COUNCIL OF MINISTERS COMMUNIQUE

1.The Council of Ministers today approved the resolution extending the disaster situation throughout the continental national territory until 23:59hrs on July 11, 2021, and amending the measures applicable to certain municipalities in the context of the disaster situation.

Based on data on incidence by municipality as of June 23, changes were introduced with regard to the municipalities covered by each of the de-confinement phases:

  • the municipalities of Albufeira, Lisbon and Sesimbra are subject to very high risk measures;
  • the high risk measures apply to the municipalities of Alcochete, Almada, Amadora, Arruda dos Vinhos, Barreiro, Braga, Cascais, Grândola, Lagos, Loulé, Loures, Mafra, Moita, Montijo, Odemira, Odivelas, Oeiras, Palmela, Sardoal, Seixal, Setúbal, Sines, Sintra, Sobral de Monte Agraço, Vila Franca de Xira;
  • for all other municipalities, the rules of phase 1 of 10 June apply.

On alert are the municipalities of Alenquer, Avis, Castelo de Vide, Castro Daire, Chamusca, Constance, Faro, Lagoa, Mira, Olhão, Paredes de Coura, Portimão, Porto, Rio Maior, Santarém, São Brás de Alportel, Silves , Sousel, Torres Vedras.

In order to contain the increase in incidence that has been verified, circulation to and from the Lisbon Metropolitan Area on weekends is prohibited, between 15:00 on June 25th and 06:00h on the 28th June, without prejudice to the exceptions provided for.

Circulation is also allowed upon presentation of proof of laboratory testing to screen for SARS-CoV-2 infection with a negative result or, alternatively, upon presentation of the European Union COVID Digital Certificate.

2. The decree-law that implements the Regulations relating to the European Union COVID Digital Certificate, an interoperable certificate containing information on the holder’s vaccination, test results or recovery, issued in the context of the disease pandemic, was approved. COVID-19.

The presentation of a Digital Certificate facilitates free circulation during the COVID-19 disease pandemic, thus guaranteeing a low risk level regarding the transmission of the disease.

It is foreseen that the EU COVID Digital Certificates can be used in matters of air and maritime traffic, circulation in national territory and access to cultural, sporting, corporate or family events.
