-a-Velha, Alenquer, Aveiro, Azambuja, Bombarral, Braga, Cartaxo, Constância, Ílhavo, Lagoa, Matosinhos, Óbidos, Palmela, Portimão, Paredes de Coura, Rio Maior, Salvaterra de Magos, Santarém, Setúbal , Sines, Torres Vedras, Trancoso, Trofa, Viana do Alentejo, Vila Nova de Famalicão, Vila Nova de Gaia and Viseu apply the high risk measures.

– to the municipalities of Albufeira, Almada, Alcochete, Amadora, Arruda dos Barreiro, Cascais, Lagos, Lisbon, Loulé, Loures, Lourinhã, Mafra, Mira, Moita, Montijo, Mourão, Nazaré, Odivelas, Oeiras, Olhão, Porto, Santo Tirso, São Brás de Alportel, Seixal, Sesimbra, Silves, Sintra, Sobral de Monte Agraço, Vagos and Vila Franca de Xira apply very high risk measures.

– the rules of phase 1 apply to the other municipalities.

The municipalities of Alcobaça, Arouca, Arraiolos, Barcelos, Batalha, Benavente, Caldas da Rainha, Cantanhede, Carregal do Sal, Castro Marim, Chaves, Coimbra, Elvas, Espinho, Figueira da Foz, Gondomar, Guimarães, Leiria, Lousada come on alert , Maia, Monchique, Montemor-o-Novo, Oliveira do Bairro, Paredes, Pedrógão Grande, Peniche, Porto de Mós, Póvoa do Varzim, Reguengos de Monsaraz, Santiago do Cacém, Tavira, Valongo, Vila do Bispo, Vila Real de Santo Antonio.

In order to contain the increase in incidence that has been seen, in high and very high risk municipalities it is expected that:

– on Fridays from 7 pm, at weekends and on public holidays, the operation of the food service inside the restaurants is only allowed to customers holding a COVID European Union Digital Certificate or a negative test;

– access to tourist establishments or local accommodation establishments depends on clients presenting, at check-in, a COVID Digital Certificate from the European Union or a negative test.

In terms of testing for the aforementioned purposes, the following is allowed:

– The laboratory performance of the nucleic acid amplification test (TAAN), performed within 72 hours prior to its presentation;

– The realization of rapid antigen test (TRAg), verified by a certified entity, carried out within 48 hours prior to its presentation;

– Carrying out a rapid antigen test (TRAg), in the form of a self-test, within 24 hours prior to its presentation, in the presence of any health professional or pharmaceutical area who certifies that it has been carried out and the respective result;

– Carrying out the rapid antigen test (TRAg), in the form of self-test, at the moment, at the door of the establishment or the space whose frequency is desired, with the supervision of those responsible for them.

Children under the age of 12 are exempt from the obligation to undergo screening tests for access to places or establishments, to participate in events and for circulation purposes.
