Delta launches first Portuguese coffee produced in the Azores. 

Delta launched the first Portuguese coffee entirely produced in the Azores, an archipelago that has “very favourable conditions” for “extreme quality” production, as revealed today by the group’s executive president.

“The most special thing of all is making the impossible possible. Europe does not have the climatic and land conditions to produce coffee. What we called it was ‘Impossible Coffee [Café Impossível]”, said Rui Miguel Nabeiro in statements to the Lusa agency.

And he added: “Europe, being one of the largest consumers, did not produce coffee and now it has become possible to produce coffee in Europe, particularly in Portugal and the Azores”.

Delta Cafés announced today in Lisbon the launch of the Azores coffee batch, which resulted from a partnership between the Government of the Azores and the Association of Azorean Coffee Producers, which will be available in “Delta The Coffee House Experience” stores.

The group’s executive director recalled that the “dream” of producing coffee in Portugal began in 2018, when the company joined International Coffee Partners.

That year, Delta became aware of the existence of small coffee producers in the Azores and the following year it promoted a study to “understand which coffee species” were most suitable for the Azorean climate, an investigation that resulted in a report delivered to the regional executive.

“Over the last four years, we have been supporting all small coffee producers in the Azores. At this point, as there is already some coffee, we ended up being able, commercially, to launch a batch with 100% Portuguese coffee, 100% coffee from the Azores”, he highlighted.

The coffee now available is Arabica, but Rui Miguel Nabeiro highlights that the Azorean islands can produce other types of coffee.

“The Azores have a very favourable climate. It is a very humid climate, with constant rain and mild temperatures. The volcanic land itself, which we would think would make plantation difficult, ends up having, at the end of these last four years of studies, optimal conditions to produce at least six species of coffee,” he stated.

Wine in Azores celebrates 15 years of promoting wines and products across borders. 

‘Wine in Azores’, which takes place from the 20th to the 22nd of October, in Ribeira Grande, in the Azores, celebrates 15 years, in an event designed to promote wines, meat and fish across borders, was announced today.

The initiative, takes place because of the celebrations of the 187th anniversary of the ZMA, which throughout 2023 will hold several events, covering the military, sporting, cultural and religious spheres, to promote “interaction with local institutions and the population in a more comprehensive way”.

The sporting event in Sete Cidades has a charitable nature, as the funds raised through the registration of athletes and participants will be donated to a Social Solidarity Institution in the municipality of Ponta Delgada.

 

The Algarve Situation Report Wednesday 11th October 2023

With the weather across the Algarve in particular still providing us with warm sunshine, it is a good time to remember that there is still the chance of wildfires as we have had an unprecedented run of extremely hot weather since the early part of summer. There are 8 municipalities across the Algarve on maximum alert for fires. On average temperatures have been around 5 degrees warmer for this time of year than we have seen for the past couple of years so it is important that we continue to be on the lookout for any signs of fires.

At the same time we continue to see the reservoirs that feed the Algarve with water, dropping even lower with some at only 22% of their capacity. We should all continue to try and save water and hope that the forecast of rain towards the end of this week is correct. If we do see some downpours then we must all be aware of the possibility of localised flooding as the hard ground will not be able to absorb the rainfall if it is torrential.

On Monday, October 9th, the 16 municipalities of the Algarve signed a protocol with the Directorate-General for Health (DGS) to implement a set of good practices that are more friendly to the elderly, which will later be extended to the entire country .

“The Algarve will be a guide of good practices in order to favour environments and cities with measures that provide older people with well-being and health, among other things”, said the Secretary of State for Health Promotion, Margarida Tavares, on the sidelines of a meeting on the National Program for Age-Friendly Cities and Communities.

At the meeting, held in Loulé , proposals were presented for implementing the World Health Organization’s (WHO) Age-Friendly Cities and Communities project, with measures that will be tested in the Algarve, and are expected to be expanded nationally in 2025. The meeting also included a discussion on health policies and initiatives implemented in the different Member States of the WHO European region that aim to promote the health, well-being and quality of life of older people, in a scenario of increasing longevity.

During the debate, some examples of good practices were given to support the daily lives of older people in sectors such as transport, health, cultural activities, security and social protection.

“We have already developed many of the good practices mentioned, but not all municipalities have the possibility of moving forward at the same speed”, said Osvaldo Gonçalves, mayor of Alcoutim, one of the oldest municipalities in the Algarve.

For the vice-president of the Algarve Intermunicipal Community (AMAL), with the association of municipalities as the coordinating entity, “a better job can be done at regional level to achieve the objectives”.

According to DGS technicians, the objective is, by the end of 2024, to “involve more and more municipalities in this movement”, so that by 2025 we can “move towards a national program”.

“The aim is for there to be standardisation and coordination that will expand and be tested here”, in the Algarve, explained Margarida Tavares.

This entire discussion is based on a good practice guide prepared by the WHO in which elderly people were asked, in discussion groups, to describe the advantages and obstacles they encounter in eight areas of life in the city.

In most cities, reports from older people were complemented through contributions from discussion groups made up of carers and service providers from the public, voluntary and private sectors.

In practical terms, it is concluded that an elderly-friendly city adapts its structures and services so that they include and are accessible to older people, with different needs and abilities.

The network of cities that try to follow this best practice guide includes 1445 cities around the world, among which 14 are Portuguese, namely Castro Marim. Here at Safe Communities we applaud this initiative.

Man detained in Olhão on suspicion of sexual abuse of minors

The Southern Directorate of the Judiciary Police identified and detained a man, aged 75, due to strong evidence of committing several crimes “against sexual freedom and self-determination”, crimes committed against two minors “from his family circle”. Both parties reside in the municipality of Olhão, the PJ reported today.

The sexual assaults took place, according to the PJ, at different periods, in 2022, when the children, aged eight and 15, foreigners, “came to live with their mother in Portugal, settling in the city of Olhão”, read in the note.

Following the investigation, it was possible to “collect various pieces of evidence”, namely “reports of the various sexual assaults perpetrated by the now detained man”, he details. The facts spread “over the last year, having only ceased after a complaint to this Judiciary Police, formalised by the mother of colleagues who attended the same educational establishment as the victims, to whom the facts had been confided”, explains the PJ.

The sexual assaults “always took place in an environment completely controlled by the detained person, an individual who was a regular visitor to the minor’s family, and always on occasions when they were alone”, the statement continues.

The set of steps taken allowed “the collection of relevant evidence, culminating in the arrest of the suspect”, this Tuesday, the 10th, awaiting presentation before the competent judicial authorities for judicial interrogation and application of coercive measures deemed appropriate.

The investigation is led by the Olhão Department of Investigation and Criminal Action.

Tourist boat captain dies trying to dock at Portimão Marina

The captain of a maritime tourist vessel died today when trying to dock the boat, with 16 people on board, at the Portimão Marina, said the captain of the port of Portimão.

According to Rodrigo González dos Paços, the captain was in the docking manoeuvre “when he fell into the water and the vessel passed over him”, and the boat was stopped by the second commander and the victim was taken to the pier with a dead body.

The remaining 14 occupants (tourists) suffered minor injuries, 11 of which were treated on site by the emergency and resuscitation medical vehicle team (VMER) and three were taken to the hospital in Portimão (district of Faro) for observation. Passenger detained at Faro airport with 1205 doses of cocaine

A passenger who intended to fly to Milan, Italy, was arrested on Monday, October 2, at Gago Coutinho Airport, in Faro , in possession of 1,205 doses of cocaine , revealed the Public Security Police.

According to a statement from this security force, when the suspect was searched to access the restricted area, private security detected him trying to hide a package in his pants, which was later found to contain doses of cocaine.

The detainee was brought before the judicial authority and the coercive measure of preventive detention was applied to him, according to the same note.

Ten detained in investigation into drug trafficking in the region

Ten people were arrested for drug trafficking , after an investigation that lasted around ten months and spanned the entire Algarve region, revealed the GNR.

According to a statement, the military arrested three women and seven men between the ages of 23 and 50 on Monday, October 2, for drug trafficking in the Algarve region.

The GNR also states that, as part of an investigation into trafficking in narcotic products that lasted around ten months and spread across the entire Algarve region, the Guard soldiers carried out police investigations that allowed it to be established that the individuals were engaged in drug trafficking. drug and which were organised in a drug distribution network for sale to consumers in the Algarve region.

According to the GNR, following the investigations, 34 search warrants were executed, 15 home search warrants and 19 non-home search warrants, namely 14 in vehicles, on a vessel, in an establishment, two in warehouses and another in a garage, in various locations. from the municipalities of Albufeira, Loulé , Faro, Olhão and Portimão.

The actions culminated in the arrest of the ten suspects and the seizure of various material related to illicit activity, adds the GNR in the note.

Among the seized material are 500 doses of hashish, 334 doses of cocaine, four doses of liamba, 3.23 grams of MDMA (ecstasy), 1.1 grams of CBD (cannabidiol) hashish concentrate, four hallucinogenic mushroom capsules and a pistol hidden on an MB card (ATM).

The GNR investigation had the support of the PSP, with a total of 147 operatives. The detainees were presented to the Loulé Judicial Court for the application of coercive measures.

Two arrested for shoplifting and vehicle theft

Two men aged 23 and 38 were arrested on Tuesday, October 3, for stealing from a commercial establishment and a vehicle in the municipality of Tavira , announced the National Republican Guard ( GNR ).

After being alerted about the theft at the commercial establishment, GNR soldiers went to the location, from where the suspects fled, but ended up being intercepted and detained.

During the police investigation, 57 packs of tobacco, a vehicle, two cell phones, a brush cutter and a food vending machine were seized. The detainees were presented to the Tavira Department of Investigation and Criminal Action for the application of coercive measures.

The action was reinforced by the Territorial Post of Castro Marim, Vila Real de Santo António, Alcoutim and with the support of the Public Security Police of Tavira.

Graciosa is an “example island for the use of renewables”. 

The president of the Regional Government of the Azores (PSD/CDS-PP/PPM) considered that Graciosa Island is an example in terms of the use of renewable energy, a situation that also places the archipelago as an “example of the energy transition”.

José Manuel Bolieiro, within the scope of the statutory visit to the island of Graciosa, visited the ‘Graciolica’ project today, a hybrid energy system that integrates a wind farm, a photovoltaic plant and a battery plant and, due to its energy production capacity, admitted that it is of “an example of the energy transition” that is being carried out in the Azores.

He mentioned that the island already has a “magnificent” track record in the combined solution of wind and photovoltaic energy and noted that “there are already long periods, magnificent periods, of 100% renewable [energy] use for distribution on the grid”.

“What turns Graciosa into an island that is an example of the use of renewables, decarbonization of our economy, reduction of carbon emissions and, why not say so, also placing the Azores as leaders in the example of energy transition”, he stated.

The head of the Azorean executive highlighted the fact that the executive he leads is trying to ensure that the electrical transition is carried out in production and also in consumption habits, with the transition in electrical consumption, to reduce thermal solutions for daily use in homes, vehicles and industry.

Graciolica’s hybrid energy production system began producing electricity and supplying it to Graciosa Island on August 21, 2019.

During the visit of the president of the Government of the Azores, the operational director of Graciolica, Duarte Silva, informed that the island of Graciosa has, on average, 143 days per year in which the electrical supply is made by renewable energy and, on average, “every three calendar years there is a year” in which the energy consumed is “100% renewable”.

Since the project began operating, 8.9 million liters of diesel have been saved at the Eletricidade dos Açores (EDA) hydroelectric plant and, between July 18, 2019 and August 31, 2023, 8.2 million litres of diesel were saved. millions of euros.

The Graciolica project was supported by the Government of the Azores with 4.5 million euros as non-refundable funds and 2.9 million as refundable funds.

Dog collected for alleged mistreatment in Ponta Delgada

Altice Portugal and Thothx reactivate teleport on the Azorean Island of São Miguel 

Altice Portugal and ThothX will reactivate a teleport on the island of São Miguel with deep space radar capabilities, the two companies announced today in a joint statement.

According to the companies, the space sector is “considered to have great potential for the future, particularly in the areas of security and space communications, central to this project, which includes the remodelling of a 30-meter telecommunications antenna, located on the island of São Miguel”.

For ThothX, a world leader in the data transmission sector, this project is part of a “global coverage strategy with a 46-meter antenna operational in Canada, the remodelling project for a 30-meter antenna in Australia and the remodelling of the Azores to achieve 95% coverage of geostationary orbits”.

According to the press release, “several Portuguese R&D (research and development) institutions have already signalled interest in a potential future collaboration in radio astronomy studies, an aspect of great importance for the company, whose collaborations with the Canadian academy have been going on for some years”.

Good Morning to you all. In a week where the Algarve has once again shown the world that it is a great place to holiday in, we also see that the situation regarding the supply of water to the region is again in the spotlight with the reservoirs showing just 27% filled which is very concerning for those of us who live here permanently. Whilst there are plans for a desalination plant to be built the chances of this being in operation before 2025 is pretty low. We all need to do what we can to conserve this precious commodity. If we don’t, there is a good chance that the tourism euros that so many rely on could dry up along with the tap water if the hotels, golf courses, apartments and other tourist attractions find themselves unable to operate if water is scarce.

Now let’s look at what else has been happening across the region in the past week.

Man dies on Nossa Senhora da Rocha beach

A 63-year-old Canadian man died on the afternoon of Sunday, October 1st, after going into cardiorespiratory arrest after diving at Nossa Senhora da Rocha beach, in Lagoa, announced the National Maritime Authority .

The alert was given at 16:56, through the Lisbon Maritime Search and Rescue Coordination Center, and elements of the Portimão Maritime Police Local Command, elements of the Emergency Medical Vehicle and Resuscitation of the INEM and the Lagoa Volunteer Firefighters.

When these elements arrived at the scene, the victim had already been removed from the water by the lifeguards on duty, who had started basic life support maneuvers with a doctor who was also on the beach. INEM continued the maneuvers using the Automatic External Defibrillator and after several attempts, death was declared on the spot by the doctor from the Emergency and Resuscitation Medical Vehicle.

The body was later transported by the Lagoa Volunteer Firefighters to the Portimão Medical-Legal Office, after the Public Prosecutor’s Office was contacted. The local command of the Portimão Maritime Police took charge of the incident.

36-year-old man detained in VRSA on suspicion of child pornography 

The Judiciary Police , through the Southern Directorate, arrested a 36-year-old man, due to strong evidence of the crime of pornography of minors, an illicit crime that occurred in the municipality of Vila Real de Santo António, it was announced today.

The facts came to the attention of the Judiciary Police through the individual “with whom the now detained person interacted, through social media applications and to whom he addressed several files containing explicit sexual acts carried out on and between minors”, details the PJ in a statement. High-speed vessel suspected of drug trafficking seized

The Navy and the National Maritime Authority, in cooperation with the Portuguese Air Force, seized a high-speed vessel suspected of drug trafficking off the Algarve, it was announced today.

In a statement, the Navy said that the joint operation took place in international waters 50 nautical miles, approximately 93 kilometres south of Portugal, which resulted in the seizure of a high-speed vessel.

According to the Navy, the vessel, which had 89 jerry cans of fuel on board, was carrying three male crew members, foreigners, aged between 27 and 53, who were identified. “The high-speed vessel was identified and monitored by the Portuguese Air Force, and was pursued by a ship and two high-speed vessels, one from the Navy, operated by Marines, and the other from the National Maritime Authority, manned by Maritime Police agents. ”, is mentioned in the note.

Algarve receives 958 thousand euros to support victims of domestic violence and human trafficking

The Government opened this Thursday, the 28th, a competition to finance with 958 thousand euros structures in the Algarve region to provide care and reception for victims of domestic violence and human trafficking, announced the office of the Deputy Minister and Parliamentary Affairs .

In a statement, the Government states that it has opened three competitions, within the scope of the Algarve 2030 Regional Program, for care and monitoring structures for victims of domestic and gender-based violence, for emergency reception responses to victims of domestic and gender-based violence and for reception and protection structures for victims of human trafficking.

“Applications for the competitions, whose allocation foresees a period of 24 months, end on December 5th and are intended for entities of the National Support Network for Victims of Domestic Violence (RNAVVD) and the Support and Protection Network for Victims of Trafficking . Algarve is the Best Beach Destination in Europe for the 10th time

Water Levels in The Algarve still in Decline 

The scarcity of water in river basins worries experts. At the end of September, only 69% of the total volume was stored in Portuguese reservoirs.

According to reservoir monitoring data from the National Water Resources Information System (SNIRH), the amount of water stored in September 2023 was below average in six of the country’s river basins. This represents approximately 36% of monitored reservoirs with water availability greater than 80% of the total volume, while 24% of them have water availability below 40% of the total volume.

Nine of the river basins recorded values above the average for the month. The highest storage levels at the end of September were observed in the Douro basins, with 89.7% of the total volume, Lima, with 80.5%, and Cávado, with 77.5%. However, these numbers are not enough to alleviate concerns regarding water scarcity. Comparing storage at the end of September 2023 with the storage averages for the month of September in previous years (1990/91 to 2021/22), a worrying situation is observed. Most river basins have storage levels below historical averages for this month. The basins of Vouga (68.4%), Sado (37.1%), Mira (31.3%), Arade (27.2%), Ribeiras do Barlavento (7.8%) and Ribeiras do Sotavento (28 .2%) are particularly below average.

Along with Portugal, neighbouring Spain is in an even more critical situation, which could have more serious consequences on the national territory, in the medium and long term. Scarce water resources and lack of significant precipitation have seriously affected several regions. However, Portugal continues to feel the impacts of the imminent drought. In particular, the Algarve region, for example, faces structural problems of lack of water, and the lack of investment in sustainable solutions is a cause for concern.

For example in Bragança temperatures reached 31.4º C on Sunday. “It is well above average, because the normal temperature for this time of year is 21º C”.

In particular, the Algarve region, for example, faces structural problems of lack of water, and the lack of investment in sustainable solutions is a cause for concern.

It is important to conserve water and we have produced tips how this can be done which we publish regularly on this Facebook page. Firstly is to turn off the tap while you are not using the water; secondly during your hygiene, while brushing your teeth, washing your hands, hair or body. In the shower while soaping or shampooing, the tap can be turned off and if in the kitchen, if you have to wash the dishes by hand, do it without running water, use the dishwashing sink and/or a double bowl if you have one . These are just three of the basics. We will be including these on our website shortly.

The other implication is rural fires. As we have repeated stressed before it is not the weather that causes fires, it is mainly humans. However, dry and hot weather with accompanying winds certainly impact how easily fires can ignite, as well as their intensity and the speed at which they can spread. We have seen this in the last week with two large fires one in Viseu and the second in Aljezur. In respect to the second, the metrological warning signs were there the day before so it is not surprising to us that there was a fire. This is an example of studying weather forecasts and government warnings so that you are prepared.

Thirdly is the health risk from such high temperatures and again the effects on those who are vulnerable. The risks are regularly published by DGS as well as Civil Protection, together with advice to help stay safe so it is important to follow these. They are also on our website. These include trying to keep the heat out of your home, closing the blinds or shutters and keep air circulating inside the house; keeping the house as cool as possible and avoid using the oven. Other tips include: drink water or fresh, sugar-free fruit juices and avoid drinking alcohol; avoiding direct exposure to the sun, especially between 11 am and 5 pm and wearing loose (cotton) clothing that keeps most of your body covered, as well as a wide-brimmed hat and sunglasses. Activists block traffic on the Second Circular in Lisbon

Lisbon, 03 Oct 2023 (Lusa) – A group of young activists from the Climáximo movement today temporarily blocked traffic on the Second Circular, in Lisbon, next to the Galp offices, in a protest against the use of fossil fuels.

According to the movement, at around 9am today, ten activists sat on the floor of the Second Circular, next to the Lisbon Towers, while two others hung with ropes from the pedestrian bridge.

Videos and photographs of the protest, which are circulating on social media, show demonstrators in protest, holding signs calling for the end of fossil fuels, with phrases such as “They are destroying everything you love” or “Governments and companies have declared war on society and the planet.”

During the protest, which lasted a few minutes, the protesters managed to block traffic in the Benfica-Airport direction.

“Several activists were taken from the site by the PSP, while firefighters were called to remove the hanging activists,” says the Climáximo movement, in a statement sent to newsrooms.

The spokesperson for the action, Noah Zino, recalled today that “2021 emissions condemned nine million people to death” and that “every two days, emissions from Portugal alone kill more than the fires in Pedrógão”.

“Governments and companies have known for decades about the destruction and death of the climate crisis, and have chosen to continue burning fossil fuels, despite there being cheaper and safer alternatives available,” the spokesperson added.

Last week, climate activists took advantage of a conference where the Minister of the Environment, Duarte Cordeiro, was present, at whom they threw green paint and, the following day, they threw red paint at the facade of the FIL building, where an aviation conference was taking place.

 

Portugal Safety and Security Report Wednesday 27th September 2023

Good morning, Portugal is current experiencing a very nice week weather wise, but for those travelling to the UK today, the weather maybe rather different!

The first named storm of the autumn and winter season is expected to hit the United Kingdom and Ireland today. Named by the Met Office, Storm Agnes is likely to bring damage and disruption from strong winds and heavy rain. The Met Office severe weather warnings are already in force but we expect to get further updates as the week progresses.

Also concerning travel, for those who maybe visiting Greece there are forecasts of a rainfall accumulation of over 300 mm of rain over the next day or so. We are monitoring this on our Facebook group, SCP Protection against Natural Disasters, given the extreme nature of the event and potential impact.

A reminder that included in the groups services, is providing an overview of any natural disaster taking place overseas, or warnings of extreme weather that may result in a disaster, and therefore impact on visitors from Portugal in that area, or relatives of group members living in the affected area.

Although the air temperatures are very warm in most places on the mainland at present, autumn started on 23rdSeptember with a minimum air temperature of 2.4C in Lamas de Mouro and in Montalegre 4.3C and Bragança Aerodrome 4.9C. It is therefore an apt time to start planning for the cooler months ahead. Unfortunately winter is the time when most household fires occur, many at night time often caused by lack of safety in the maintenance and use of safety of heating equipment.

We suggest therefore to start by making a plan/check list of what you need to do to keep warm this winter, such as: getting chimneys cleaned; buying pellets early as in previous year’s stocks have run out; checking gas pipes if you are using bottled gas fires – replace if in doubt; Check electrical heating equipment. If using fireplaces, salamanders or gas equipment maintain the correct ventilation in rooms in order to avoid the accumulation of harmful gas and also check expiry dates on fire extinguishers and the battery in carbon monoxide alarms. A few simple things but important in terms of safety. We will be covering more of this over the next few months.

The Judicial Police are reminding people of scams through “Vishing”. It seems that this scheme is back as several people have received telephone calls, in which they are “informed”, through a recording in English, that it is a contact from the Judiciary Police and/or EUROPOL. In this recording, the person is advised to select one of the options to establish a conversation with an “Inspector”. By activating this option, you are then “informed” that your bank account is being used in a fraudulent scheme and advised to transfer the respective balance to “secure accounts”, in order to prevent the criminals from appropriating it.

If you receive such a contact, do not provide your personal data or follow the instructions received. Record the number of the contact made and contact the Judicial Police or another police entity, reporting the situation.

On Monday the Minister of the Environment, Duarte Cordeiro, was attacked with green paint by three young climate activists, in Lisbon, during a conference, shouting slogans protesting against the Government concerning climate change. Although we accept that people feel passionately about this topic, these forms of demonstration do not work and contribute little to the climate cause. A more effective way to bring about change, is to follow and encourage others to follow, the ways to slow down the pace of climate change, which we can all contribute to in a more positive and constructive way, through garnering the support of society as a whole, including governments.

Minister of the Environment attacked with green paint at conference

Lisbon, 26 Sep 2023 (Lusa) – The Minister of the Environment, Duarte Cordeiro, was attacked today with green paint by three young climate activists, in Lisbon, during a CNN conference on energy transition in which the companies Galp and EDP participated.

A few minutes after the start of the conference, when the Minister of the Environment took the floor, the three young women went to the stage and threw green paint that hit Duarte Cordeiro on his clothes, while shouting slogans protesting the Government.

“The Government proved that it does not care about the climate transition by holding conferences with EDP and GALP”, “This will be the last gas winter”, “We do not allow them to sell our future” and “GALP and EDP do not They want to know about the just transition”, were some of the phrases that the young women shouted.

The activists were, however, removed from the room and the conference was interrupted for the minister to change his clothes and the room to be cleaned.

Duarte Cordeiro, invited to speak about the goals and public policies for the energy transition, returned to the room a few minutes later, and the conference resumed, in which he argued that “these forms of demonstration do not work” and contribute to the climate cause “lose social support.”

“I don’t complain about those who take to the streets to demand for their planet and their future, […] I complain about certain forms of demonstration that are intolerant and aim to seek, through intolerance, to silence others “, stated the Minister of the Environment, highlighting that the Government considers that companies should be “involved in the [energy] transition process”.

The protest action was claimed by the student group “Primavera das Ocupas – Fim ao Fóssil” on social media, with the action’s spokesperson, Matilde Ventura, accusing the conference promoted by CNN of being “a facade to clean up the image of companies in Portugal that are profiting from the climate and cost of living crises”.

 

The Algarve Situation Report Wednesday 27th September 2023

Good day to you all. With the end of Summer now on the horizon, for many residents this is the time that they take to enjoy the Algarve and beyond when the crowds are low. Whilst much of the infrastructure is still in place people should remember that some elements of keeping you safe are withdrawn especially on the beaches. Please remember that the lifeguards on many beaches will disappear at the end of this month so be aware for yourself and other beach goers of the dangers that still lurk in the sea. Rip currents are especially difficult to spot and we have been raising this issue over the summer and how to spot them as well as how to escape from one.

With the temperatures set to remain in the mid 20’s for October it is a lovely time to enjoy our fabulous country but please be wary of the dangers that may be lurking!

Now a look at some of the stories that have been hitting the headlines over the past week.

FORMER OLHÃO COUNCILLOR SENTENCED TO 9 YEARS FOR MEGA FRAUD OF ILLEGAL APPROPRIATION OF BUILDINGS

The Judicial Court of Faro was the stage, this Wednesday afternoon, for the reading of the ruling, despite the strike of judicial employees during the investigations, of a mega fraud case.

More than 30 people were accused of fraud and forgery crimes, for having appropriated land and houses that did not belong to them. One of the accused was João Pereira, former councillor of the Olhão Chamber, who was sentenced to nine years in prison.

More than 20 buildings in Olhão, Faro and Albufeira were illegally appropriated in a scheme in which the leader was the former councillor of Olhão.

The former councillor of Bloco de Esquerda (BE) was suspected of organising the necessary documentation and presenting it to the notary at the Olhão Notary Office, accompanying the justifications. In some cases, he was also a witness to the facts that served to justify possession by adverse possession. It was João Pereira who, as a rule, registered with the land registry offices. The notary from the Olhão Notary Office was one of the accused, but was acquitted of all crimes.

The public deeds of justification were carried out at the Olhão Notary’s Office, stating that the buildings in question had been sold or donated verbally in the 1980s. More than 20 buildings in Olhão, Faro and Albufeira were illegally appropriated.

João Pereira is the first activist expelled in the history of BE, for allegedly “failing to tell the truth” about several processes, including an alleged fraudulent bankruptcy of a company and debts to the tax authorities.

Of the 32 defendants, two were sentenced to effective prison sentences, 16 to suspended prison sentences and one to a fine. The rest were acquitted. The trial had started in March and ended this Wednesday.

Sérgio Martins, the president of the Parish Council of Santa Bárbara de Nexe, in Faro, was the first to warn about this situation. Between 2019 and 2020, Sérgio Martins published two videos on Facebook about the issue.

LPG STATION IN THE ALGARVE CLOSED FOR POSING A DANGER 

Authorities have closed a Liquefied Petroleum Gas ( LPG ) filling station in the Algarve, which will be dismantled as it represents a “potential danger” to the local population, announced the National Entity for the Energy Sector ( ENSE ).

In a statement, ENSE said that it had sealed the station, the exact location of which it did not specify, and that it had been “completely removed, thus guaranteeing the safety of residents in the area”.

According to this entity, measures were also taken to dismantle the station, which was not licensed, did not have mandatory civil liability insurance, nor authorization to operate the LPG tank (ESP). GPL Auto also did not have metrological control of the reservoir pressure gauge, among other “serious risks to the safety and health of people and property”, highlights ENSE, which sealed the station during a nationwide inspection action.

In this action, which ended on Friday, September 22nd, ENSE carried out inspections of 28 LPG Auto stations across the country.

During these actions, which involved the collection of evidence for subsequent analysis, special attention was paid to the safety conditions necessary for the operation of these filling stations. “These actions have the main objective of ensuring compliance with current legislation, as well as compliance with safety rules and guaranteeing free market competition”, he concluded.

Three injured in explosion at Vila Galé Lagos restaurant

Three people were injured – two seriously – after a bottle of alcohol exploded during a live cooking show at the restaurant of Vila Galé Lagos Hotel on Monday.

Two German clients – male, aged 83 and 69 – sustained serious injuries while a Portuguese man, 50, suffered light injuries.

The incident occurred at around 6.45pm.

The hotel management said in a statement that it is collaborating with local authorities and closely following the guests’ health condition, ensuring that all appropriate safety measures are implemented to prevent future incidents.”

British expats to lose Barclays Bank accounts

British people living abroad who bank with Barclays are going to have their UK current or savings accounts closed, which could leave customers with no access to their savings and pensions.

According to The Daily Telegraph, it states that the bank began a review of its international offerings in 2021 and is now writing to customers with a six-month warning and that a Barclays spokesman stated that “UK products are designed for customers living in Britain”. The Financial Conduct Authority (FCA) added that “it was a commercial decision as banks are allowed to set their own rules on customers which they accept.”

The lender cited by The Telegraph, has advised expats to open a global account with Barclays, however, they will need to maintain a balance of £100,000 in order to avoid a monthly charge of £40. According to The Telegraph: “In 2021, Lloyds Banking Group, which owns Halifax and the Bank of Scotland, contacted 13,000 expats who live in Europe to tell them their accounts held in Britain would close as the bank is no longer allowed to offer services.”

Under the latest closures, those with cash ISAs and fixed-rate bonds will be able to keep their accounts unless they live in Estonia, Italy, the Netherlands or Slovakia.

The same rule applies to mortgage and loan holders with the UK wing of the bank. However, existing home loan customers will not be able to remortgage when their term ends.

Crown employees and their spouses can also keep the accounts, and the bank will allow the account to remain open if the overseas address is for someone who manages the money, such as an accountant or lawyer.”

A FCA spokesman said “Banks may set their own requirements on country of residence for account holders and must comply with local law and regulation when serving customers outside the UK.

“Whether or not banks decide to extend services to customers outside of the UK is a commercial decision for them, but we expect them to treat their customers fairly, comply with equalities legislation, and provide adequate notice to the customer if they decide to close their account.

“Customers who feel they have had their accounts closed unfairly have the right to complain to the Financial Ombudsman Service.”

A separate article published by The Guardian explained that “Financial services in the UK can currently trade across the European Economic Area (EEA) because member countries are bound by the same regulatory framework.

The arrangement, known as “passporting”, expires at the end of the year and, while the UK has legislated so that EU banks can continue to provide services for customers in Britain, the EU has not done the same.” Customers who bank with firms that own EU-based subsidiaries are having their accounts transferred, but banks that do not have an EU arm would have to apply for a licence to trade in each EEA country. Some banks have too small a customer base in the EU to justify the cost.”

Passion Fruit Exhibition

The Passion Fruit Exhibition (Mostra do Maracujá) will take place on September 29th and 30th, at the seafront in Ribeira Brava.

The Exhibition will feature several local producers and companies from the agricultural sector that produce and sellpassion fruit and other products made with passion fruit.

Algarve Situation Report Wednesday 20th September 2023

Welcome to another Algarve Report. In the past week Safe Communities Volunteers have been busy with plenty of news to promote on our Facebook pages and we also attended a coffee morning in Sao Bras de Alportel as guests of the Friends of the Museum in Sao Bras. Our founder David Thomas gave a talk to approximately 35 people on what our organisation is all about and how it came to be.

Now that the weather is a bit cooler we are happy to attend events of clubs or societies around the region if you feel our attendance could add value to your regular meetings. Please feel free to reach out to us if this is something your organisation might like to get involved with. We do not charge anything to attend and as we are based fairly central in the Algarve we can travel either East or West.

Now a look at some of the other news from across the Algarve in the past week.

EARTHQUAKE OF 3.0 RICHTER MAGNITUDE REGISTERED 86 KMS OFF SAGRES

An earthquake with a magnitude of 3.0 on the Richter scale was recorded this Monday afternoon, at 2:13 pm, 86 kilometres southwest of Sagres and 125 kilometres southwest of Portimão, according to the Euro-Seismological Center. Mediterranean .The “epicentre was recorded at a depth of 41.1 km”.

GNR INVESTIGATE ANIMALS POISONED IN ALBUFEIRA AND SILVES

During a GNR investigation concerning animals being poisoned in the countryside of Paderne and Algoz, a police tracking dog even became a victim.

Hundreds of animals have died from alleged poisoning after eating contaminated meat in the municipalities of Albufeira and Silves, which is why the GNR is in the process of investigating.

“There are more than 40 traps spread across these hunting areas. Those who place them do so in the early hours of the morning and use small pieces of poisoned chicken.”

The practice of poisoning animals is not new and residents of Paderne, in Albufeira, have been complaining for more than 20 years. However, recently, the situation has been getting worse. In Algoz, Silves the situation is the same. According to a Paderne resident , “this week at least two dogs have eaten contaminated meat: one survived, the other ended up dying. Dogs, cats, sheep, the list is long.”

It’s not just domestic animals and livestock that are affected. Animals such as foxes, eagles and mongoose also die from these poisonings. According to Portuguese newspapers, the poison used is a pesticide banned in Portugal, responsible for thousands of deaths.

Animal owners, please be vigilant!

What are the symptoms of animal poisoning?

Foaming at the mouth, lethargy, shaking or unusual movements, upset stomach, unusual swelling, pale gums, or behavioural changes.

What to do if you think your dog’s been poisoned.

Stay calm and move your dog away from the source of poison. Contact your vet immediately – inform them when, where and how the poisoning happened. If possible, take the packaging or substance to the vet, but only if you can do this safely.

OLHÃO: POLICE CATCH HOUSE BURGLAR RED-HANDED

The GNR in Olhão have arrested a 23 year old young man fleeing from a robbery of a private house, after holding the resident couple at knife-point.

“Following the report that someone had forced entry into a residence and that a robbery was taking place against a couple, the Olhão GNR promptly went to the scene and discovered that a man was fleeing the house”, says the GNR in a statement.

On investigation, police found €850 in the young man’s possession, resulting from the robbery he had just carried out, plus the knife used.

IPHONE 12 SALES SUSPENDED DUE TO CONCERNS ABOUT RADIATION LEVELS

Due to concerns about radiation levels exceeding permitted limits, the French government has taken the decision to suspend sales of Apple ‘s iPhone 12 in the country.

The measure was announced by France’s Digital Economy Minister, Jean-Noel Barrot, after the country’s radiation watchdog, ANFR, notified Apple about this issue.

Tests carried out by ANFR revealed that the specific absorption rate (SAR) of the iPhone 12 was slightly above the legal limits established in France, which led to the model’s sales being frozen in the country. However, the French government believes that the solution to this problem could be relatively simple.

This decision not only affects sales in France, but could also have repercussions throughout the European Union, as SAR safety limits are harmonised among member states. ANFR intends to share its findings with regulators in other EU countries, which could result in similar measures in other markets .

In statements made to the French newspaper Le Parisien, Jean-Noel Barrot expressed the hope that Apple can resolve the issue through a software update that reduces the levels of radiation emitted by the iPhone 12. Apple now has two weeks to submit a response and, if it fails to do so, the French government could order the withdrawal of all iPhone 12 devices in circulation in France.

MAN ARRESTED IN ARMACAO DE PERA FOR DRUG TRAFFICKING

A 46-year-old man was arrested this Monday, September 18th, for drug trafficking in Armação de Pêra , in the municipality of Silves , announced the National Republican Guard (GNR). The arrest was made by the Faro Territorial Command, through the Armação de Pêra Territorial Post, during a patrolling action.

GNR soldiers checked a suspicious vehicle that was parked in a commercial parking lot, whose passengers demonstrated suspicious behaviour and some nervousness when approached. A personal security search was carried out on the suspects and the vehicle, discovering narcotic products in the driver’s possession.

During the action, 530 doses of cocaine, 8400 doses of heroin and a vehicle were seized.

The detainee was named a defendant and will be present this afternoon at the Silves Judicial Court for the application of coercive measures.

FARO FIREFIGHTERS GET 17  NEW RECRUITS

The Faro Firefighters Company hired 17 new professionals to “strengthen” the relief and safety response in the city, revealed this Friday, the 15th, the president of the Faro municipality, Rogério Bacalhau (PSD ) .

The new operatives of the sappers fire company made their commitment of honour and received “the usual parade baptism”, in a symbolic ceremony held on the occasion of the Municipality Day celebrations (7 September), the Municipal Council explained in a statement .

The ceremony was attended by the Mayor of Faro and the Regional Commander of Emergency and Civil Protection of the Algarve, Vítor Vaz Pinto, who highlighted the importance of integrating these new professionals to reinforce the response capacity of the city’s Sapadores Firefighters, which now has 56 members on the active staff. After welcoming the professionals who joined the company, Vítor Vaz Pinto thanked the firefighters for their “resilience and professionalism” and highlighted the investment made by the municipality to guarantee the “strengthening of the corporation’s intervention capacity”, the municipality said in the statement. .

Also mentioned in the statement, Rogério Bacalhau said that the new reinforcements guarantee that “the security of people and goods in the city of Faro will now be strengthened”.

The municipality highlighted that the new professionals were trained at the Lisbon Sapadores Firefighters Regiment School and at the National Firefighters School and received instruction consisting of a “theoretical component and a practical component, in a total of more than 1,810 hours of training”.

He called for the reforming the Security Council in line with today’s world. “It means redesigning the international financial architecture so that it becomes truly universal and serves as a global safety net for developing countries in difficulty”.

His introduction reflects the realities being faced by many countries resulting from global warming and the extreme weather conditions being face, in particular developing countries. His example of the “Derna catastrophe” is particularly appropriate, as years of conflict resulted in a poorly maintained infrastructure through lack of investment, exemplified by the dams that failed after years of war and neglect, causing thousands of victims.

This is why effective action to prevent new and reduce existing disaster risks is so important. We cannot reduce the occurrence or intensity of climate-driven extreme weather events. But we can reduce our vulnerability and exposure, especially among those most at risk

But what can we do at individual level, people often ask? One simple answer to this is to follow the weather warnings when issued.

Last Sunday the crew at the Peniche Lifeguard Station rescued a 27-year-old kitesurfer, of Polish nationality, who was in difficulty at Cova de Alfarroba beach. He was being dragged by the force of the wind and tide, and was rescued by the crew at the Lifeguard Station. This is unfortunately an example of a reckless person that with the sea conditions at yellow warning went to the sea and ended up putting his and the rescuers lives at danger.

Turning to road safety, the “Cinto-me Vivo” road safety campaign concluded yesterday recording more than 11 thousand infractions in one week, of which 714 were related to the use of seat belts, helmets and child seats. The focus was very much on road safety and it is saddening to see so many examples where drivers are not following basic safety rules, including those that protect their own children. So a reminder to follow the laws/rules concerning safe driving including those concerning drink driving and use of mobile phone devices whilst driving, two of the biggest causes of fatal accidents.

Remember also when driving the safety of your pet(s). If you’re traveling with your pet, remember there are rules to follow, so choose the best form of transport This can be a carrier box – protects the animal and defends it in case of an accident; a chest / collar worn by the animal attached to the seatbelt – good option on longer journeys, as it prevents the animal from being confined to the space of the carrier box or a divider net or grid – option only for dogs, so they travel between the back seats and the boot compartment.

Lastly a word on spam emails. If you think you are receiving many each day you are certainly not alone! Nearly 56.5% of all emails were spam in 2022. The most common type of spam is marketing/advertising emails which account for nearly 36% of all spam emails. That translates into an average daily volume of 122.33 billion messages globally. Daily spam messages oscillate regularly, and the latest traffic statistics show it’s declining. The total spam volume worldwide was highest in July 2021, when 283 billion out of 336 billion emails were spam.

Adult-related content is the second-biggest spam category, accounting for roughly 31.7% of all spam messages.26.5% of all unwanted emails are related to financial matters, the third-biggest spam email category. We will be covering this topic in more depth shortly.

UN: Guterres criticizes global governance “stuck in time”. “The world changed. Our institutions do not”

The UN Secretary-General, António Guterres, yesterday harshly criticized global governance “stuck in time”, giving as an example the United Nations Security Council itself and the Bretton Woods financial institutions.  Reference to: The World Bank, International Monetary Fund, and the World Trade Organization.

In his opening speech at the Debate of the 78th session of the UN General Assembly (UNGA 78), Guterres highlighted that these two systems reflect the political and economic realities of 1945, when many countries now represented in the plenary of the UN were still under colonial rule.

“The world changed. Our institutions do not. We cannot effectively solve problems as they are if institutions do not reflect the world as it is. Instead of solving problems, they run the risk of becoming part of the problem”, said Guterres, who has positioned himself as a strong supporter of reforms of international financial institutions and the UN Security Council, calling today for its enlargement to the African Union.

According to the former Portuguese prime minister, a multipolar world needs strong and effective multilateral institutions, not governance stuck in time.

“We are increasingly close to a Great Fracture in economic and financial systems and commercial relations; that threatens a single and open Internet; with divergent strategies in technology and artificial intelligence; and potentially conflicting security structures,” he said.

The time has come, Guterres said, to renew multilateral institutions based on the economic and political realities of the 21st century – rooted in equity, solidarity and universality and anchored in the principles of the United Nations Charter and international law.

“This means reforming the Security Council in line with today’s world. It means redesigning the international financial architecture so that it becomes truly universal and serves as a global safety net for developing countries in difficulty”, he argued.

The head of the United Nations said he had “no illusions” that “reforms are a question of power”, with “many conflicting interests and agendas” that collide with the need for change.

But the alternative to reform is not the ‘status quo’, he argued.

“The alternative to reform is greater fragmentation. It’s reform or rupture”, pointed out António Guterres, adding that Democracy is under threat and that authoritarianism is on the march.

“As I said to the G20, it is time for a global commitment. (…) Leaders have a special responsibility to reach commitments in building a common future of peace and prosperity for our common good”, he further said.

“Just nine days ago, many of the world’s challenges coalesced into a terrifying hellscape. Thousands of people in Derna lost their lives in epic and unprecedented floods. They have been victims many times: victims of years of conflict, of climate chaos, victims of leaders – near and far – who have failed to find a path to peace,” he said.

“The people of Derna lived and died at the epicenter of this indifference – as the skies released 100 times the monthly rainfall in 24 hours, as the dams failed after years of war and neglect, as everything they knew was wiped off the map. Even now, as we speak, bodies wash up on the shores of the same Mediterranean Sea where billionaires sunbathe on their superyachts,” he criticized.

According to Libyan authorities, 11,300 people have died and another 10,000 are missing, with estimates that the death toll could reach 20,000.

Derna, lamented Guterres, is a “sad portrait of the state of our world”, where “inequalities, injustices, and inability to face the challenges that arise in our midst” abound.

“Excellencies, our world is becoming unbalanced”, he highlighted.

The high-level debate of the 78th session of the UN General Assembly began yesterday, in New York, with the presence of dozens of heads of state and government from around the world, and will continue until the 26th.
