Algarve Situation Report Wednesday 12th July 2022

Good morning and welcome to another Algarve situation report. Obviously the weather and the continued danger of fires is forefront to this report and with temperatures already reaching the high 30’s in the past week coupled with some very high winds it is imperative we all are aware of the dangers that are associated with these issues.

Nine Algarve municipalities in maximum fire danger.

The Algarve municipalities of Alcoutim , Tavira, São Brás de Alportel, Loulé, Silves, Portimão, Monchique, Lagos and Aljezur are currently (11 July 2022) at maximum risk of fire, according to the Portuguese Institute of the Sea and the Atmosphere (IPMA).

Mainland Portugal today entered a contingency situation due to weather forecasts for the next few days, with more than 80 municipalities in the districts of Bragança, Vila Real, Braga, Viseu, Guarda, Coimbra, Castelo Branco, Portalegre, Beja and Faro.

The IPMA also placed several municipalities in all districts of mainland Portugal at very high and high risk of rural fire.

In the Algarve, in very high danger are the municipalities of Castro Marim, Faro, Lagoa and Vila do Bispo, while in the high danger level are Albufeira, Olhão and Vila Real de Santo António.

Due to weather forecasts for the next few days, which point to an aggravation of the risk of rural fires, mainland Portugal entered a contingency situation today at midnight.

The declaration of the contingency situation should end at 23:59 on Friday, but, as the Ministry of Internal Administration (MAI) has already indicated, it may “be extended if necessary” and “no excludes the adoption of other measures that may result from the permanent monitoring of the situation”.

3.2 earthquake on the Richter scale recorded south of the county

An earthquake measuring 3.2 on the Richter scale was recorded on the  morning of the 10th July 2022 55 kilometres from Olhão , according to the Portuguese Institute of the Sea and Atmosphere ( IPMA ).

“At 04:03 (local time), an earthquake of magnitude 3.2 (Richter) was registered at the stations of the Mainland Seismic Network, whose epicentre was located about 55 kilometres south-southeast of Olhão”, reads the statement. of the IPMA.

“No information has been received confirming that this earthquake was felt.”

According to the Richter scale, earthquakes are classified according to their magnitude as micro (less than 2.0), very small (2.0-2.9), small (3.0-3.9), slight (4.0-4.9), moderate (5.0-5.9), strong (6.0-6.9), large (7.0-7.9), important (8.0-8 .9), exceptional (9.0-9.9) and extreme (when greater than 10).

Two men carrying a ton of hashish arrested

In the continuing fight in the Algarve against the drug dealers, the GNR detained two men in Ria Formosa, near Tavira , in an operation in which they seized more than a ton of hashish, the military said in a statement.

According to the Republican Guard, the Coastal Control Unit (UCC), located in Vila Real de Santo António, during the early hours of today, seized 1,023 kilograms of hashish during an operation in Cabanas de Tavira.

The GNR started by detecting a pleasure boat that was making “suspicious movements in its navigation”, having entered Barra da Tavira. Then, inside the Ria Formosa, a small auxiliary pneumatic vessel loaded nine bales of hashish from this pleasure craft, with the intention of discharging the narcotic product along the shore.

“The GNR military moved to the place of the presumed landing, having managed to intercept the narcotic product and detain two individuals in flagrante delicto, aged 36 and 39 years, respectively”, according to the statement.

At the same time, a GNR vessel intercepted the suspicious pleasure craft, which had no crew on board, but contained the remaining “22 bales of hashish”, which were also seized. “The Operation resulted in the seizure of 1023 kilograms of hashish, two vessels and the arrest of two suspects in the act”, summarises the GNR.

The two detainees will be presented in court and the file will be sent to the Judiciary Police (PJ) who will continue to investigate the case.

Council gave more than 1200 temporary protections to Ukrainians

Albufeira has so far granted 1,206 temporary protections to people who fled the war in Ukraine , while at the national level there are almost 47,000, 28% of which are granted to minors, announced the Foreigners and Borders Service ( SEF ).

According to the latest update made by the SEF, 46,850 temporary protections were granted to Ukrainian citizens and foreigners residing in that country, 28,563 were granted to women and 18,287 to men.

The municipalities with the highest number of temporary protections granted continue to be Lisbon (9,518), followed by Cascais (2,762), Porto (2,084), Sintra (1,589) and Albufeira (1,206).

The SEF also indicates that it issued 40,539 certificates granting residence permits under the temporary protection regime.

This certificate, issued after the National Health Service, Social Security and Tax Authority have assigned the respective numbers, is necessary for refugees to start working and access support. During the process of allocating these numbers, citizens can consult the numbers that, in the meantime, are being allocated, in their reserved area of the digital platform https://sefforukraine.sef.pt.

The SEF also advances that requests for temporary protection were authorised for 13,130 minors, representing about 28% of the total, and the situation of 723 Ukrainian minors who arrived in Portugal without their parents or legal representatives, cases where there is considered to be no “current or imminent danger”.

In these situations, in which in most cases the children arrive in Portugal with a family member, the case is communicated to the MP for the appointment of a legal representative and eventual promotion of a process for the protection of the minor.

The SEF also communicated to the Commission for the Protection of Children and Young People the situation of 15 minors who arrived in Portugal unaccompanied, but with someone other than their parents or a proven legal representative, representing these cases “current or imminent danger”.

The request for temporary protection to Portugal can be made through the ‘online’ platform created by the SEF, available in three languages, it is not necessary for adults to use the counters of this security service.

However, in the case of minors, it is mandatory to go to a Foreigners and Borders Service desk in order to confirm their identity and affiliation.

In the early hours of February 24, Russia launched a military offensive in Ukraine, which has already killed more than 4,300 civilians and forced more than 7.2 million people to flee abroad, according to UN data, which stresses that the real numbers can be much superior.

Algarve capital is one of the least polluted cities in Europe

To end this report on a good note we are delighted to share the news that The cities with the best air quality in Europe in the 2020s and 2021s were the Portuguese cities of  Faro and Funchal and Umeå, in Sweden, according to a document released by the European Environment Agency (EEA).

According to the updated air quality barometer in European cities, which includes more than 340 cities, Umeå is the cleanest city in Europe in terms of air quality, followed by Faro and then Funchal. With air considered good are eight more European cities, followed by Lisbon, in position 82, with an air quality considered reasonable.

In the last three positions, as the most polluted, are Padova and Cremona, in Italy, and Nowy Sacz, in Poland.

According to the EEA, the classifications were obtained based on the average levels of fine particles (PM2.5) obtained in more than 400 monitoring stations in the last two years. The barometer focuses on PM2.5 as exposure to this air pollution causes the most serious health effects and has the greatest impact in terms of premature death and illness.

From the data analysis, the AEA concludes that air quality was considered good in only 11 cities, with PM2.5 levels below the values established by the World Health Organisation (WHO) for long-term exposure to fine particles: five micrograms per cubic metre of air. These values were exceeded in 97% of the 343 European cities included in the barometer.

Taking into account the European Union’s annual limit value for fine particles of 25 micrograms per cubic metre of air, the limit value was only exceeded in the three most polluted cities, which shows the great difference between the WHO guideline and the norm of the European Union.

Portugal Situation Report Wednesday 6th July 2022

Good morning – We start the day by focusing on behaviour of some passengers which have hit the headlines over the last two days!

Firstly an EasyJet flight was intercepted by a Spanish fighter plane after a bomb threat was allegedly made by a British teenager on board on Monday. Video footage taken by a passenger on the commercial flight appears to show an F18 fighter warplane flying closely beside the EasyJet flight from London Gatwick to Menorca on Sunday. Once the plane landed in Mahon, the island’s capital, the flight was taken to a separate area from the main terminal and was subject to bomb disposal experts and sniffer dogs. The Civil Guard have since concluded that the bomb threat was false. The 18-year-old has since been arrested. Why this person did this is beyond belief terrifying passengers and requiring a major emergency response.

The same day authorities at Lisbon airport a 41-year-old man was arrested suspected of being drunk on board a plane and having assaulted several passengers. “According to police, the man “exhaled a strong odour of alcohol, presuming that he had boarded that way at the origin”, having continued to drink alcoholic beverages during the flight.

On 2 July, Ryanair’s domestic flight FR9108 between Mahon, Menorca, and Malaga (Spain) didn’t go as expected. A 46-year-old Belgian passenger boarded the aircraft intoxicated. Angry with his delayed flight, he started to insult other passengers, hit the seats next to him and tried to force an emergency exit. He responded agitated and demanded in an aggressive way that the flight would depart for Malaga. After some passengers warned the crew about his behaviour, the police were called. And he was detained

There are enough problems facing the air travel industry at present and drunken and/or criminal behaviour that jeopardizes flight safety cabin is the last thing passengers want to experience.

Yesterday it was reported that more than 2,000 police officers were involved in the security of the United Nations Ocean Conference, which took place last week in Lisbon, an operation that the secretary-general of the internal security system considered today “unprecedented” and “very complicated”.

Certainly an event of this magnitude with senior government officials from all over the world attending a conference such as this is a major security and logistical challenge for any country and judging from the outcome, it was extremely well planned and implemented. Congratulations therefore to the security forces and other entities involved in ensuring the safety of over 7000 people who attended the event.

Yesterday we were contacted from a resident in Silves, Algarve who had the catalytic converter stolen from his vehicle. Unfortunately this type of theft is fairly common both in Portugal as well as overseas. The high price of platinum, palladium and rhodium explains the growth of this crime

The thefts are motivated by the attempt to remove the precious metals that are part of the catalytic converter, platinum, palladium and rhodium. All of them with high market values – for example, at the end of 2021, platinum was quoted at 27 euros a gram, palladium at 39 euros and rhodium has already reached 50 euros a gram, being considered the highest metal expensive of the platinum group and even higher than gold.

Take particular care where you park your vehicle, especially at night time. Places where there is lighting and close to buildings is preferable if possible. Thefts have also taken place however in broad daylight! Unfortunately the emergency of battery operated grinders/cutters have made it easier for criminals who can operate in areas where it is not possible to use a power cable.

However Portugal is a great place to live, with friendly people, good climate, good food, wine and superb countryside. It is also the 6th Most Peaceful Country in the World.

In deciding where to live and what type of property to purchase, we tend to take into account cost, whether to live in a town or in the countryside; whether to purchase a new property, live in a traditional Quinta or simply purchase land and build from scratch.

These are factors whether move here, or moving within Portugal, that estates agents can advise in selecting a property. Other factors, not so frequently considered, are those concerning safety and security – after all your investment is important as well as your well- being and quality of life. Portugal is one of the safest places to live in Europe, but it is important to take safety and security into account when choosing a home. As we get older this is more important.

Safe communities Portugal has undertaken research into this and has produced a Checklist – “Moving to Portugal – Deciding where to live”. Before any suggestions that this may put people off coming here, I suggest just the reverse – by following this it will help people decide what the best property is for them taking into account the factors identified. Please see our feature in the Algarve Resident tomorrow.

According to the IPMA air temperatures will increase on the mainland starting from today. The forecasts are for temperatures of 35C to 40C but could be more in some places inland. Coastal areas will be a little cooler. IPMA warn that coupled with this the relative humidity will be low. Indeed yesterday the lowest was below 10%. With these extremes fires if they start may burn with great intensity and spread quickly. Our message is as always take considerable care in the countryside both against the heat and avoid any action that could cause a fire.

With that please have a Safe Day and take care with the high temperatures.

News

Due to the Azores anticyclone, the climate in Portugal and Spain is the driest in 1200 years

New scientific study indicates that anticyclone has been occupying an increasing area over the last 200 years. Human activity is the only possible explanation.

The Azores anticyclone is a major centre of high atmospheric pressure that influences the climate of several regions of Western Europe, North Africa and the Americas. And it has, over the last 200 years, come to occupy an ever-increasing area. Because of this, Portugal and Spain are currently struggling with their driest climate in more than a millennium (1200 years precisely). This is indicated by a study published this Monday in the scientific journal Nature Geoscience.

Looking at the two countries of the Iberian Peninsula, researchers from the Oceanographic Institution of Woods Hole, in the United States, analysed meteorological data dating back to 1850. The authors of the report also studied some stalagmites in a Portuguese cave (the Buraca Gloriosa, in the district of Leiria), which retained information regarding much older precipitation levels. This information was used to make climate models from 850 to 2005.

Applying a methodology that involved carrying out several “numerical simulations”, the researchers further explored how, both in terms of size and intensity, the Azores anticyclone has changed over the last 1000 years. “We found that the industrial-age anticyclone behaves differently from that of the pre-industrial era”, can be read in the scientific article, in which the co-authors suggest that, due to human activity and the increasingly significant emissions of gases greenhouse effect (GHG), the anticyclone is experiencing considerable expansion.

The Iberian Peninsula has been hit by several heat waves and droughts over the last few years. In mid-June, the Portuguese Institute for the Sea and the Atmosphere (IPMA) warned that 97% of the Portuguese territory was being affected by severe drought conditions, with all the implications that this entails, ranging from human consumption to the various economic sectors. . For the Spaniards, on the other hand, the last month of May was the hottest on record.

Government guarantees water for human consumption for the next two years

Terras de Bouro, Braga, Jul 05, 2022 (Lusa) – The Government assured today that, despite the drought, the country has water for human consumption in the next two years, but admitted rationing in certain areas of the country, regarding some uses, such as in the farming.

The guarantee was given by the Secretary of State for Nature Conservation, Forests and Territorial Planning, João Catarino, on the side-lines of a visit to the municipality of Terras de Bouro, district of Braga, where he went to highlight the improvement in conditions for visiting the Park – National Park of Peneda Gerês.

Asked about news to report today that there are “dams close to the death volume” (technical reserve that is below the collection pipes), or that the northeast of Trás-os-Montes is on alert and with the threat of water cuts during the night, the minister assumes concern about the effects of drought, but ensures that the country will not have a lack of water for human consumption in the next two years, even without rain.

“[Drought] is a situation that we all have to worry about. Obviously, the Government, as responsible, has to be concerned, but concerned in the dimension in which we know and guarantee that there will be no shortage of water for human consumption. This is the note we have to leave: Portugal is now able to guarantee that there will be no shortage of water for human consumption, even if the conditions remain, and which, apparently, will get worse”, João Catarino told journalists.

The Secretary of State warns that if there is less water, there must be a “more efficient” use in all its dimensions.

“At home, in watering public spaces, in agriculture. We have to be aware that if there is less water, we have to use much less. The Government is responsible for guaranteeing the human consumption of water and this is guaranteed for two years, for this year and for the [next] year, even if it did not rain this year and next, which we hope will not happen, in any way ”.

The Secretary of State for Nature Conservation, Forests and Territorial Planning admits, however, the rationing of water in certain areas of the country, for certain purposes.

“[Water rationing] yes, this may have to exist for some uses, obviously, but for human consumption, we will always be attentive. All alternative forms will be used if the ducts that are stabilized are not sufficient. But the Government is in a position to guarantee that there will be no shortage of water for human consumption during the summer, without a doubt”, stated João Catarino.

Monkeypox: Portugal has already received the first 2,700 doses of vaccines

Portugal has already received the first 2,700 doses of vaccines against the Monkeypox virus, acquired by the European Commission to be distributed among the Member States most affected by the outbreak, the European Commissioner for Health, Stella Kyriakides, revealed to Lusa yesterday.

“The first deliveries of vaccines against monkeypox arrived in Portugal to protect Portuguese citizens and respond to the Monkeypox outbreak,” said the commissioner, in a statement to Lusa.

Stella Kyriakides underlined that in the space of two weeks, the European Commission acquired around 110,000 doses of vaccines and started deliveries to the most affected countries, with Spain being the first Member State to receive a shipment of 5,300 doses, on 28 June. .

At the time, the European Commission, which negotiated the purchase of a total of 109,090 doses of the third-generation vaccine from the Bavarian Nordic pharmaceutical company, indicated that Portugal, Germany and Belgium would follow between July and August.

“This work will now continue and intensify as we head towards another period of autumn and winter, with the covid-19 pandemic close by”, the commissioner told Lusa.

“This is a European Health Union that delivers tangible results for people, with our Health Emergency Preparedness and Response Authority (HERA) reacting quickly and sourcing vaccines for all member states that have expressed a need.” commented the European Commissioner for Health.

According to the most recent data from the Directorate-General for Health (DGS), released last Thursday, cases of Monkeypox in Portugal have exceeded 400, and cases have also been reported in Madeira.

According to the DGS, all confirmed infections are in men between the ages of 19 and 61, with the majority under 40 years of age, who remain in clinical follow-up and are stable

Portugal participates in Europol action against child trafficking – 130 arrests from various countries.

Portugal was involved in a Europol action against child trafficking that resulted in the arrest of more than 130 people and the opening of more than a hundred investigations, the European body announced today.

According to a press release, the operation took place between June 6th and 13th and was coordinated by the Frontex agency, with the participation of 22 countries alongside Interpol and more than 22,480 agents, with controls carried out at sea and land borders and airlines at European level.

There was also verification of around 13,500 locations, 193,020 vehicles, more than 101,000 documents (101,790) and almost a million people (970,440).

The airline British Airways will ensure, as of Saturday, the connection between Heathrow airport, in London, and Ponta Delgada airport, in the Azores, announced the Azores Tourism Association (ATA).

According to ATA, there will be 10 connections this summer, the result of a work in partnership with Turismo de Portugal, ANA Airports – Vinci Group, NAV Portugal and the Government of the Azores for the “development and consolidation of aerial access to the archipelago, without which the tourist recovery would not be possible for the Azores destination”.

The aircraft available for the connection will be the Airbus A320-NEO which, with its 180 seats, will be able to transport 1,800 passengers to Ponta Delgada in this seasonal summer operation.

Carlos Morais, president of ATA, quoted in a press release, considers that this is “a great opportunity for the tourism sector in the Azores”.

“The United Kingdom is an important international market for tourists in the Azores and British Airways is one of the most important airlines in the world, with the potential to stimulate new market segments”, he said.

Algarve Situation Report Wednesday July 6th 2022

by Mike Evans

Welcome to another situation report from the sunny Algarve. We start off this report by reiterating the need to be vigilant against rural fires especially during this period where we have seen very hot days with a lot of wind and very low humidity. The long range forecast for the Algarve is that we will continue to see temperatures reach as high as 40 degrees with winds on some days over 20km per hour.

For the next couple of days  the maximum temperatures will be between 25 and 35 degrees, higher inland, and the minimum between 15 and 20 degrees, but from the end of the week we have a different situation. with an increase in temperature to values between 35 and 40, which may be higher in some places, mainly in the Tagus Valley, interior of Alentejo, Algarve and eastern Algarve”, said meteorologist Bruno Café, from Instituto Português do Mar e da Atmosfera (IPMA).

According to Bruno Café, as of Wednesday, a “flow from the east quadrant in the circulation of an anticyclone located northeast of the Azores, extending in crest to Central Europe, will transport a mass of hot and dry air over the mainland territory”.

“In addition to the maximums, we will also have an increase in the minimums associated with tropical nights, that is, above 20 degrees in some places such as the Algarve , highlands and Tagus Valley”, he said.

With the hazards come a number of restrictions which we point out each day on our Facebook page and on our website so please if you are reading this for the first time as a visitor to the region, please make sure you are aware of what can and cannot be done during these times.According to the IPMA meteorologist, this hot weather situation, with high temperatures, should continue at least until the middle of the month.

Portable x-ray unit makes primary care more inclusive in the Algarve

A new portable X ray machine which can be  transported in a light car, is allowing an “innovative” response for people unable to get to Hospitals or are housebound in the Algarve, the Regional Health Administration ( ARS ) announced this Monday 3 July.

The project, called “Radiology in the Community”, is “innovative in the region” and “enhances the inclusive access of users to a radiology service without requiring travel to a health unit”, avoiding “all the logistics associated with the transport of these users and family members”, points out ARS from the Algarve.

“We are pioneers at a national level in the acquisition and use of this equipment, with enormous advantages for users and professionals, as it adds value to primary health care”, says the chairman of the board of directors of ARS do Algarve, Paulo Morgado, quoted in the communicated.

Also according to Paulo Morgado, “radiology is a priority area” and the use of portable equipment “allows the National Health Service to be brought to people’s homes, reinforcing close relationships” with users with greater mobility difficulties.

“The implementation of this project in the primary health care of ARS Algarve, through the use of a portable X-ray equipment [Portable X-Ray Unit FDR Xair] guarantees more comfort and convenience to users in carrying out radiology exams”, underlines the body supervised by the Ministry of Health. In order to respond to this, ARS has prepared a “team of Senior Technicians in Health, Diagnosis and Therapeutics in the area of Radiology” that will “go to the facilities of the entities that request their services” and guarantee “the appropriate safety and protection guidelines”. use of the new equipment”.

“The diagnosis of the exams carried out on the chest, supported by Artificial Intelligence, is immediately available to the requesting doctor on a digital platform that also allows the comparison of the current radiological exam with another exam performed previously”, highlights the ARS.

Also mentioned in the statement, the coordinator of the radiology service at ARS do Algarve, Paula Simãozinho, highlights the “great bet” that has been made in this specialty in recent years and that has allowed advances “in digitization, image storage and Artificial Intelligence”.

Also according to the official, given the success of the initiative, “the acquisition of more portable X-ray units is being planned to provide the entire region with this service”.

APA authorises deepening and widening of the port of Portimão

The Portuguese Environment Agency (APA) gave a “favourable” opinion so that the port of Portimão can receive larger cruise ships, but the project is subject to the prior realisation of an underwater archaeological survey.

“I declare as positive that there is a declaration of favourable environmental impact, even if conditioned”, said the president of the Algarve Regional Coordination and Development Commission ( CCDR ).

José Apolinário stressed, at a press conference, that the decision “allows us to move forward to a new phase”: to articulate with the municipalities of Portimão and Lagoa and with the Administration of the Porto de Sines and Algarve “the funding procedure” regarding research underwater archaeological site indicated as a “precondition”.

When implemented, the project for “deepening and widening the navigation channel of the Port of Portimão” will allow ships up to 272 metres in length to be received at the mouth of the Arade River – currently it receives ships up to 210 metres -, passing the dredging depth of the current eight metres to 10 metres, the rotation basin from 355 metres to 500 metres, allowing the doubling of the reception capacity of passengers and tourists from cruise ships in the region.

“The environmental and project justification decisions are now created to make the Port of Portimão, on the Arade River, one of the reference ports for cruise tourism”, highlighted José Apolinário, adding that it is “good news for tourism”. , for the sustainable use of the ocean and for the economy of the sea in the Algarve region”.

The president of the CCDR do Algarve indicated that he now has “three tasks and ambitions”: to defend the allocation of the necessary funding that, by the second half of 2024, will allow carrying out the preliminary research work on underwater archaeological finds; defend the financing of the decarbonization of the Porto Urbano de Portimão, so that the vessels when stopped can use renewable energy sources (until the end of 2024); and to boost and strengthen maritime connections for cruise ships and passengers between Portugal and Andalusia (Cadiz-Seville-Portimão-Lisbon connections) and in the Mediterranean access basin.

Man arrested in Carvoeiro with eight canisters of nitrous oxide

A 22-year-old man was arrested in Carvoeiro for drug trafficking and had eight bottles of nitrous oxide in his possession, announced the National Republican Guard (GNR).

The arrest took place on 2 July and was carried out by the Faro Territorial Command , through the Carvoeiro Territorial Post, in a visibility patrol action. The GNR military approached a suspicious vehicle and carried out an inspection, having found the bottles and 15 doses of hashish. Subsequently, after the suspect was arrested, 220 euros in cash, a mobile phone and a bag of balloons were seized. The suspect was made an accused and the facts were sent to the Judicial Court of Portimão.

CDS/Silves warns of carob thefts

The CDS of Silves warned this week of the robberies of carobs that have taken place in recent days, even with the pods “still green”.

According to the statement, despite the official bean harvest season starting only in August, thefts are already being recorded but the CDS de Silves considers that the seizures of some cases “do not solve the problem, because a profound resolution has not been presented. ”.

“The volume of beans stolen in the Algarve tripled from 2018 to 2020, because the price per arroba has also increased substantially, and because marketing does not require documentation of land ownership, nor leasing contracts, and intermediaries and industrial shredders buy carob from those who present themselves to them without an invoice, as they buy it cheaper”, explains CDS/Silves.

According to the note, “both benefit: those who steal don’t mind selling cheaper and without an invoice; whoever buys it also doesn’t mind buying the stolen carob, since he buys it cheaper and sells it at the market price. Only the owner is harmed!”.

The CDS de Silves also accuses the Socialist Party Government of not having done anything to solve this problem, as does the Regional Directorate of Agriculture and Fisheries. Regarding the “Campo Seguro” operation, the CDS of Silves considers that “it is important, because there are more intensive patrols, but the effectives are few and this has not deterred the practice of theft of agricultural products, not only carob, but also citrus fruits and avocados”.

Whale that washed up in Albufeira ran aground again in Armação

The whale that washed ashore in Albufeira on Sunday and was later returned to the sea by the force of the tide ran aground again today on a beach in Armação de Pêra and was removed from the site, said the captain of the port of Portimão.

The dead cetacean had run aground, around 18:30 on Sunday, on Salgados beach, in Albufeira, but the authorities were unable to arrive in time to prevent the animal from being dragged into the sea again, with the body stranded again today on Praia Grande nascente, in Armação de Pêra, in the municipality of Silves, added the same source.

The captain of the Port of Portimão said that the animal was detected today by “agents of the Maritime Police picket” and “the municipal services [of Silves] were alerted and proceeded to remove the whale at 1:00 pm”. “The entity responsible for the dead dumps was also informed and goes to the landfill to carry out the investigations”, added Rodrigo González dos Paços, referring to work that is usually carried out by elements of the Institute for the Conservation of Nature and Forests (ICNF) to determine the which caused the animal to die.

The whale had washed ashore at around 6:30 pm on Sunday and teams from the Maritime Police, the Municipal Civil Protection Service of Albufeira and the Institute for the Conservation of Nature and Forests (ICNF) were awaited to carry out analyzes and removal procedures began, but the device “did not arrive in time to prevent it from being swept out to sea by the tide”, justified the captain of the port of Portimão, which has jurisdiction in Albufeira and Silves, at the time.

The same source clarified that the animal’s movement would be monitored, with the expectation that it could “be dragged back to land and then removed”, which ended up happening this morning, with the authorities being able to remove the body. to an area out of tidal range and then to an embankment area.

Elderly people walked more than 36 thousand kilometres inside the municipality

To end this report l am delighted to bring a good news story of how the elderly of one town in the Algarve are keeping healthy and fit.

In just one year, through the “Volta ao Monte” project, the elderly in the municipality of Castro Marim travelled more than 36 thousand kilometres to alleviate physical and mental inactivity and social isolation, announced Odiana .

Altogether, more than 50 million steps were taken by 41 elderly people with an average age of 74 years, who walked an average of 2.5 kilometres per day in three locations and along nine different routes.

After a year of the project, the participants were assessed by their the general state of health and quality of life, with the University of Algarve carrying out tests to measure body composition, assessment of muscle strength and cognitive and mental status among the participants during the period June 28th and 30th.

The aim of the assessment was  to “carry out a first analysis of the impact of the activity ‘walks’ on the welfare of the beneficiaries, and the results will be released at the end of the project”.

“Volta ao Monte” recently won second place in the “2022 Algarve Active Ageing Good Practices Award” and continues to promote, until the end of the year, several regular walks in the interior of the Castro Marim municipality, namely in the localities of Alta Mora, Furnazinhas and Azinhal.

Have a good week and stay cool.

Portugal Situation Report Wednesday 29th June 2022

Good morning – On Monday I attended the “Safe Summer” presentation event at Regional Tourism Algarve, which was also attended by the Minister of Internal Administration, the National Director of the PSP, a representative of the General Commanding the GNR and the President of the ANEPC as well as other officials.

This event is held annually basically to announce the reinforcements of the security forces over the summer period, when more tourists will be visiting the Algarve. During the presentations it was pleasing to see the increase in tourism so far this year as well as learning from the presenters an outline of the various plans in place to help keep the Algarve a safe destination. Certainly the presentation from the PSP illustrated that only 4% of reported crime involved tourists in PSP areas – which are the main cities.

I had the opportunity to meet the Minister of Internal Administration   after the presentations, and we discussed the issue of safety in the Algarve. From this I thought, that although the Algarve and indeed Portugal is recognised as a safe place to visit and live, as illustrated by low crime rates and our consistently high standing in the Global Peace Index, what are the main reasons for this, and why for instance in neighbouring countries in southern Europe it is less safe.   I welcome thoughts on the topic – namely why is Portugal a safe place to live and visit?

The Portuguese coast presents, in some places of the coastal zone, a landscape that is characterized by its irregular nature resulting from erosion. The natural beauty sought after by users of these areas is, however, inseparable from the risk arising from the instability of the cliffs. On rocky coasts, there are cliffs that are permanently or periodically exposed to the action of the sea. This includes parts of the Algarve. It is important therefore that when you visit the beach to be on the lookout for these signs and keep well away from the foot of the cliffs concerned.

Unfortunately in the past people have been injured as well as deaths caused by landslides and falling rocks.

Lastly it was reported yesterday that the GNR had rescued 28 dogs that were allegedly being mistreated, in the municipality of Viseu, as part of an order from the Public Ministry. They were lucky but there are many dogs and other animals that are mistreated every day. You can contact the GNR hotline at 808 200 520 or make a complain online here https://www.gnr.pt/ambiente.aspx

Turning to the drought situation the government announced that Portugal mainland is officially at a state of severe/extreme drought. The drought situation has worsened considerably since the beginning of May and now we await the monthly figures for June, which should be released in the next week.

The President of the IPMA has described the drought situation is getting worse. On June 15 and, comparing to history, only the year 2005 compares to the current one and it was a very complicated year in terms of summer and risks associated with drought. Almost all of the continent is either in severe or extreme drought, and we’ve had a deficit of watersheds for two years. In terms of regions south of the continent and northeast Alentejo are those with the lowest percentage of water in the soil”. He called on everyone moderate consumption and they realize that the water is little and has to reach everyone”. We certainly echo that call.

Thank you Susan, Mike, Chris and for helping to put together these reports. With that note please have a safe day.

The “Ocean’s Promise” to deliver by 2030

The United Nations Development Program (UNDP) pledged on Tuesday to help recover one billion dollars annually lost due to misuse and management of the ocean’s potential.

The “Ocean’s Promise”, launched at the Lisbon Ocean Conference, will be applied in support that until 2030 will focus on making the exploitation of fish stocks 100% sustainable, accelerating the end of the scourge of ocean pollution by plastics and allowing a hundreds of countries with a coastline fulfill the full potential of their blue economies, said a UNDP official.

The official stressed that the sustainable development objective for the oceans has “the lowest level of investment of all sustainable development objectives”, which is no more than 1.3 billion per year.

“The entire ecosystem is affected by the ocean crisis. There is a knock-on effect, people lose health, jobs and livelihoods ,” he said, adding that part of the promise is to recruit investment worth at least US$1 billion for “protection and recovery” of the ocean environment , combining efforts to other existing United Nations programs.

The head of the United Nations program for the Governance of Water and Ocean, Andrew Hudson, said that the ocean is a market with an estimated value of three billion dollars annually and that the first priority to get the billion that is not used for cause of mismanagement is “recover and protect”.

Among the effects of this mismanagement are the loss of biodiversity, overfishing, ocean acidification and excess nutrients used in agricultural fertilizers that end up in the seas .

He stressed that “it is really necessary to accelerate” the achievement of the objective of sustainable development of the oceans (the 14th of 17), indicating that four of the goals were overcome in the year 2020 without being reached, including the protection of 10% of marine areas and combating overfishing.

The pledge launched this Tuesday has “tangible and ambitious goals” and focuses on fisheries sustainability and protection of marine areas, said Usha Rao-Monari, for which the UNDP intends “new partnerships” for funding, including private and civil society. .

Accidents with bicycles increased by 20.4% in 2021 and deaths more than doubled

Lisbon, June 28, 2022 (Lusa) – Bicycle accidents increased 20.4% last year compared to 2020 and deaths involving cyclists more than doubled, totalling 23 victims, the National Road Safety Authority (ANSR) revealed today.

According to the ANSR, accidents involving cyclists have resulted in 23 deaths in 2021 (130% more than in 2020), 138 seriously injured (plus 16%) and 2,511 minor injuries (plus 19.7%).

Last year, the number of deaths due to accidents with agricultural tractors also increased, with 14 victims (16.7% more than in 2020) and 25 seriously injured (8.7%), for a total of 194 disasters (plus 2). , 6%).

The report shows that cars were responsible for 72% of accidents last year, with 34,426 accidents (plus 12.8%), followed by mopeds and motorcycles, with 8,529 accidents (plus 8.4). %).

Despite the increase in accidents, deaths in cars had decreased by 14.4% in 2021 and in motorcycles also fell by 1.9%.

The ANSR indicates that in 2021 there were 29,217 accidents with 390 fatalities, 2,106 seriously injured and 34,217 minor injuries, maintaining the number of deaths compared to the previous year and registering increases in disasters (10.2%) and injuries ( + 15.1% severe and + 11.4% mild).

Comparing the values of the continent in 2021 with the average of the previous five years (2016 to 2020), there have been reductions in the totals of all major indicators: minus 10.5% in accidents, minus 16.2% in fatalities, less 0.4% in the seriously injured and less 12.8% in the slightly injured ”, reads the report.

Azores Situation Report Wednesday 29th June 2022

From our colleague in the Azores

Covid-19

In the seven days from Friday 17th June until Thursday 23rd of June there were 2906 new positive cases of Covid-19 registered in the Azores, and a total of 5,012 tests performed. 3,585 people have recovered, and no new deaths have been recorded with the total at 117 There are a total of 2,734 active cases, 679 fewer than the previous week.

There are 35 patients in the region’s hospitals as of 24th June with Covid and 9 patients are in hospital because of Covid. There are no patients in the ICU.

112439 people in the region have had Covid, that’s over 43% of the population.

São Jorge Island with 39,995 earthquakes since March

The island of São Jorge has registered 39,995 earthquakes since March 19, of which 291 were felt by the population, the Azores Seismo-volcanic Information and Surveillance Centre (CIVISA) said today.

In a status report on the seismo-volcanic crisis on that Azorean island, published on its official website, CIVISA states that “to date, approximately 39,995 events of low magnitude and of tectonic origin have been recorded”.

According to CIVISA, the seismo-volcanic activity on that island “continues above normal, extending, roughly, from Ponta dos Rosais to the Norte Pequeno – Silveira area”.

“Globally, the seismic activity of the last few weeks shows a slight downward trend, sometimes interrupted by short periods of higher frequency and/or energy released, with the hypocentres currently being located, in general, at depths greater than five kilometres”.

CIVISA indicates that “the existing data since the beginning of April do not show significant deformation in the epicentral zone”.

On the other hand, “the campaigns to measure gases and temperature in the soil that have been developed since the beginning of this crisis in the epicentral area have not resulted, to date, in the identification of anomalies resulting from seismo-volcanic activity”.

“The integration of available information allows us to conclude that the tectonic structures where the historical eruptions of 1580 and 1808 developed, and the 1964 – crisis, in the Fissural Volcanic System of Herds, were reactivated, and it must be admitted that at the beginning of the phenomenon there was a deep magmatic intrusion”, describes that entity.

On June 8th, CIVISA lowered the alert level on the island of São Jorge from V4 (threat of eruption) to V3 (active system with no imminent eruption).

“The decrease in seismic activity, albeit slow, and the observation of such a pattern over the last few weeks, as well as the absence of other anomalous signs in terms of deformation, gases and waters, led to the descent of the scientific alert level”, he justifies.

The island had been since March 23rd, at 15:30 (another hour in Lisbon), with the volcanic alert level V4 out of a total of seven, where V0 means “state of rest” and V6 “eruption in progress”, following the seismo-volcanic crisis recorded since 19th March.

Despite the lowering of the alert, “seismic activity remains well above the reference values for the region, so there is still the possibility of registering felt events”.

According to CIVISA, “the possible occurrence of earthquakes of higher magnitude cannot be excluded either”.

CIVISA “maintains monitoring levels” on the island, while “is providing the reinforcement of the permanent seismo-volcanic observation network, in order to detect precursor signs of a new pre-eruptive situation”.

The earthquake of greater magnitude (3.8 on the Richter scale) of this crisis occurred on March 29th at 21:56.

Mainland, Madeira and Azores with very high risk of UV radiation

Mainland Portugal and the archipelagos of Madeira and Azores presented on Monday a very high and high risk of exposure to ultraviolet radiation (UV), according to the Portuguese Institute of the Sea and the Atmosphere (IPMA).

The mainland, the islands of Porto Santo, São Miguel, Faial and Flores (Azores) are currently at very high risk of exposure to UV radiation.

With high levels of radiation exposure, are the islands of Madeira and Terceira, in the Azores.

The ultraviolet radiation scale has five levels, between extreme and low risk.

For regions with very high risk, the IPMA advises the use of sunglasses with a UV filter, a hat, ‘t-shirt’, parasol, sunscreen and that children, should not be exposed to the sun.

For regions with high risk, it recommends the use of sunglasses with UV filter, hat, ‘t-shirt’ and sunscreen.

The Algarve Situation Report Tuesday 28th June 2022

Good Morning and we start this report with some good news for expectant mothers. The Maternity block at Hospital de Portimão resumed normal operations on Monday, after being closed over the weekend, the president of the Centro Hospitalar do Algarve told Lusa .

“The birthing block reopened today at 08:00 and is operating normally, without constraints,” the chairman of the board of directors of the Centro Hospitalar Universitário do Algarve (CHUA) told the Lusa agency.

The service at the Portimão hospital closed at the end of the day on Friday, and pregnant women from 22 weeks of gestation or who needed special care were referred to Faro Hospital.

A plan  was set up in conjunction with the Civil Protection, the National Institute of Medical Emergency (INEM) and the Centre for Guidance for Urgent Patients (CODU) for referral to the hospital in Faro. According to Ana Varges Gomes, due to the closure of the service during the weekend in Portimão, “a total of four pregnant women” were transferred to Faro Hospital.

However, there are still some fears that the closure may not be a “one off” event. The official admitted that the service “may close again, due to the difficulty in ensuring the Paediatrics scales, which may also affect the functioning of the emergency department of Gynaecology and Obstetrics. “The urgency depends on the medical service providers and whenever they are absent or are not available to work, we will have constraints”, he pointed out.

However, he added, CHUA has “a plan made to be put into practice whenever the need arises”. In recent weeks, emergency services of various specialties and delivery blocks of several hospitals in the country had to close for certain periods or operated with limitations, due to the difficulty of hospitals in completing the service rosters of specialist doctors.

Two Men Arrested for Gun Crime In Albufeira

The Judiciary Police ( PJ ) detained two suspects on suspicion of involvement in robberies with firearms in the Albufeira area, it was announced this Tuesday.

According to a statement from the security force, in the context of the fight against violent crime, a group of people suspected of the practice of coercion with a firearm and possession of a prohibited weapon in the municipality of Albufeira was identified at the end of December 2021. The “strong indictment” of these men allowed the competent judicial authorities to proceed with the issuance of arrest warrants for the two suspects, aged 23 and 29.

“The police operation carried out successfully in locating and detaining two of the suspects, in the city of Albufeira”, according to the PJ statement. The detainees will now be present for a first judicial interrogation, in Albufeira, for the application of coercive measures. The PJ states that it will continue to investigate this case with the aim of identifying and locating the remaining suspected members of this group.

The security force is also investigating the relationship between this group and other “recent events” in the Loulé area, “of offences of physical violence motivated by settling accounts between individuals with police and criminal records, for the same type of crimes and theft. ”.

Portugal Must get used to using less Water says Minister

Whilst the Minister of the Environment spoke of the nation having to get used to using less water at a conference in Lisbon, the focus of using treated water for irrigation in the Algarve was raised by a specialist at the University of the Algarve.

The doubling of the use of treated wastewater for irrigation by the end of the year in the Algarve implies investing and building infrastructure to transport it from source to destination and that work remains to be done, warned a specialist from the University of Algarve .

The director of the Faculty of Science and Technology of the University of Algarve (UAlg) warned that it is first necessary to understand where the Wastewater Treatment Stations (WWTP) are and who are the recipients of this non-potable water that can be used to irrigate crops. or golf courses and then define the type of investment needed to transport that water to its destination. Carlos Guerrero thus commented on the objective defined by the Permanent Commission for the Prevention, Monitoring and Monitoring of the Effects of Drought to “extend the use of reused water for purposes that do not require drinking water, namely in the irrigation of permanent crops and in the support of ecosystems”.

According to the Commission, “at the moment, in the Algarve, a cubic hectometer of reused water is already used, and this value is expected to double by the end of the year”, but the university professor considered that there are other measures that can also help to save water and increase the reserves of this good to allow its use in agriculture and for human supply.

“The problem of doubling [treated wastewater for irrigation] involves promoting and installing the necessary infrastructure to get water where it is needed. I am talking about the water resulting from the Wastewater Treatment Stations, which cannot be moved and are not mobile, they are well fixed”, said the university professor.

The same source said that the Algarve “has a set of WWTPs that cost millions” and have “state-of-the-art technology from the point of view of water treatment”, but underlined that, “then this treated water has to be taken to the sites”. where it is needed”, such as green spaces in cities, golf courses, or some tree crops”.

“I think it is necessary to create these infrastructures and, before that, to know who will pay for them. It is necessary to base the installation projects and know the needs, not only of pipes, but also of pumping stations and all the infrastructure necessary to move the water”, he exemplified. Carlos Guerrero stressed “that it remains to be explained and defined who pays for these structures”, whether “it is who produces the water, who is going to use it or the common citizen”, and none of these issues is already defined, he added.

Carlos Guerrero considered that the reduction in water availability due to the effects of drought and climate change is a reality that can also be “mitigated” with other “complementary” measures, such as the installation of technologies to support irrigation management in agriculture, raising people’s awareness of savings or combating losses in the supply network, which, he assured, could “water the 40 golf courses in the Algarve”. Another of the measures recommended by the Commission was the reactivation of underground abstractions, which Carla Antunes, also a professor at the University of Algarve, said was one of the “easiest and fastest” to implement.

New Train Link to Lisbon from VRSA announced

A new link to Lisbon by connecting the railway line with the University and the Airport on the Olhão-Faro-Loulé axis was announced this week..

The president of CCDR/Algarve, José Apolinário, considered earlier this week that the requalification and electrification of the Algarve Railway Line (in progress) and the implementation of the Intercidades Vila Real de Santo António – Tavira – Olhão – Faro to Lisbon in 2024 are two of the main priorities of the Algarve 2030 Strategy.

Speaking at a seminar on mobility promoted by AMAL, in what he considered to be contributions to the region’s political position on the matter, the president of the CCDR also added that the modernization of rolling stock on the Algarve Line, the renovation of the southern railway line between Tunis and Torre Vã and the replacement of the concurrence on the railway line in Tunis.

He also mentioned the implementation of a feasibility study for the Algarve Andalusia Connection (Faro Airport/Seville Airport), which already has a public declaration of support from AMAL, NERA and Andalusia. He stressed that the review of PROTAL should provide for and safeguard that rail corridor.

With regard to the highway, it prioritised the conclusion of the renegotiation process of the Algarve Litoral sub-concession.

In this regard, he recalled that in 2021, Infraestruturas de Portugal was ordered to make provisional payments to the sub-concessionaire of around 30 million euros and a monthly amount of 1.2 million euros to the concessionaire Rotas do Algarve Litoral, SA.

The decision of the main arbitration action is awaited, following the review that took place initially during the intervention of the Troika and then in the amendment to the contract with a visa refused by the Court of Auditors in 2018. 48.9 million euros have already been paid and the amount requested is 445 million.

Praia da Rocha will have video surveillance and more patrols this summer.

From June 21st, on the first day of summer 2022, Portimão City Council announces that security measures in Praia da Rocha will be reinforced.

Also during this week, the contract will be signed for the installation of video surveillance in the municipality of Portimão, in particular in Praia da Rocha, where it is planned to install 32 cameras in various areas of this seaside resort, namely along Avenida Tomás Cabreira.

After this Tuesday’s contacts with the Minister of Internal Administration, President Isilda Gomes was immediately assured that the PSP Intervention Corps will remain in Praia da Rocha, a fact that the municipality welcomes.

The municipality also appeals to entrepreneurs in that area, namely those in bars and nightlife establishments, to “maintain scrupulous compliance with opening hours, thus preventing them from having to be reduced. It is also called for the conduct and rules for the sale of alcohol to be strictly complied with”, says the municipality in a statement.

“The Portimão City Council is closely following the evolution of this situation, and will not hesitate to take more drastic measures and positions if justified”, concludes the note.

Algarve will have a unique intermodal pass.

The Algarve regional and municipal transport authorities and five public transport companies in the region signed a memorandum of understanding this Monday to work on the creation of a single intermodal pass, said the president of the Algarve Intermunicipal Community.

The expectation is that the single intermodal pass “will be a reality in the first half of next year”, with the Algarve being the third region in the country, after Lisbon and Porto, to work to create a single pass for all transport operators. regional audiences, said António Pina.

The president of the Algarve Intermunicipal Community ( AMAL ) was speaking on the sidelines of the signing of the document, within the scope of the seminar “The challenges of mobility”, held today at the Escola Superior de Hotelaria e Turismo, in Faro .

According to that official, the objective “is to standardise the purchase of a pass” and, for that, the entities that sign the memorandum undertake “to work and provide information” so that there is “only one pass for the various public transport that operate in the region”.

The memorandum includes AMAL, as the Regional Transport Authority, CP, which operates the railway, and then the other seven municipal transport entities in Albufeira, Faro, Lagos, Loulé, Olhão, Portimão and Tavira.

The same source considered that this memorandum will “mobilise efforts for concentration between the different public transport services” and expressed the wish that AMAL, in the future, “will also become the railway transport authority”, in order to be able to define forms of interconnection with road transport.

“Public transport is now increasingly on the agenda of every family. If until some time ago, the issue of public transport was seen from the point of view of climate action and the reduction of pollution by the [less] individual use of each one’s cars, now it has another dimension”, he noted.

According to the mayor of Olhão, the current price of fuel “leads families to realise that public transport is perhaps the only way to relieve the family budget in terms of mobility”.

This new reality places, according to António Pina, “mobility in the priorities of municipal management and government management”.

Stressing that it is still too early to talk about a final cost for this intermodal pass, which will begin to be defined when the work carried out by all the actors evolves, António Pina considered that “the union of the different modules is the only one that can bring some efficiency to the system. ”.

“All [operators] provide public service and what is intended is to gain efficiency in this public service and effectiveness”, he said, adding that “the passenger is the same, the user is the same” and it is necessary to “make your life easier, providing reliable information, making the most effective connections possible and with the convenience of using the same pass for everything”.

In addition to these entities, the road transport companies Vizur, EVA Transportes, PXM – Transportes Rodoviários Urbanos de Faro, Translagos and Sandbus also participated in the signing of the memorandum.
