Resolution of the Council of Ministers No. 77-A/2021
Summary: Changes the measures applicable to certain municipalities in the context of the disaster situation.
Notwithstanding the indicative timetable provided for in the strategy for surveying containment measures within the scope of combating the COVID-19 disease pandemic, established by the Council of Ministers Resolution No. 70-B/2021 , of June 4, the evolution of The epidemiological situation in the continental national territory does not recommend that this strategy be continued on June 28, 2021.
In view of the above, the rules in force in the last 15 days must continue to apply, which is why this resolution extends the validity of the Council of Ministers Resolution No. 74-A/2021 , of June 9, in its current wording, until 11:59 pm on July 11, 2021, continuing to apply those rules, without progressing in the deconfinement of any municipality in the continental national territory.
At the same time, following the weekly review of the territorial scope of the COVID-19 disease containment and mitigation measures, it is also determined that the following municipalities are considered “high risk municipalities” for the purposes of applicability of those measures until the next review: Alcochete, Almada, Amadora, Arruda dos Vinhos, Barreiro, Braga, Cascais, Grândola, Lagos, Loulé, Loures, Mafra, Moita, Montijo, Odemira, Odivelas, Oeiras, Palmela, Sardoal, Seixal, Setúbal, Sines, Sintra, Sobral de Monte Agraço and Vila Franca de Xira.
As for the municipalities of Albufeira, Lisbon and Sesimbra, measures relating to “very high risk municipalities” apply.
Finally, considering the epidemiological context, the limitation on travel or circulation to and from the Lisbon Metropolitan Area is also extended. However, in addition to the previously applicable exceptions, circulation is also allowed upon presentation of proof of laboratory testing with a negative result, as provided for in this resolution, or, alternatively, upon presentation of the COVID Digital Certificate of the Federal Government European.
Thus:
Pursuant to Articles 12 and 13 of Decree-Law No. 10-A/2020 , of 13 March, in its current wording, pursuant to the provisions of Article 2 of Law No. 1- A/2020 , of March 19, in its current wording, from base 34 of Law No. 95/2019 , of September 4, of article 17 of Law No. 81/2009 , of August 21, of article 19 of Law no. 27/2006 , of 3 July, in its current wording, and of paragraph g) of article 199 of the Constitution, the Council of Ministers resolves:
1 – Amend no. 1 of the Resolution of the Council of Ministers no. 74-A/2021 , of June 9, in its current wording, which now reads as follows:
“1 – Declare, following the epidemiological situation of COVID-19, by 11:59 pm on July 11, 2021, the situation of calamity throughout the continental national territory.”
2 – Amend articles 2 and 3-A of the regime annexed to Resolution of the Council of Ministers no. 74-A/2021 , of 9 June, in its current wording, which now have the following wording :
“Article 2

y) Vila Franca de Xira.4 – The provisions of section iii of chapter iii are especially applicable to the following municipalities, which, in accordance with the criteria defined in the Resolution of the Council of Ministers No. 70-B/2021 , of June 4, in particular in their No. 4, are qualified, for the purposes of this regime, as ‘very high risk municipalities’:
a) Albufeira;
b) Lisbon;
c) Sesimbra.
Article 3-A

1 – Without prejudice to the following paragraph, it is prohibited to travel to and from the Lisbon Metropolitan Area in the period between 3:00 pm on June 25, 2021 and 06:00 am on June 28, 2021, without prejudice to the exceptions provided for in article 11 of Decree No. 9/2020 , of 21 November, which are applicable with the necessary adaptations.
2 – Circulation is also allowed upon presentation of proof of laboratory performance of nucleic acid amplification test (TAAN) or rapid antigen test (TRAg) to screen for SARS-CoV-2 infection with negative result, performed, respectively , within 72 or 48 hours prior to its presentation, or, alternatively, upon presentation of the European Union’s COVID Digital Certificate, which does not require the presentation of proof of a test for screening for SARS-CoV-2 infection.”
3 – To determine that this resolution enters into force on the day following its publication, without prejudice to the following number.
4 – Determine that the provisions of paragraph 1 take effect at 00:00 on June 28, 2021.
