Covid-19 update

There were 1,693 confirmed cases of Covid-19 (an average of 56 cases per day), and 5 Covid-19 deaths in the Region in September. Overall, the Region has had a total of 140,988 Covid-19 cases, 393 deaths, 140,198 recoveries, and 2,873,476 tests.

Civil Protection investment

The Madeira Regional Government invested €6M-€7M in the Civil Protection area, €700,000 of which in the provision of training to personnel from the Fire Service, the Regional Civil Protection Service, and the Portuguese Red Cross. This meant a total of 288 training courses (around 9,000 hours) were provided to around 3,700 personnel.

Enhanced training for ambulance drivers

The Regional Civil Protection Service (Serviço Regional de Proteção Civil) published a video containing advice and tips to help ambulance drivers drive more safely, quickly and efficiently when responding to emergency situations.

The Service has been providing Ambulance Defensive Driving (Condução Defensiva de Ambulância) courses to the Region’s Fire Service and to the Portuguese Red Cross.

The latest course took place between October 3rd and October 7th, and provided 12 emergency personnel with this enhanced training.

More Red Cross volunteers

The Madeira Delegation of the Portuguese Red Cross (Delegação da Madeira da Cruz Vermelha Portuguesa) has 25 new volunteers. They had started their training at the start of the year. The end of their training culminated in a passing out ceremony.

New Commander of the Madeira Military Zone

Brigadier-General Luís Monsanto, the new Commander of the Madeira Military Zone (Comandante da Zona Militar da Madeira) has met Judge-Counsel Ireneu Barreto (Representative of the Portuguese Republic to the Autonomous Region of Madeira) at Palácio de São Lourenço. This was their first official meeting since Brigadier-General Monsanto’s appointment to the Madeira Military Zone. He replaced Major-General Pedro Sardinha. Brigadier-General Monsanto explained what his priorities will be and Ireneu Barreto wished him all the best and assured him there will be a total institutional cooperation.

Azores Situation Report Wednesday 12th October 2022

Covid-19 

In the seven days from Friday 30th of September until Thursday 6th of October there were 165 new positive cases of Covid-19 registered in the Azores, and a total of 1,744 tests performed. 245 people have recovered, and no new deaths have been recorded with the total still at 117 There are 167 active cases, 80 fewer than the previous week.

There are 2 patients in the region’s hospitals as of 7th of October with Covid, only one of which is in hospital because of Covid. There are no patients in the ICU.

120902 people in the region have had Covid, that’s over 50% of the population.

 

As from Monday the 10th of October it is no longer necessary to self-isolate because of Covid-19 in the Azores Region.

A circular issued by the Regional Health Directorate extinguishes in the archipelago, as of today, the prophylactic isolation by covid-19.

Covid-19 | People aged 60 and over eligible for seasonal vaccination in the Azores 

People aged 60 years and over, professionals and residents of nursing homes, health professionals and adults with pathologies are part of the eligible group for vaccination against covid-19 in the Azores, it was revealed.

In a circular published today by the Regional Government, it is read that people who are part of the eligible groups of the vaccination campaign against covid-19 autumn/winter 2022/23 “must be vaccinated as long as they have completed the primary vaccination schedule” with any one of them. of vaccines against SARS-CoV-2 infection.

Those people will be able to be vaccinated “regardless of the number of boosters performed previously” or whether they have already had covid-19.

The group eligible for seasonal vaccination includes people aged 60 years or over or citizens between the ages of 18 and 59 with “risk pathologies”, such as immunosuppression, diabetes, obesity, mental, cardiovascular, neurological, liver or kidney diseases.

“Professionals and residents in Residential Structures for Elderly People”, in health homes, in the “Regional Network of Integrated Continuing Care (RRCCI)”, in prisons, residential homes or occupational activity centres, are also eligible for seasonal vaccination.

Also, part of that group are health service professionals, students in “clinical internship” and “firefighters involved in transporting patients”.

The Regional Health Directorate says that the “recommended interval between the seasonal booster dose and the most recent event” (infection with covid-19 or the last dose of vaccine) is four to six months, being the “minimum interval” three months.

People who are part of the eligible group but who have an “incomplete primary vaccination schedule” must “take a booster dose”.

Those eligible who do not have the “recommended boosters” against covid-19, “only perform a booster dose” of the coronavirus vaccine.

Also today, an ordinance came into force that extends until December 31st the “validity of medical prescriptions in which flu vaccines are exclusively prescribed, for the 2022/2023 flu season, issued from July 1st, 2022”.

 

 

 

 

Portugal Safety and Security Report Wednesday 12th October 2022

Good morning – We start the day with some good news – that the GNR and PSP will have an increase in basic remuneration, between 10.9% and 12.7%, plus an increase in the supplement for service and risk in the security forces, between 18.13 and 21.54 euros from January next year.

Police salaries in Portugal are the lowest in Western Europe and this long overdue increase will go some way in reflecting the difficult and often dangerous work that they do. It is good to see that the highest percentage increase will be for junior front line agents.

On Monday evening heavy rain in Lisbon resulted in 170 occurrences recorded mainly as a result of flooding and downed trees. The emergency services reported that most of the floods have to do with small clogs in downpipes and guttering. With the winter approaching this is an appropriate reminder to clear your guttering and drainage pipes of any blocked debris accumulated over the last months. Pay attention to the weather forecasts as some of these rain storms can be intense accompanied by hail and wind gusts.

Yesterday we posted on our Facebook page that the GNR Emergency Protection and Relief Unit had rescued a woman who had fallen in the Portela do Homem waterfall. She was rescued and received medical treatment. Please be aware that with recent rains in some areas some walking routes maybe unstable after a long period of dry weather.

Take care therefore when hiking in particular: crossing areas with water as they are rather slippery; avoid dangerous areas; do not be distracted by the cell phone and if you have children with you ensure that the route is safe for them. Remember to wear appropriate footwear and ensure you know the route and that your cell phone is full charged.

At Safe Communities we are about to enter a rather busy period as far as our activities are concerned. Yesterday I participated in the 4th FirEUrisk Plenary Meeting, an EU Programme aimed at developing, assessing, and promoting a science-based integrated strategy to improve existing wildland fire risk assessment, create efficient methods to reduce fire risk and adapt management strategies for future climate and socioeconomic changes.

It was a very interesting session with excellent presentations from civil protection/wild fire experts in Greece, France and Spain as well as a European representative on the situation major wild fires that have taken place in Europe this year. Safe Communities is part of the Observatory formed as part of this programme.

On 13th October Antonia Vignolo and myself have been invited to the VIII Seminar “Civil Protection and the Community”, in Loule, a forum that marks International Day for Disaster Reduction.

On 17th October Lilia Martins, SCP board member and I will attend an EU Horizon consortium meeting and on 15th and 19th October, I will be travelling to Coimbra where I have been invited to speak at the Urban Security conference organised by the Ministry of Internal Administration. The Coimbra Conference is an important moment for sharing experiences and for debate between Portuguese Municipalities, the Security Forces and Services and the Internal Administration on issues related to Urban Security. I last spoke at this conference in 2019 and this occasion my topic will fall under the general heading of “Policing: New Technologies Potential and Challenges”

Christian Brückner, the German suspect in the Maddie McCann case, has been charged with five new sexual crimes committed in Portugal

The prime suspect in the disappearance of Madeleine McCann has been charged in Germany with unrelated sexual offences.

German prosecutors say the investigation into Madeleine’s disappearance is ongoing separately.

Christian Brückner, suspected of the murder of the British girl Madeleine “Maddie” McCann, has been charged in Germany with five new sexual crimes, allegedly committed between December 28, 2000 and June 11, 2017 in Portugal.

“The accused is the same person against whom accusations were made in connection with the disappearance of the 3-year-old British girl Madeleine Beth McCann,” the Braunschweig prosecutor’s office said in a statement, which explained that three crimes of aggravated rape and two of abuse of minors.

The charges in full:

  • At some point between 2000 and 2006: The rape of an unidentified woman aged between 70 and 80 in a holiday home in Portugal
  • At some point between 2000 and 2006: The rape of a German-speaking girl believed to have been at least 14 years old in his home in Praia da Luz
  • 2004: The rape of a 20-year-old Irish woman after entering her apartment in Praia da Rocha
  • 2007: The sexual abuse of a 10-year-old German girl on a beach in Salema, Faro
  • 2017: The sexual abuse of an 11-year-old Portuguese girl in a playground in Bartolomeu de Messines

In a statement, the prosecutor in Braunschweig, Germany, said: “The investigation concerning the case of Madeleine McCann is ongoing separately from these charges.

“Due to the ongoing investigation the prosecution cannot at the current time give any information on the status of that investigation.”

In June 2020, the prosecutor’s office in Braunschweig (in the center of the country) opened a case against 44-year-old Brückner, based on “material evidence” for the kidnapping and murder of Madeleine McCann.

Maddie disappeared from the tourist apartment that her family rented in Praia da Luz, Algarve, on the night of May 3, 2007, when she was 3 years old, taken from the room where she slept with two other brothers.

National Cyber ​​Defence Strategy to be approved “soon”

Lisbon, Oct 11, 2022 (Lusa) – The Minister of Defence, Helena Carreiras, said today that the National Cyber ​​Defence Strategy should be approved “soon” and that “all allies recognize” Portugal “an “exemplary response capacity” in this area.

The Algarve Report Wednesday 12 October 2022

Good day to you all as we are starting to see the change of the season with a little dowsing of rain overnight. Whether this is the start of a prolonged spell remains to be seen but the situation regarding water is still critical with some municipalities starting to look at rationing.

The president of the Intermunicipal Community of the Algarve (AMAL) has warned that, if it does not rain in the coming months, “more difficult” measures will have to be taken to combat the drought. such as reducing “part or all” of agriculture’s access to available water or “restraining” public consumption through a “significant increase” in water bills.

In March, the Algarve municipalities approved a set of measures to reduce drought in the region, such as the closure of some public swimming pools in the summer, the limitation of irrigation in green spaces or their conversion to species that need less water.

According to data from the Portuguese Environment Agency (APA), the Algarve dams currently have only 90 cubic hectometres (millions of cubic metres) of water in reserve, when the annual public (urban) consumption is 72, rising to 110 if the consumption of agricultural units is added.

“This means that if it doesn’t rain more than last year, there will be no water to continue serving both types of consumption”, said the mayor.

Foreign Woman Arrested On Suspicion of Torturing Minors

The Foreigners and Borders Service ( SEF ) revealed that it detained, on Friday, October 7, in Faro , a 42-year-old woman who was on Interpol’s red alert on suspicion of torturing minors. In a statement, the SEF does not specify the nationality of the detainee, pointing out that she is “a foreign citizen” who will be extradited.

Interpol’s red alert called for the suspect’s arrest.In agreement with the SEF, the alert was issued on September 27 and “provided a six-year prison sentence as the reason for the arrest”.

The same source specifies that the 42-year-old woman was presented to the judge of the Court of Appeal of Évora, and her detention was validated for further extradition.

2 Men Arrested For Cultivating Cannabis In Monchique

Two men, aged 53 and 40, were arrested on Monday, October 3, for the crime of cultivation and drug trafficking in the Monchique area , announced the National Republican Guard ( GNR ).

Two People Rescued From Cliff in Vila do Bispo

Olhão To Hire Seven Agents for the Municipal Police

Covid-19 Transmissibility Index Dropped to 0.98 in Portugal

While the transmissibility Index for Covid 19 dropped as an average across the whole of the country the Algarve has still a rate higher than 1. In the latest Indicators issued by the Ricardo Jorge National Institute of Health (INSA). The Algarve rate is currently 1.07 which although lower than the previous figure still means that everyone who has covid is capable of passing it onto another person. We should all still remain careful when we are out and about.

Portugal Situation Report Wednesday 5th October 2022

Good morning – Today is Republic Day (Dia da República) which is celebrated on 5th October and commemorates the end of the monarchy and the establishment of Portugal as a Republic in 1910.

October 5th is in fact a date that has a “double” importance to Portugal. The Treaty of Zamora (5 October 1143) recognized Portuguese independence from the Kingdom of León and Castilla. A public holiday, which for 767 years until 1910 was always celebrated like a birthday of Portugal, is for many Portuguese today exactly the same birthday and a reason to remember their own and national history and identity.

Looking at various safety issues we published yesterday safety in the use of tractors. It is not only farmers that use these, but also those in rural communities, in the upkeep of their land.  Unfortunately every year there are injuries and deaths in the use of tractors which are largely preventable. Use of recycled waste-water

Lisbon, Oct 04, 2022 (Lusa) – The Minister of the Environment and Climate Action, Duarte Cordeiro, stated that it is necessary to accelerate the capacity to provide wastewater, and considered that one of the biggest challenges for the country is to improve the “governance of water”. ”.

Entrepreneurs worried about “serious insecurity” in the city of Ponta Delgada 

Several business associations expressed “deep concern” with the “increase in poverty, begging, alcoholism and drug addiction” in the city centre of Ponta Delgada and will request meetings with regional authorities and the police.

Good Morning, As we start to see the sprouts of Autumn weather here in the Algarve we are still seeing some rural fires around the country, and with many looking to burn rubbish that has accumulated over the summer it is very important that we follow the regulations concerning burning of waste in the countryside. Make sure you register any burn with the local camara or GNR beforehand and wait to receive a text message to confirm that it is ok to burn your summer garden waste.

Also with temperatures in the high 20’s for the rest of this week and into next week there will be many who will be taking advantage of the weather to visit the beach and even swim in the sea. Please remember the sea is still a lot cooler than a swimming pool even after the hot summer we have had and it is vitally important if you are on a beach without lifeguards to watch out for your fellow beach goers and be vigilant to what is happening in the sea. Each week we see of people getting into difficulties either through rip currents or fatigue and the death toll this year across the country has been a record high for drownings.

60 year old man suffers heart attack on Albufeira Beach

A man, aged about 60, of British nationality, was helped on Monday afternoon after feeling unwell on the sand, going into cardiac arrest, on Peneco beach, in Albufeira.

After an alert was received at 12:00, elements of the Maritime Police Station of Albufeira and of the “SeaWatch” Project were immediately activated, as well as elements of the Volunteer Firefighters of Albufeira and INEM.

The victim, of British nationality, “was promptly assisted at the scene by the lifeguards on duty on the beach and by the Albufeira Volunteer Firefighters, who began the resuscitation manoeuvres until the arrival of INEM elements who continued the manoeuvres, in collaboration with elements of the ‘SeaWatch’ Project”, says the National Maritime Authority in a statement.

Cyclist dies after being hit by a goods vehicle on the straight between Boliqueime and the A22

A cyclist died after being hit by a goods vehicle this Tuesday morning, on the straight between Boliqueime and Via do Infante (A22), in the municipality of Loulé. Body Found in River Identified as Missing Woman

Catalyst theft suspect in VRSA is in preventive detention

Authorities Monitor Cell Phone Use While Driving

Faro City Council Reopens Municipal Swimming Pools

According to one of the participants, the small tornado took place in a few seconds during the basketing work, also causing empty pigeon carriers to fly. After the destruction scenario, all participants and organisation helped the authorities in cleaning up the wreckage and the basketing work was transferred to another location.

In the seven days from Friday 16th of September until Thursday 22nd of September there were 239 new positive cases of Covid-19 registered in the Azores, and a total of 1,979 tests performed. 221 people have recovered, and no new deaths have been recorded with the total still at 117 There are 252 active cases, 18 more than the previous week.

There are 6 patients in the region’s hospitals as of 16th of September with Covid, one of which is in hospital because of Covid. There are no patients in the ICU.

Eight crew members rescued off São Miguel after fishing boat fire 

Eight crew members were rescued about 555 kilometres from the island of São Miguel, in the Azores, after a fire broke out on the fishing vessel where they were traveling, the Navy revealed.

In a statement, the Navy said that the emergency alert was received at around 4:53 am, having been issued by the Portuguese fishing boat “Filipa Miguel”, which was located 555 kilometres east of the Azorean Island of São Miguel.

Capelinhos volcano eruption darkened Faial sky 65 years ago 

The sky turned dark, the houses “shallow sand”, the land impossible to cultivate and “half the world” went off the island, with the volcanic eruption of Capelinhos, in Faial, Azores, which began 65 years ago.

“It started with some earthquakes. From there, I would make bigger ones and we would see something dark up here, but we didn’t know what it was”, recalls António Gonçalves Pereira, 76, who was only 11 years old when the Capelinhos Volcano erupted.

The darkness of the skies was the result of the ash thrown up by the eruption, in its initial phase, but, at the time, information was scarce and it was only through radio that António discovered that, on September 27, 1957, the eruption had erupted. Capelinhos Volcano, in the parish of Capelo, municipality of Horta.

“Me and some friends came up, to try to see the volcano up close, but here the police were ahead and would not let us pass”, recalls António Pereira, also remembering the words of the agent who was on duty at the scene: “ Wing back! Can’t pass! This is always shaking the earth, suddenly a big one comes and drowns us all”.

The frequency of the earthquakes and the volume of ash released by the volcano forced the local authorities to evacuate the localities closest to the eruption (parishes of Capelo and Praia do Norte), but although there were no fatalities, many houses and farmland were destroyed.

“Many houses were destroyed! Up here, it was a disgrace! Even down there, at the foot of the volcano, there were houses that were shallow with sand”, says António, remembering that even the Capelinhos Lighthouse, which was on the slope next to the place where the eruption began, “was covered” by ash.

Faced with this scenario of destruction, the United States of America opened its doors to emigration to help the displaced from the island of Faial, influenced by some US congressmen and senators, including John F. Kennedy, who shortly after would be elected president of the USA.

António Gonçalves Pereira, a retired mechanic, says he never thought of emigrating, but recalls that those who stayed also counted on the help of emigrants to recover the houses destroyed by the volcano.

“Families who were abroad and those who went from here to there, got together and sent hundreds, not to say thousands of contos – at the time [the currency] was the escudo -, to help in the reconstruction here”, says António, adding that if this were not the case, the volcano’s survivors would not have been able to recover their assets.

The memories are of those who saw up close, 65 years ago, the birth of the Capelinhos Volcano, whose eruption began on September 27, 1957, and ended more than a year later, on October 24, 1958.

Azoreans have the lowest life expectancy in the country 

The Autonomous Region of the Azores presented, between 2019 and 2021, the lowest value of life expectancy at birth and at age 65 in the country.

According to data from the National Statistics Institute (INE) for the 2019-2021 period, released yesterday, the highest value of life expectancy at birth was recorded in the North region, at 81.13 years, while the regions of Madeira (78.55) and the Azores (78.18) presented the lowest values.

The greatest differences in longevity at age 65 between men and women were also recorded in Madeira and the Azores, where women could expect to live on average, respectively, 4.49 years longer and 4.47 years longer than men.

Attempt to escape from jail by 33 inmates 

At the Ponta Delgada prison, 33 inmates were close to making an escape this week.
