Civil Protection reinforces fire-fighting device in the region

The Civil Protection of the Algarve announced this Sunday a reinforcement of the observation device and means of fighting fires in rural areas, within the scope of the alert situation declared by the Government for the coming days.

In a statement, the Algarve Regional Emergency and Civil Protection Command (CREPC) specified that 52 more observation teams were mobilised by the municipal civil protection services and 28 tracking machines were hired by the 16 municipalities in the district of Faro .

The alert situation for mainland Portugal was declared on Friday by the Government due to the risk of fire, a scenario that will remain at least until next Tuesday, following a heat wave that hits the country.

During this alert period, the CREPC/Algarve adds, there was also an increase of 11 intervention teams to combat rural fires, “totaling the regional device, 375 firefighters distributed among 90 teams positioned in strategic locations”.

In all the municipalities of the Algarve, he says, 22 concentration zones were also created, “key areas to accommodate the most vulnerable population in emergency situations”.

According to Civil Protection, the 52 rural observation teams are part of the operational prevention device coordinated by the National Republican Guard, “with means and resources” from municipalities, hunters’ associations and other collectivities.

“It is a muscular reinforcement for the early detection of possible ignitions in the barrocal and mountain areas” in the region, reads the note.

The 28 crawler machines “were strategically prepositioned according to the territorial reality of each municipality and are the guarantee of an anticipated projection by the regional command, in the expanded attack effort”.

Municipalities removed more than 58 thousand square metres of asbestos in 29 schools

Twelve municipalities in the Algarve have already removed more than 58,000 square metres of asbestos from school coverage, the Algarve’s Regional Coordination and Development Commission ( CCDR ) announced this Monday.

Vila Real Beaches recognised with distinction by Turismo de Portugal

The beaches of the municipality of Vila Real de Santo António were awarded, by Turismo de Portugal, with the “Accessible Beach” Flag, under the Accessible Beach Program – Beach for All)!.

The initiative’s main objective is to provide bathing areas with a set of conditions that allow their universal use, without jeopardising age and mobility difficulties.

All the licensed and supervised beaches in the municipality – Santo António, Monte Gordo , Manta Rota and Lota – were awarded and, in addition to being accessible to people with reduced mobility, they provide comfort to visitors, through the provision of amphibious chairs in safety conditions.

Added to this service is the already existing network of adapted walkways, ramps and parking spaces reserved for vehicles at the service of people with disabilities, which, together, allow all users to enjoy a swim in the sea.

It is recalled that the beach of Manta Rota was already distinguished with the first place of the award “Beach + accessible”, being considered an example of good practices to be followed throughout the country.

Six arrested for driving with excessive alcohol in Vilamoura during Police crack down 

The GNR detained on Friday, 19, in Vilamoura, six people for driving with excess blood alcohol, during an action to combat crime and serious accidents, it was announced on Saturday.

In a statement, the Faro Territorial Command of the National Republican Guard (GNR) indicated that the “special operation” took place in the main accesses to Vilamoura.

According to that security force, in addition to the arrest of the six people who were driving with excess alcohol in their blood, the military detected a total of 31 different infractions that resulted in administrative offences.

Collision between two boats at the entrance to Olhao Harbour causes three injuries

A collision between two vessels caused three minor injuries at the entrance to the fishing port of Olhão , during the early hours of Friday, August 19, announced the National Maritime Authority.

Loule Municipality Reinforces Measures to Combat Lack of Water

Waste Tip Fire in Loule Must be Extinguished says ARS

Portugal Situation Report Thursday 18th August 2022

Good morning, Firstly apologies for the one day delay in publishing our weekly report.

Tuesday was a very busy day with three of us travelling to Lisbon to hold meetings, firstly with the Turismo de Portugal and afterwards visiting the IPMA.

Both meetings were very productive. Our morning meeting discussed communication in the area of tourism concerning major incidents and rural fire awareness and prevention. In the afternoon, our meeting with the IPMA was mainly to learn more about the subject focusing on new developments.

At the IPMA we learned about various patterns that impact our daily weather, such as the position of the predominant high pressure system near the Azores. How this system moves influences the chance of rain and causes the variation in temperature throughout the Iberian Peninsula. Another issue of interest was the warming of sea water and how this can impact on weather conditions.

This is very helpful to us in monitoring the weather and in particular in managing our new Facebook group, Safe Communities Northern Portugal Situation Alerts. On this topic we are very pleased that just 12 days after forming we have around 560 members. Our visit in fact to IMPA confirmed our reasons for forming the group, due in part to the extreme weather conditions particularly in the northeast.

We have luckily so far seen a rather calmer August compared to July, as far as high temperatures are concerned, but unfortunately the news for September is not so good. The Minister of Internal Administration, who visited the IPMA a day following our visit, warned that “we are going to enter a third heat wave from the 20th, which will last for September”. (See news report below). We therefore need to be prepared and do everything possible to prevent fires, and if they do start what action to take.

Portugal is the country with the highest percentage of burned area in Europe in relation to the size of the country, according to data from the European Forest Fire Information System (EFFIS). The area burned in the country since January has already exceeded 84 thousand hectares of bush and forest. Portugal is at the top of the percentage of burned area and is the third with the largest burned area, behind Romania and Spain.

This is bad news and clearly shows how extreme weather conditions are influencing rural fire ignitions and the spread and intensity of rural fires. The main cause remains human negligence.

Although 90% of fires are brought under a conclusion in less than 90 minutes, there are those that continue much longer, mainly due to weather conditions that have a considerable adverse effect on effective firefighting, and example being the Serra da Estrela fire, at the time of writing under resolution.

MAI: “We will enter a third heat wave that will last through September”

The Minister of Internal Administration, José Luís Carneiro, warned this Wednesday that the country will face a new heat wave starting on August 20, which will last into September.

Judicial Police expansion

Lisbon, Aug 17, 2022 (Lusa) – The Judicial Police wants to reach a staff of 1,800 inspectors in the next two years, as part of a reinforcement plan negotiated with the Government and which the national director hopes to see included in the next State Budget.

As the whole country battles wildfires and high temperatures coupled with high winds, the Algarve whilst not experiencing the huge fires that are raging in the North continues to be at High risk according to the IPMA. As I write 6 municipalities in the Algarve are rated as “high risk” The are Aljezur , Lagos, Silves, Loulé, São Brás de Alportel and Tavira. It is encumbered by us all to make sure we adhere to the rules surrounding the prevention of fires.

The GNR recalls that, at any time of the year, it is forbidden to burn cut and piled woods and any type of forest or agricultural leftovers, as well as burning without asking for authorization or making prior communication. The GNR indicated that this year it has so far arrested 68 people for forest fire, 16 more than in the whole of last year (when it made a total of 52 arrests).

Man arrested for stealing carob and illegal driving 

A 34-year-old man was arrested in the municipality of Tavira for stealing from Alfarroba and driving without a legal licence, the GNR reported this Tuesday .

Following a report of carob theft, the military went to the scene on Monday, having “intercepted the suspect at the moment he was starting to flee the property, in a vehicle, in possession of the stolen carob”, explained the GNR in a statement.

Albufeira Municipality honours young people on International Youth Day

Teenager dies in Algarve boat crash

Road safety campaign launched today

Covid-19 

In the seven days from Friday 5th August until Thursday 11th August there were 457 new positive cases of Covid-19 registered in the Azores, and a total of 2,041 tests performed. 447people have recovered, and no new deaths have been recorded with the total still at 117 There are 453 active cases, 10 more than the previous week.

Authorities search for missing diver off Faial

68 accidents in hiking trails and levadas

Portugal Situation Report Wednesday 10th August 2022

Good afternoon – We are now 5 days into our new website covering the north of Portugal and already our membership has grown to over 400. We thank all of you have joined and for inviting others as well.

Associação Safe Communities Portugal, was formed 10 years ago to help fulfill that purpose and since then has worked closely with government in the area of civil protection, both in preparedness of the population in the event of major fires and storms for example, as well as keeping people informed during major incidents.

Part of our work is communication through Facebook, which dates back to 2009; in fact before Safe Communities was formed. Since then it has developed considerably covering many different public safety and security topics, including major incidents such as: the Albufeira floods in 2015, the 2017 fires, Monchique fire 2018, Hurricane Leslie in 2018, Hurricane Lorenzo in 2019 and of course Covid-19, to name but a few. It has a current following of just over 55.000.

We constantly monitor and review the various threats that face the country, seeking the views of various experts and one of the threats is the impact of climate change. Whereas this affects the whole country, there is a need to give particular attention to the mainland northern areas.

This region is experiencing a more extreme climate, especially so in inland areas, with temperatures over 40C in summer and below zero in winter. Number of aviation workers in EU hits lowest level in 14 years

Data released today by the EU’s statistical office reveal that, in the first three months of 2022, a total of 325,600 people were employed in the air transport sector in the EU, which is the “lowest number recorded in 14 years”.

“The Covid-19 crisis has had far-reaching impacts on the economy, with air transport in particular being hit hard by a decline in passenger numbers, [whereby] airlines and associated companies have reduced the number of their employees in compliance, with younger workers particularly affected”, notes Eurostat.

By age group, it was in the 15-39 age group that there was the greatest reduction in workers, from 204,400 in the first quarter of 2008 to 121,400 in the first quarter of 2022, a reduction of 83,000 in 14 years.

At the same time, there has been an increase — albeit a smaller one — in the 40-64 age group, from 170,500 in the first quarter of 2008 to 204,200 in the first quarter of 2022, an increase of 33,700 in 14 years.

Comparing the first quarter of 2022 with the pre-pandemic first quarter of 2019, the trend was similar, with a large decrease in aviation workers in the EU between 15 and 39 years old (from 184,900 to 121,400, minus 63,500) and a much smaller decline in employees aged 40 to 64 (from 225,500 to 204,200, minus 21,300).

By gender, men accounted for 58% of the workforce in the European air transport sector in the first quarter of 2022, similar to the first quarter of 2008 and a stable percentage over time, according to Eurostat.

Consumer Price Index

The year-on-year change in the Consumer Price Index (CPI) was 9.1% in July, a rate 0.4 percentage points higher than the one observed in the previous month and the highest rate since November 1992, confirmed this Wednesday the INE .

As for the Harmonized Index of Consumer Prices (HICP), the year-on-year change in July was 9.4%, which represents the new highest value recorded since the beginning of the HICP series, in 1996.

This rate is 0.4 percentage points higher than in the previous month and 0.5 percentage points higher than the value estimated by Eurostat for the euro area.

Excluding unprocessed food and energy, the HICP registered a year-on-year change of 6.9% in July (6.6% in June), higher than the corresponding rate for the euro area (estimated at 5.0%), “keeping the markedly rising profile seen in recent months”, pointed out INE.

The HICP registered a zero monthly change (1.1% in the previous month and -0.4% in July 2021) and an average change in the last twelve months of 4.8% (4.1% in the previous month).

Covid-19 vaccination update

By August 5th, more than 2,000 people (mostly aged 80 or older) had been inoculated with the 4th dose of the Covid-19 vaccine. The 4th dose of the Covid-19 dose is currently being administered in health centres to those aged 18 or older. Pedro Ramos, Madeira’s Regional and Civil Protection Health Secretary, encouraged residents to be vaccinated with the 4th dose in order to be better protected during the Winter. He reinforced this by pointing out that the use face masks is unlikely to be mandatory this winter, in what will be “a big test to the world population in the post-Covid era.”

Demand for the 4th dose of Covid-19 vaccine was so high at Bom Jesus Health Centre (Centro de  Saúde do Bom Jesus) on August 6th that 270 doses had been administered in the morning. This was a higher than average figure. This unexpected demand led to a slightly higher waiting times, which meant the number members of staff to be increased. After this, the waiting times were reduced.

Death of 8 year-old girl at Rali Vinho da Madeira

An 8 year-old girl was killed on Saturday after being hit by a rally car during the famous Rali Vinho da Madeira race. An investigation is underway. This unfortunate death is a reminder of the need to be vigilant when attending rally races. It is also important not to attempt to cross the road during rally races.

Servicemen from Madeira Military Zone back from forest fire watch in Algarve

Servicemen from the Madeira Military Zone (Zona Militar da Madeira) returned to the Region on August 7th after a month-long deployment in July to the Algarve region. The 20 servicemen were deployed as part of the Army’s Emergency Military Support Plan (Plano de Apoio Militar de Emergência do Exército). They carried out forest fire patrols in order to protect the forests, and prevent and detect forest fires. More than 6,700 km were covered in the municipalities of Tavira, Monchique, Loulé and São Brás de Alportel, as part of agreements established between the Army and these municipalities. The Army carries out similar patrols in 12 districts in mainland Portugal.

More than 1,200 youngsters received first-aid training

More than 1,200 youngsters have received first-aid training in the Region, through 60 training courses administered since 2004. A new first-aid course for youngsters aged 16 to 25 is currently underway at the Madeira Health Service. This course is the second of 3 courses being provided in August. Each course is attended by an average of 20 youngsters. There are usually 3 courses per year. There was considerable demand for them.

Herberto Jesus, the Regional Director of Health, highlighted the importance of this type of training in saving lives and preventing “avoidable deaths”, and said most people should have some knowledge on administering first-aid, poisoning, stroke symptoms, what to do in case of heart attack, etc. He also pointed out there have been more individuals and organisations such as schools requesting first-aid training.

Covid-19 

In the seven days from Friday 29th July until Thursday 4th August there were 451 new positive cases of Covid-19 registered in the Azores, and a total of 1,982 tests performed. 572 people have recovered, and no new deaths have been recorded with the total still at 117. There are 443 active cases, 119 fewer than the previous week.

There are 11 patients in the region’s hospitals as of 5th August with Covid, this includes 2 patients that are in hospital because of Covid. There are no patients in the ICU.

118218 people in the region have had Covid, that’s over 49% of the population.

Bad weather in the Azores leaves 11 injured, four in serious condition 

Bad weather in the Azores caused 11 injuries, four of them in a serious condition, the Regional Civil Protection and Fire Service of the Azores (SRPCBA) reported Friday.

Five of the injured were taken to the Santo Espírito Hospital on Terceira Island, the most affected, and six to the Praia da Vitória Health Centre, according to the same note.

The incident happened when lightning struck a house in the parish of Vila Nova, on Terceira Island, RTP reported.

The SRPCBA also warned of issuing an orange warning for the possibility of rain “sometimes heavy, which may be accompanied by thunderstorms”.

The orange warning, in effect, ends at 09:00, and must then go down to yellow, until 12:00.

Sailing boat intercepted off the Azores with 1150 kilos of cocaine 

The Judiciary Police (PJ) intercepted a sailing boat in the Azores area carrying 1150 kilos of cocaine, suspecting that the detained crew members are part of an “international criminal organization”. The vessel in question was taken to the port of Ponta Delgada where it was searched, eventually detecting, in its structure, several hidden compartments, inside which a total of 1047 packages of cocaine were found, with an approximate total weight of 1150 kilos.

The two crew members, aged 33 and 61, both foreigners, were arrested in “flagrante delicto, for committing the crime of illicit drug trafficking”.

Operation “Safe Night is Quiet Night” starts tomorrow

The Regional Command of the PSP of the Azores carries out, from August 5th to 7th, throughout the regional territory, through the Police Divisions, the operation “Safe Night is Tranquil Night”, aimed at inspecting nightlife establishments that have of rooms or spaces intended for dance.

Communiqué from the Regional Command of the PSP of the Azores, “associated with the lawful activity of nocturnal entertainment, other activities and behaviours occur that are contrary to the current legislation and produce significant changes in the order and perception of safety of the populations, being widely mediatized, especially phenomena of violence involving customers and employees, especially private security guards”.

The Algarve Situation Report Wednesday 10 August 2022

Good morning and we start this report with an update on the latest news that shows Tourist occupancy levels in the Algarve have successfully returned to pre-Covid-19 levels, demonstrating a full recovery in the market.The occupancy per quarter of tourist resorts in the Algarve was, in July, 87.7%, 4.3 percentage points more than the value reached in 2019, before the Covid-19 pandemic.

“The Algarve surpassed, in July, the numbers of 2019, the best tourist year ever. Thus, the sector continues to recover, after two terrible years, due to the pandemic”, highlighted the Association of Hotels and Tourist Enterprises of the Algarve (AHETA).

With more tourists it does present other issues which we have to face up to, namely the lack of Water. Whilst not just related to the Algarve a report just published shows that in the last 20 years, only six rain seasons were considered normal, in relation to the period 1970-2000, indicates the Portuguese Institute of the Sea and the Atmosphere (IPMA), which warns of longer and more comprehensive droughts. The whole of the mainland is currently in a drought situation and we all can play our part in keeping the water running for everyone.

The Sardinha Festival , in Portimão, broke the attendance record with 110 thousand entries between the 3rd and 7th of August, in the riverside area, announced the municipality .With a daily average of over 20,000 people in the riverside area, the most popular night of the event was on August 7, with David Carreira performing for over 30,000 people.

In all, more than three tons of roasted sardines were consumed, in addition to another ton of this fish that was served free of charge following the recreation of the traditional canasta unloading, which took place on 2 August.

This year, the venue had new living and leisure spaces that were more “Instagrammable” and shared experiences, such as the lounge space and places inspired by sardines.

Sardine Festival food scraps turned into fertiliser The leftover food from the Sardine Festival ,will be transformed into 100% natural fertiliser, announced the Municipal Water and Waste Company of that locality.

On the festival grounds is the space dedicated to the dissemination of the project, which was visited by the Secretary of State for the Sea and Fisheries, Teresa Coelho, in addition to hundreds of visitors.

Those who passed by had the opportunity to learn about the process of collecting food scraps, check if it was in the pilot area and, in case of a positive answer, lift their seven-liter bucket.

This project aims to “raise awareness of the importance of reducing environmental impacts, with emphasis on the collection of food scraps, which will be diverted from the landfill and transformed into natural fertiliser”, according to the statement. The operation covers 13,836 accommodation units, equivalent to 19,353 inhabitants (35 percent of the population) and started with restaurants, schools, institutions and the residential population, through the activation of 144 proximity containers.

Carob Thefts on the rise, The GNR seized a total of 434 kilos of carob and identified eight people for theft of that dried fruit, in Silves and São Bartolomeu de Messines .

In a statement, the GNR said that the seizure took place in two different situations, the first of which took place on Friday, August 5, in Silves, following a complaint about a carob theft.

Body of man found off Arrifana beach- On Sunday afternoon, August 7, the Maritime Police collected the body of a man found floating off Arrifana beach , in the municipality of Aljezur , without knowing the causes for the occurrence, informed the National Maritime Authority.

Navy involved in 18 search and rescue operations in Madeira

The Portuguese Navy announced the Funchal Maritime Rescue Sub-Centre (MRSC) had been involved in 18 search and rescue operations in the Autonomous Region of Madeira, and had managed to save the lives of 12 people since the start of the year.

New Navy patrol vessel arrived in Madeira
