The epidemiological situation of covid-19 in Portugal has worsened since mid-August, revealed today by experts from the Directorate-General for Health (DGS) and the National Health Institute Dr. Ricardo Jorge (INSA ), returning from meetings between experts and politicians.

In the auditorium of the Faculty of Medicine of the University of Porto, Pedro Pinto Leite, from DGS, explained that in the period analyzed between 17 and 30 August, 3,909 new infections were registered. In terms of transmission, 49% of those who reported having had contact with the virus did so in a family context, with only 16% indicating the work context.

Despite the weight of the Lisbon and Tagus Valley region and the North region in the current epidemic situation, the cumulative incidence of cases for 14 days showed the weight of some outbreaks in other counties, namely Mora, with 215 cases per 100 thousand inhabitants, Sernancelhe ( 149), Armamar (121), Arouca (120), Vila Verde (102) and Arraiolos (86).

However, Pedro Pinto Leite said that the “growing trajectory” of the epidemic situation since mid-August is based on the “main contribution of the municipalities of Odivelas, Amadora, Sintra and Lisbon”. In fact, the cumulative incidence of cases in Lisbon and Vale do Tejo still remains above the national incidence in the period observed in the analysis.

“It seems to be necessary to reinforce the non-pharmacological measures known to everyone – from physical distance, hand hygiene, the use of masks or other personal protective equipment, the aeration of spaces, avoid touching your eyes, nose and mouth, and disinfection of sites. All of them must be reinforced, especially in the group of 80 or more years old, whose incidence is above the remaining ages, as in the group of 20-29 years old, who leads these incidences ”, he explained.

As for deaths, the DGS specialist highlighted the existence of 43 deaths between 17 and 30 August, for a total of 1822. As for the age distribution, the age group over 80 concentrated 67% of deaths, the group 70-79 registered 28% and under-70s represented only 5%; at the demographic level, Lisbon and Vale do Tejo concentrated 74% of deaths and the North had 26%.

Regarding the national lethality rate, which reflects the weight of deaths over the number of cases, Pedro Pinto Leite noted that there has been an increase “until the beginning of June, remaining stable or decreasing” since then. “On August 30, the national lethality is estimated at 3.1% and is mainly due to the group aged 80 or over and the group 70-79 years old”, he summarized.

On behalf of INSA, Ausenda Machado started by giving an international contextualization of the pandemic in the last month, highlighting the unfavorable progression in several regions of Spain, as well as in some central and eastern European countries.

Crossing the effective transmissibility index (Rt) – which currently stands at 1.12 in Portugal – with the incidence of cases, the INSA specialist highlighted “a worsening of the situation in Spain, France and Portugal, which is already in the quadrant higher incidence, despite the fact that the epidemic situation is not as harmful as in other countries ”.

At the same time, Portugal has had an average of more than 80 thousand tests per week since June, and in terms of the percentage of positives “there has been growth in recent weeks, in line with the epidemic trend”. On the other hand, Ausenda Machado stressed the positive evolution in the speed of notification since the onset of symptoms, which went from 11 days in March to four in late April, and has remained at that value since then.

The INSA specialist concluded with a look at hospitalizations, which remain stable for now, although she has noticed an increase in the number of consultations in primary health care and emergency rooms due to covid-19. “We are accompanied to see if it is a sustained increase or a usual variation”, he summarized.

Today’s meeting between experts and politicians is the first since July 8 and the first to be broadcast, after ten closed sessions. The Prime Minister, António Costa, the President of the Republic, Marcelo Rebelo de Sousa, and the President of the Assembly of the Republic, Eduardo Ferro Rodrigues, once again join party leaders and social partners to hear technicians and specialists on the situation of the pandemic in Portugal.

Lisbon, 06 Sep 2020 (Lusa) – The GNR operation “Travelling safely”, which underwent increased patrolling and inspection on Portuguese roads to ensure safety during summer travel, ends today.

During the operation, which started on June 26, GNR prioritised “preventive action” on the main roads, such as highways, main routes, complementary routes and national roads, through an “effort for the most critical roads”, with the objective of “combating road accidents, guaranteeing the free flow of traffic and supporting all road users, providing them with safe travel”.

In recent months, GNR’s action has focused on risky behaviours that jeopardize road safety.

The GNR military was alert to dangerous overtaking maneouvers, driving under the influence of alcohol and psychotropic substances, driving without a legal license, speeding, wearing a seat belt and a mobile phone while driving.

The latest report by the National Road Safety Authority (ANSR) states that July was the month that this year recorded the highest number of deaths and serious injuries in road accidents, with fatalities increasing almost 50% compared to the same month of 2019 ,

According to the ANSR, in July 49 people died on Portuguese roads, 48.5% more than in the same month of 2019, when 33 died, and 212 people suffered serious injuries, the same number as last year.

In total and in the first seven months of 2020 there were 14,217 accidents with victims on the Portugal mainland, resulting in 216 deaths occurred at the accident site or during transport to the health unit, 991 seriously injured and 16,493 minor injuries.

The ANSR indicates that, compared to the same period in 2019, there were 5,705 fewer accidents with victims (-28.6%), 43 less fatalities (-16.6%), 269 less serious injuries (-21.3% ) and less 7,590 minor injuries (-31.5%).

“Between January and July 2020, there was a reduction in all accident indicators, compared to the same period of 2019, with the month of April having the most significant decreases, partly due to the state of emergency that was in force between March 19 and May 2, imposing strong containment measures with the consequent reduction in traffic”, emphasizes the report.

Portugal was in a state of emergency due to the covid-19 pandemic in March and April.

The President of the Republic, Marcelo Rebelo de Sousa, said this Friday that he had the expectation that Portugal would register only 100 cases of covid-19, or less, per day, in early September, but considered the situation “controlled and stable”.

“My expectation, in June and July, I do not hide it, was that we would arrive now [at the beginning of September] with 100 cases or less per day”, he said, on the side lines of a visit to the village of Castro Marim, as part of the travel to all municipalities in the Algarve.

The head of state considered that ” the situation is controlled and stable, in the good sense of the term, in terms of hospitalizations and intensive care “, but that he expected ” a downward trend, tending to decrease progressively ” in the national number of cases.

“Unfortunately, that is not what happened. We are, on some days of the week, with ups and downs: on weekends, [the numbers] are low – between Saturday and Monday – and during the week they are much higher”, he added.

“There are several statements by members of the Government that say that there is something of concern or that the situation is serious. When the Government, a few weeks in advance, admits to going into a state of contingency, it is not because it is unconcerned, but it did not announce the state contingency.

The President of the Republic recalled that the return of meetings on the evolution of the covid-19 is scheduled for Monday in Porto, with the presence of all political parties with parliamentary seats.

“I hope that this session will also be useful for this, for all political parties to understand why the Government, in advance, pre-emptively, said that it intended to, in a few weeks, come to resort to the state of contingency. I hope that this session, in addition to clarifying the Portuguese in the open part, clarifies the political parties with seats in the Assembly of the Republic”, he stressed.

Asked about the presence of the public in the stadiums, a claim claimed by the Portuguese Professional Football League in recent weeks, the head of state said that “the definition of rules and monitoring of the evolution of the situation” is at stake and that the management of the pandemic it goes through “a balance between defending life and health and not killing the economy or society”.

Fines for vehicle registration infractions risen since January

There was an increase in administrative offenses due to vehicle registration violations in the first six months of the year, in regards to the new licence plates for cars

A total of 2,136 drivers were fined until June, that is, 248 more offenses compared to the same period last year, and most of the fines were registered in the districts of Lisbon, Porto and Setúbal.

PSP cannot find a concrete reason for this increase. Adding also that there is no way to know if the fines have increased due to more inspections or greater circulation of cars.

They also clarify that the most common type of offense is failure to comply with the terms of the law, which defines the size of the numbers and letters and the space between them on the plates themselves.

This increase in infractions coincided with the entry into force of the new registration model, however, it is not mandatory to change the registration plate, as explained by DECO.

One of the biggest online piracy groups in the world taken down

On 25 August, an alleged criminal network of copyright infringing hackers, mainly responsible for pirating movies and hosting illegal digital content worldwide was dismantled in a coordinated action between US authorities and their counterparts in 18 countries around the world, with Europol and Eurojust support. Sixty servers were taken down in North America, Europe and Asia and several of the main suspects were arrested.

The Sparks Group obtained DVDs and Blu-ray discs of unreleased content and compromised the copyright protections on the discs to reproduce and upload the content publically to online servers. It is believed that the piracy group, under investigation since September 2016, had successfully reproduced and disseminated hundreds of movies and TV programmes prior to their retail release date, including nearly every movie released by major production studios in the US. The Sparks Group has caused tens of millions of US dollars in losses to film production studios, mainly to the US movie, television, and supporting industries, from the copyright infringement.

To get ahead, members of the Sparks Group made several material misrepresentations and omissions to wholesale distributors. On many occasions, they claimed to be DVD and Blu-ray discs retailers and promised not to sell the content prior to the retail release date. Once they received the products, the members of the group used special software to crack the copyright protections to then reproduce and encode the content in high definition. The content was then disseminated and reproduced on streaming platforms, peer-to-peer and torrent networks from their platforms.

The servers were located around the world in Canada, Czechia, Denmark, France, Germany, Latvia, the Netherlands, Norway, Poland, Portugal, Romania, South Korea, Spain, Sweden, Switzerland, and the United Kingdom. These were taken down in yesterday’s action and in the days preceding it, with the help of national authorities from these countries. Other measures were also taken in Italy, Romania and Canada. One of the members of the alleged criminal network was arrested over the weekend in Cyprus and another suspect was arrested yesterday in the US.

The eight new generation e-gates installed yesterday by the Foreigners and Borders Service (SEF) in the arrivals area of Faro Airport controlled, in 24 hours, about a thousand passengers, who took «less than 20 seconds» to check their documentation.

At the end of a week in which the SEF was under fire due to an image that circulated on social networks, which accounted for long lines in accessing the passport control of the Algarve airport infrastructure. The new e-gates that have already been installed, “authenticate the travel document through a facial recognition system that compares, the passenger’s face with the photograph registered on the document chip”.

“The new e-gates have a faster and more functional operating system, which makes it possible to process passports with biometric data more quickly. The current system (RAPID) performs this process in just “one step” and all procedures are performed at a single stop of the passenger. After the identification process has been validated, which includes a search in international databases, the passenger is allowed to continue traveling”, explained SEF.

In this way, and despite the control of passengers coming from outside the Schengen area “continues to operate in the so-called winter zone, which is a small area due to the growing number of passengers after the opening of the air corridor with the United Kingdom”, there were no reports of similar situations to that experienced on Wednesday.

“In the last 48 hours, SEF controlled, at Faro Airport, more than 22 thousand passengers and 103 flights, without any record of complaints regarding waiting times in the document control”, assures this police force.

In the meantime, there was a reinforcement of SEF staff, operated this week, “which has already secured 12 more inspectors assigned to Faro Airport”. From 1 September, the SEF will be reinforced with 5 more inspectors..

Of the 54 arsonists held by the PJ until the end of last week, 11 of them were repeat offenders. In 2018 the government announced a program to rehabilitate convicts, but it was no more than a pilot project

Unemployed, 45 years old, he set fire to 13 different sites in the municipality of Tondela, for more than two weeks, until he was detained by GNR and PJ on 19 June. It burned an entire forested area next to houses and, according to the PJ, “the fires would have had more serious proportions had there not been a rapid intervention by firefighters and aerial means”.

Earlier in the year, this man “had already been investigated and charged with the crime of forest fire”

At the beginning of the year, this man “had already been investigated and accused of the crime of forest fire”, emphasizes the Directorate of the Centre of this police.

In the same municipality, in May, another 51-year-old unemployed man, suspected of having set a fire in the region, had also been arrested. The latter, according to investigators from the Judiciary, “in the past he has already been convicted of the crime of forest fire”.

On August 6, another man, this 30-year-old man, was caught by popular people who alerted the GNR. He was arrested and, according to the criminal investigation department of PJ de Averie, “he is already a repeat offender for the same type of crime and has even been convicted and served a preventive prison sentence”.

The next day, a 59-year-old pastor, suspected of having started three fires, was arrested in Gouveia. He tells PJ that, “using the direct flame, making use of the lighter he was carrying and which was seized, putting fire on pasture and undergrowth, in three different points”. He also had a record for the same type of crime.

On August 17, a statement from the Northern Directorate of the PJ reported the arrest of a “presumed author” of three forest fires “in the Santo Tirso area. “According to this police, the 53-year-old man” has a history of two previous fire crimes “.

These five cases of recidivism are part of a total of 11 that the DN identified in the official communications of the PJ regarding the 54 arsonists detained from May to 27 August.

These five cases of recidivism are part of a total of 11 that the DN identified in the official communications of the PJ regarding the 54 arsonists detained from May to the 27th of August.

A military dog who charged through enemy gunfire to save the lives of British soldiers fighting al-Qaeda in Afghanistan is to be awarded the animal equivalent of the Victoria Cross.

During a raid, the Belgian Malinois named Kuno tackled a gunman and was hit by bullets in both back legs.

After losing one of his paws as a result, he became the first UK military dog to get custom-made prosthetics.

The four-year-old will receive the Dickin Medal from vet charity the PDSA.

Now retired and rehomed, Kuno – who was trained to detect explosives, weapons and incapacitate enemies – will be awarded the medal for valour at a virtual ceremony in November.

Kuno and his handler had been deployed to support elite Special Boat Service (SBS) forces during a night raid targeting al-Qaeda extremists in Afghanistan last year when they came under attack.

The forces, pinned down by grenade and machine-gun fire from an insurgent, were unable to advance.

Kuno was sent in to break the deadlock. Without hesitation, he charged through a hail of bullets while wearing night vision goggles to tackle the gunman, wrestling him to the ground and halting his attack.

Kuno ultimately changed the course of the mission and helped the forces successfully complete it.

But during the assault he was shot in both his hind legs and was treated by his handler and medics in a back of a helicopter as they made their way to safety.

He suffered severe injuries – including a bullet narrowly missing a main artery – and needed several life-saving operations before he could be flown back to the UK for further treatment.

Vets had to amputate part of one of his rear paws to prevent a life-threatening infection taking hold.

After returning to the UK on an RAF plane, he underwent extensive reconstructive surgery.

Just like injured soldiers, Kuno began a lengthy rehabilitation programme to restore function to his nerves and muscles, and is said to have particularly enjoyed his sessions on the hydrotherapy treadmill.

Within months, he was fitted with a custom-made prosthesis to replace his missing paw and an orthotic brace to help his injured limb.

Kuno, who was on his second deployment when he was injured, is the first UK military dog to be fitted with such devices, which allow him to run and jump unencumbered – giving him many more happy years in retirement.

Defence Secretary Ben Wallace said: “Without Kuno, the course of this operation could have been very different, and it’s clear he saved the lives of British personnel that day.

“This particular raid was one of the most significant achievements against al Qaeda in several years.

Kuno will become the 72nd recipient of the medal, with previous recipients including 34 dogs, 32 World War II messenger pigeons, four horses and one cat.

Portugal thus regresses from alertness, the least serious, to contingency, intermediate. The most serious is that of calamity, which came to be applied in 19 parishes in the Metropolitan Area of Lisbon.

The decision, announced this Thursday, aims to allow the Government more leeway to act, preparing for the arrival of autumn and a predictable increase in cases, when the return of students to school and the return of thousands of workers to jobs is expected, after months of confinement followed by vacation.

The majority of mainland Portugal entered on July 1 in a situation of alert due to the pandemic of covid-19, with the exception of the Metropolitan Area, which passed to the contingency state, which on September 15 will be extended to the whole country.

The measure was announced, this Thursday, in a press conference by the Minister of the Presidency and Administrative Modernization, Mariana Vieira da Silva, after the meeting of the Council of Ministers.

The minister said that the new measures of the contingency state regime are not yet defined and that they will be discussed in the next 15 days together with experts and political parties.

The contingency state, currently in force in the Lisbon and Tagus Valley Region, imposes a maximum limit of 10 people in gatherings, prohibits the consumption of alcoholic beverages on the streets and the sale of these in service areas and gas stations, for example, and limitations on the opening hours of restaurants, it is not yet known whether they will regress or maintain the current closing time (midnight, which can go until one in the morning behind closed doors, with customers inside).

According to Mariana Vieira da Silva, the approach of cold weather brings new challenges. Although there is, in the official’s opinion, no evidence of deterioration of the pandemic in Portugal, when entering into contingency mode the Executive wants to have legislative weapons to prepare for the arrival of autumn.

The minister announced that meetings will be held, at local and national level, to detail the return to classes, refining what was generally determined, in order to prepare the reaction to the emergence of cases of covid-19 in schools.

The official also announced that the parents of students who have to stay at home due to the covid-19 will have a justified absence for 14 days, corresponding to the incubation of the virus. He added that the sickness benefit will be paid in full within the first 28 days, in case of infection with the new coronavirus.
