Air travel

Flights to and from the European Union and Schengen Area

The resumption of air routes with the countries of the European Union, as well as in the Schengen Area, is dependent on border restrictions and on the evolution of the epidemiological situation worldwide. Therefore, before making a trip, it is important to consult the alerts and restrictions provided by foreign and border services, whether in the country where the trip starts as in Portugal (www.sef.pt), as well as checking the necessary procedures and documents with the airline .

At the European Union website – https://reopen.europa.eu – you can find information on each country about borders, available means of transport, travel restrictions, health and public safety measures, as well as other practical information for travellers.

Update 14th May 2021

The Portuguese government lifted its ban on non-essential travel from the UK on 17 May. Travel abroad is now different. You must check what you need to do to enter any country, even if it’s on the ‘Green List’. A negative RT-PCR test is required for entry to any part of Portugal. Fully vaccinated travellers to Madeira may also present complete NHS vaccine certificates or the small NHS wallet cards as a condition of entry instead of a negative RT-PCR test.

Travellers are required to show a negative RT-PCR test result for COVID-19 taken within 72 hours of departure (not required for children aged 2 or under). Your airline is likely to deny boarding if you cannot provide evidence of a negative RT-PCR test at check-in. Check with your airline before you travel.

Before travelling to Portugal, visitors from England and Scotland should ensure they (i) have more than six months validity left on their passports and (ii) take out comprehensive travel insurance, including cover for COVID-related issues. Towards the end of their holiday in Portugal, travellers must also take a pre-departure COVID test within 72 hours before returning to England or Scotland.

Summary: Approves the lists of countries and international sports competitions to which the rules on air traffic, airports, land, sea and river borders apply.

In the context of the epidemiological situation caused by the SARS-CoV-2 virus and the exceptional measures adopted to deal with the disease COVID-19, the Resolution of the Council of Ministers no. 45-C / 2021 , of 30 April, in its wording current, it declares the situation of calamity in the whole continental national territory, foreseeing the rules applicable to the air traffic, the airports and the terrestrial, maritime and fluvial borders.

In articles 23, 25 and 27 of the regime attached to the aforementioned resolution of the Council of Ministers, it is established that the members of the Government responsible for the areas of foreign affairs, national defence, internal administration, health and of civil aviation define, by dispatch, the lists of countries in respect of which air traffic is restricted, mandatory confinement for the respective passengers and citizens entering national territory by land, sea or river and the countries and special administrative regions whose epidemiological situation is in line with Council Recommendation (EU) 2020/912 of 30 June 2020.

Such members of the Government may, furthermore, determine the list of international professional sporting competitions for the purpose of waiving the obligation of mandatory confinement, regardless of the origin of the respective participants.

Thus, under the combined terms of paragraph 1 of article 18, paragraph 1 of article 19, paragraph 1 of article 27 and article 29 of Decree-Law no. 169-B / 2019, of December 3, in its current wording, of article 17 of Law no. 44/86, of September 30, and of articles 23, 25 and 27 of regime attached to the Resolution of the Council of Ministers no. 45-C / 2021 , of April 30, in its current wording, the Minister of State and Foreign Affairs, the Minister of National Defence, the Minister of Internal Administration, the Minister of Health and the Minister for Infrastructure and Housing determine:

1 – To approve, in annex i to this order, which is an integral part, the list of countries from which only essential journeys are permitted and whose flight passengers and citizens traveling by land, sea or river must comply with , after entering Portugal mainland, a period of prophylactic isolation of 14 days, at home or in a place indicated by health authorities.

2 – To approve, in annex ii to this order, which is an integral part, the list of countries and administrative regions whose epidemiological situation is in accordance with Council Recommendation (EU) 2020/912, of 30 June 2020, and respective updates, whose air traffic to and from mainland Portugal is not suspended, subject to confirmation of reciprocity.

3 – To approve, in annex iii to this order, of which an integral part is made, the list of international professional sports competitions, the participation of which excludes the respective passengers on flights bound for mainland Portugal from the duty to fulfill a period of prophylactic isolation of 14 days , provided that the other conditions provided for in paragraph c) of paragraph 3 of article 25 of the regime attached to the Resolution of the Council of Ministers no. 45-C / 2021 , of 30 April, in its current wording are observed.

4 – Annexes i and iii to this order may be updated depending on the evolution of the epidemiological situation, by order of the Minister of State and Foreign Affairs, the Minister for National Defence, the Minister for Internal Administration, the Minister for Health and the Minister Infrastructure and Housing.

5 – The present order takes effect from 00:00 on May 31, 2021 and until 23:59 on June 14, 2021 , and may be revised at any time, depending on the evolution of the epidemiological situation.

Summary: Amends the list of countries to which air traffic rules, airports and land, sea and river borders apply.

In the context of the epidemiological situation caused by the SARS-CoV-2 virus and the exceptional measures adopted to deal with the disease COVID-19, Council of Ministers Resolution no. 45-C / 2021, of 30 April, was published in its current wording, which declares the situation of calamity throughout the continental national territory, and which provides for the rules applicable to air traffic, airports and land and river borders.

Articles 23, 25 and 27 of the aforementioned resolution of the Council of Ministers provide for the definition, by order, of the lists of countries in respect of which air traffic is restricted, mandatory confinement to the respective passengers and citizens entering national territory by land, sea or river, and the countries and special administrative regions whose epidemiological situation is in accordance with Council Recommendation (EU) 2020/912, of 30 June 2020.

In accordance with the provisions of no. 4 of Dispatch no. 4957-A / 2021 , of 14 May, the respective annexes, containing the lists of countries referred to above, can be updated by order of the members of the Government responsible for the areas of foreign affairs, national defence, internal administration, health and civil aviation, depending on the evolution of the epidemiological situation with incidences over 14 days per 100 000 inhabitants, published on May 20, 2021 , by the European Centre for Prevention and Disease control and adoption of Recommendation (EU) 2021 /767 Council of May 6 of 2021 amending Recommendation (EU) 2020/912.

Thus, under the combined terms of paragraph 1 of article 18, paragraph 1 of article 19, paragraph 1 of article 27 and article 29 of Decree-Law no. 169-B / 2019, of December 3, in its current wording, of article 17 of Law no. 44/86, of September 30, of articles 23, 25 and 27 of the Resolution of the Council of Ministers no. 45-C / 2021 , of 30 April, in its current wording, and of no. 4 of Dispatch no. 4957-A / 2021 , of 14 May, the Minister of State and Foreign Affairs, the Minister of National Defence, the Minister of Internal Administration, the Minister of Health and the Minister of Infrastructure and Housing determine:
