Covid-19 

In the seven days from Friday 6th of May until Thursday 12th of May there were 3,842 new positive cases of Covid-19 registered in the Azores, and a total of 8,777 tests performed. 3,208 people have recovered, and one death has been recorded bringing the total to 110.  There are a total of 3,555 active cases, 646 more than last week.

There are 11 patients in the region’s hospitals and none in the ICU.

88,369 people in the region have had Covid, that’s about a third of the population.

Sailing Boat Rescued 

Four crew members, one of them injured, who were aboard a sailboat off Almoxarife beach, in Faial, were helped in the early hours of Monday, due to the worsening weather, revealed the Navy.

According to a statement, the vessel “Toga”, flying the Swedish flag, was off Almoxarife beach, two nautical miles, the equivalent of four kilometres, northeast of the port of Horta, island of Faial, and, ” after an attempt to approach the port without success, given the weather conditions, he gave the alert via radio”.

The crew assistance operation was coordinated by the Ponta Delgada Maritime Search and Rescue Coordination Centre (MRCC Delgada), since 10:07 pm on Sunday, indicated the Navy.

One of the crew of the sailboat “Toga” needed help and medical assistance, having been evaluated by the Centre for Guidance for Urgent Patients (CODU-MAR).

According to the Navy, the crew member had “a possible fracture in the right arm and chest trauma” and had to be evacuated.

The operation was coordinated by the Captain of Porto da Horta, with Marina da Horta and Portos dos Açores, to help the vessel.

Due to weather conditions, and “because there are no safety conditions to carry out the rescue of the injured crew member”, the sailboat had to be towed.

According to the Navy, it docked at 1:35 am on Monday, at the Porto da Horta Marina and the crew member was transported to the Hospital.

MRCC Delgada, the National Maritime Authority, CODU-MAR, Marina da Horta and Porto dos Açores were involved in this operation.

Earthquake felt on Terceira Island 

An earthquake measuring 2.6 on the Richter scale was felt on Monday, on Terceira Island.

According to a statement from the Azores Seismo volcanic Information and Surveillance Centre (CIVISA), at 19:52, an earthquake with magnitude 2.6 on the Richter scale was registered, with an epicentre about 11 km east-northeast of Cabo da Praia, in Terceira Island.

According to information from CIVISA, the earthquake was felt with maximum intensity III on the Modified Mercalli scale, in Santa Cruz and Agualva (Praia da Vitória municipality).

 

ALGARVE SITUATION REPORT 18 MAY 2022

Good morning we start by bringing you the latest situation regarding Covid 19 in the region. In the latest situation report by the DGS for the period between the 3rd and 9th May, there were 3,519 new cases and 9 deaths in the Algarve. The 14 day incidence rate is currently at 1358.1 per 100,000 people and the transmission rate is 1.09. All of these figures show increases on the previous week so we must all be aware that the infection is still amongst us and we should all take as much care now as we were when the pandemic was in full swing.

Meanwhile the region has seen a spate of arrests for drug trafficking.

Eight drug trafficking suspects were arrested in Vilamoura and Albufeira.

The authorities detained eight men suspected of drug trafficking in Albufeira and Vilamoura , announced the National Republican Guard.

The detainees, who are between 19 and 35 years old, were approached as part of an operation aimed at combating drug sales in areas where there are nightlife spaces in the Algarve, according to a source from the GNR’s Faro Territorial Command.

The operation had a special focus on the Vilamoura Marina and in areas of bars and clubs in Albufeira and was the result of a “strong bet” that the GNR is making on the occasion of the “beginning of the bathing season” to “fight this type of crime at night next to nightlife spaces”, he added.

Woman arrested for drug trafficking in Armação de Pêra

108 kilos of hashish seized aboard a sailboat in Vilamoura

The local Command of the Maritime Police of Portimão and the Judiciary Police seized about 108 kilos of hashish aboard a sailboat anchored south of Vilamoura , in the municipality of Loulé, on Monday, May 16, announced the Maritime Authority. As bathing season kicks off in the Algarve, the authorities are once again warning beach-goers of the dangers when sheltering under the cliffs.

On rocky coasts, there are cliffs that are permanently or periodically exposed to the sea, causing the natural erosion of the cliffs, which in turn can result in landslides or rock falls. This poses a danger for beach-goers in certain areas.

The APA, Portuguese Environment Agency, in conjunction with safety authorities, is promoting the placement of risk signs on the beaches, where cliffs that pose a risk have been identified, as a way of informing and raising awareness among users of these bathing areas.

Brief Covid-19 update

On April 25th, there were 24 patients hospitalised in the general Covid-19 unit (6 non-vaccinated, 1 vaccinated with the first dose, 7 fully vaccinated, 10 vaccinated with a booster shot), and 1 hospitalised patient in the Covid-19 intensive care unit (a fully vaccinated patient). As for the age of the hospitalised patients who are in the general Covid-19 unit, 4 are aged 18-65 and 20 are 65 or older. The patient in intensive care is aged 65 or older.

There was 1 death from May 2nd to May 9th. There had been a total of 272 deaths.

 4th dose of the Covid-19 vaccine administered to 166 people

As of May 7th, a total of 166 people had been administered the 4th dose of the Covid-19 vaccine. Administration of the 4th dose of the Covid-19 vaccine started on March 19th.

This dose is for people aged 18 or older, with weak immunity, particularly those who had immunosuppression, those who are oncologic patients, hemodialysis patients and patients who had transplants. The 4th dose is administered after medical recommendation. Patients who are facing one of these conditions can call the Vaccination Hotline (SRS Vacina – 800 210 263) and/or visit the health centres that are administering the vaccine.

A reminder that Covid-19 vaccination has been taking place at municipal health centres since the start of March.  The same health centres can host all residents aged 5 or older who would like to be inoculated against Covid-19, and citizens aged 12 or older who would like to receive a booster shot (as long they have had the 2nd dose of the vaccine more than 90 days ago).

Covid-19 vaccination must be booked by calling the Vaccination Hotline (SRS Vacina – 800 210 263).  Vaccination bookings can be made for any vaccination centre on the Island of Madeira.

ALGARVE SITUATION REPORT WEDNESDAY 11 MAY 2022

Hotel occupancy in the Algarve in April increased compared to 2021 

Hotel occupancy in the Algarve in April increased compared to 2021, but still remained below the value recorded in 2019, the reference year for the sector as the impact of the pandemic has not yet been verified.  In a statement, the Association of Hotels and Tourist Enterprises of the Algarve (AHETA) states that, in relation to 2019, the average global occupancy rate per room was 60.4%, 7.3% less than the value recorded in 2019. Compared to 2021, the average occupancy in April rose 650%, adds AHETA, specifying that the sales value increased by 775% compared to the same month last year and 5% compared to April 2019. AHETA notes, however, that sales made through online platforms “do not include the payment of the respective commissions, which influences the year-on-year increase in sales volume and, therefore, the prices charged”.  The British and Irish markets were the ones that showed the biggest increases compared to April 2019. The biggest drops were those of the national and German markets, concludes the note.

Volunteers removed 4 tons of debris from Algarve beaches.

About four tons of debris were removed from 10 beaches and seabeds in the Algarve under the “Praia Limpa” operation, which took place on Sunday in five municipalities in the region.   The fourth edition of the initiative, promoted by an oceanographic park in partnership with several local entities, made it possible to remove around four tons of glass, paper, plastic, grating, old fishing gear and undifferentiated waste.

  In a statement, Zoomarine said that approximately three tons were removed from the seabed in the port of Culatra Island, in an operation coordinated by the Portuguese Navy and the National Maritime Authority.  “Naturally, much remains to be done, however, the growth of this movement encourages us to continue and reinforce, year after year, this environmental responsibility initiative”,  The initiative, which lasted about two hours, took place on land and at sea on beaches in the municipalities of Silves, Albufeira, Lagoa, Loulé and Faro, involving dozens of volunteers.

  In addition to Zoomarine and the five municipalities, Algar, the Portuguese Environment Agency (APA), the Institute for Nature and Forest Conservation (ICNF), the Portuguese Institute for Youth and Sports (IPDJ), the Navy Portuguesa, Turismo do Algarve, Centro Europe Direct Algarve, Águas do Algarve and three private partners.

Started in 2017, in conjunction with the “Montanha Verde” operation, the “Praia Limpa” operation is part of the environmental responsibility initiative “Together we protect” (in Portuguese, “Juntos Protegemos”).

 The next planned action is the “Green Mountain 2022” operation, on November 6th and 7th.  Under the initiative, 42,000 trees will be offered to plant in eight municipalities in the Algarve.

ALBUFEIRA BATHING SEASON STARTS ON 13 MAY 

Bathing season 2022 starts this Friday in the municipality With about 30 kilometres of coastline, the municipality of Albufeira has some of the most beautiful beaches.

 During the morning there will also be a simulation of drowning and rescue of bathers, using the resources of the Maritime Authority, the Association of Lifeguards of Albufeira, the Institute for Rescue and the Marine Police.  At the same time, several vehicles used by the municipality to clean beaches through waste collection will be on display on the beach.

OVER 1000 UKRAINIAN REFUGEES HAVE SOUGHT PROTECTION FROM ALBUFEIRA MUNICIPALITY.

Whilst Portugal has granted 35,778 requests for temporary protection to people who fled the Ukrainian war up to this Monday, More than a thousand Ukrainian refugees have already asked the Albufeira municipality for protection The municipality of Albufeira is one of the municipalities with the most requests for temporary protection granted to Ukrainian refugees, having received 1072 so far, according to the Foreigners and Borders Service (SEF).

Portugal has until this Monday granted 35,778 requests for temporary protection to people who fled the war in Ukraine, of which more than 33% were minors.  In a report published  on requests for temporary protection granted to citizens who fled the Ukrainian war that began on February 24, the SEF states that the municipalities with the highest number of refugees are Lisbon (5,145), Cascais (2,291), Sintra (1,339), Porto (1,223) and Albufeira (1,072).

 Of the 35,778 requests for temporary protections, 23,844 were granted to women and 11,934 to men, according to the security service.  The SEF also reports that it issued 31,533 certificates granting residence permits under the temporary protection regime.

 This certificate, issued after the National Health Service, Social Security and Tax Authority have assigned the respective numbers, is necessary for refugees to start working and access support.

During the process of allocating these numbers, citizens can consult the numbers that, in the meantime, are being allocated, in their reserved area of ​​the digital platform https://sefforukraine.sef.pt.

The SEF also adds that requests for temporary protection were authorised for 12,023 minors, representing 33.6% of the total.  The SEF also reports that it communicated to the Public Prosecutor’s Office the situation of 629 Ukrainian minors who arrived in Portugal without their parents or legal representatives, cases in which it is considered that there is no “current or imminent danger”.  The SEF also communicated to the Commission for the Protection of Children and Youth (CPCJ) the situation of 15 minors who arrived in Portugal unaccompanied, but with someone other than their parents or a proven legal representative, representing these cases “current or imminent danger”.

 The request for temporary protection to Portugal can be made through that online platform created by the SEF, available in three languages, with adults not having to resort to the counters of this security service.  However, in the case of minors, it is mandatory to go to a Foreigners and Borders Service desk to confirm identity and affiliation.

SUPERMARKET CHAIN TO DONATE 85,000 EUROS TO CULTURAL SOCIETY OF OLHAO.

Mission Continente will deliver a donation of 85,000 thousand euros, an amount raised within the scope of the Christmas 2021 campaign, to ACASO – Associação Cultural e de Apoio Social de Olhão, on 11 May, Wednesday, at 10:00 am, at association headquarters.

ANIMAL RESCUE ALGARVE ENDS RESCUES IN UKRAINE.

The Association entered Ukraine to help people and animals. More than a month ago, Animal Rescue Algarve (ARA), an animal shelter located in the municipality of Loulé, received a substantial amount of requests for assistance in the extreme situations resulting from the Russian invasion of Ukraine.

 The requests came from former international volunteers from the Workaway platform (especially from German and Polish citizens) – an international database that awarded ARA for the excellence of its work.  Recognizing “the immense love and support” shown by those volunteers, the Association committed to sending a team to help with emergencies of a humanitarian or animal nature, felt on the ground, whether in Polish or Ukrainian territory.

 As such, four volunteers (two Portuguese and two Polish) left Loulé with a van full of donations with the mission of helping those who needed it most.  Entering Ukraine When it comes to animals, there are increasing reports associated with the extreme neglect and abuse taking place within Ukraine’s borders.  “On the border with Poland there is a worrying growing number of unaccompanied animals, trapped for bureaucratic reasons, where they stay without leaving their cages, without the minimum hygiene and health care”, reveals ARA. Adding to the complexity of the problem, “there is a very limited number of people allowed to enter Ukraine through Poland, that is, the place where the most help is needed is the same place where the help does not arrive”.

The Loulé Association was also involved in organising, in partnership with other NGOs, the transport of cats to a shelter in Northern Portugal, as well as in Florida (United States of America).  Donations During a crisis that has affected thousands of people and animals, the distribution of essentials and other donations will always be central to any rescue and volunteer efforts.  With that in mind, during its month-long mission, ARA acquired and distributed medicines for people and animals, hygiene products, harnesses, animal transport crates, food and clothing.

Volunteering ARA had teams of volunteers deployed at the ‘Tesco’ refugee centre, as well as at the ‘Galeria Krakowska’, where volunteers were needed to organise donations, drive people and provide medical support.  On the animal front, the crisis resulting from the war has led “to an extreme need for immediate response spaces”.  With that in mind, the Pegasus Foundation acquired warehouses where the ARA team was central in organising donations, as well as preparing specific areas for the incoming animals.

 ARA also contributed to the administration of medicines to weakened animals, animal walks and socialisation, transport, acquisition and distribution of donations, 24-hour reception and the facilitation of temporary shelter for animals belonging to Ukrainian refugees.  About ARA ARA is a charitable association whose main objective is to collect, rehabilitate and rehome dogs and cats.

This institution was founded in 2017 by an English entrepreneur residing in the Algarve who financed the total cost of the project and has also financed all operating costs since its creation.  The ARA administration consists of twelve individuals, all of whom are volunteers.

PORTIMÃO: UNEXPLAINED EXPLOSION THROWS MAN FROM SIXTH FLOOR APARTMENT

Authorities are investigating the explosion that took place at 4:30 yesterday afternoon, which projected the man from the sixth floor apartment, killing him. The explosion took place at an apartment building on Rua Drummond de Andrade, in Portimão. The victim’s burned body was found lifeless on the street. According to Portuguese newspaper Correio da Manhã, “a PSP team of specialists in the inactivation of explosive devices is carrying out checks on the apartment”.

A police source has said that the situation at this point seems “very suspicious”, with indications that the explosion was not caused by gas, but with accidental or intentional detonation of an artisanal device, adding that “due to these suspicions, an explosive device inactivation team was deployed, which is carrying out an inspection of the property to verify that it is safe for the criminal investigation team to enter”.

ALGARVE COVID SITUATION AS OF 4 MAY 2022. 

The 7 day Incidence rate for the Algarve stands at 682 per 100,000 over the 7 day period. A rise of 21% on the previous week.

The Rt Rate is now 0.95 compared to 0.91 the previous week. Whilst cases are increasing the number of deaths and those entering hospitals is remaining steady.

Brief Covid-19 update

On April 25th, there were 32 patients hospitalised in the general Covid-19 unit (5 non-vaccinated, 10 fully vaccinated, 17 vaccinated with a booster shot), and no hospitalised patients in the Covid-19 intensive care unit. As for the age of the hospitalised patients who are in the general Covid-19 unit, 7 are aged 18-65 and 25 are 65 or older.

There were 4 deaths from April 24th to May 2nd. There had been a total of 271 deaths.

Nearly 2 million antigen testes carried out since 2021

The Regional Secretariat for Health and Civil Protection (Secretaria Regional de Saúde e Protecção Civil) announced that more than 1,845,000 free antigen rapid tests were carried out in the Region through agreements that had been signed with Associação Nacional de Farmácias (since April 2021) and with Associação Comercial e Industrial do Funchal (since June 2021).

The agreement with ACIF will remain active only for its members. It means the tests will remain available and free of charge to those who have fever that is at least 38ºC or higher, no matter what  his/her vaccination status is. It will also be free of charge for children and youths aged up to 17 on the 5th day after contact with a positive case who is from the same household, no matter what  his/her vaccination status is.

The Regional Government expressed its gratitude to ANF and its associates for their role in the process of providing massive Covid-19 testing capacity in the Region, and for their proactive adherence to the regional strategy in the fight against the pandemic.

French Police on joint patrol at Festa da Flor

Two Police officers from the French National Police (Police Nationale Française) will be in the Autonomous Region of Madeira between May 2nd and May 15th. They will be going on joint Police patrols with the PSP (Polícia de Segurança Pública – Public Security Police) during the period of Festa da Flor (Madeira Flower Festival) as a result of a cooperation agreement between the two Police forces.

The aim of the joint patrols is to enhance contact between the local Police officer and the many French citizens who visit Madeira at this time of the year, particularly Festa da Flor. This will enhance the safety of French citizens by providing them with increased Police support.

The joint patrols will be particularly focused on areas with strong tourist presence.

PORTUGAL SITUATION REPORT WEDNESDAY 4TH MAY 2022

Yesterday evening I took part as an observer in a Civil Protection Exercise LIVEX 2021 (the year planning started). The exercise involved the collaboration of Faro Airport, the National Maritime Authority and the National Emergency and Civil Protection Authority and was held between 1600 and 20.00 hrs.

This exercise was for first time located outside the airport perimeter simulating an aircraft accident in the surrounding area, namely the Ria Formosa, and with the airport in full operation. During this exercise the equipment acquired specifically to provide assistance and rescue in air accident situations that may occur in areas of swamp and difficult to access, was used.

These exercises are very important in testing the response to emergency situations and form part of a series of exercises that have been conducted this year involving major road accidents; a hotel fire, radiological incidents etc

Yesterday we posted a reminder concerning beach safety. We have lovely beaches in Portugal but it is important to be aware that most beaches do not have lifeguards at this time of the year until the beach season starts in early June. One of the reasons for this is the shortage of lifeguards. This is a matter we have taken up with Turismo do Algarve.

A reminder that Metropolitano de Lisboa stations are closed this morning until 0930 hrs due to the partial strike of workers, which at 6:35 am registered an adhesion of about 100%”, according to Anabela Carvalheira, from the Federation of Transport and Communications Unions (Fectrans). Two further strikes are planned on 18th and 27th May so please take note of this if you are planning your journey on these days,

Aso a  reminder that the workers of CP – Comboios de Portugal have declared a full strike on 16th May calling for a salary increases of 90 euros for all workers. The decision was taken in decentralized plenary sessions of workers that took place in Porto, Entroncamento and Lisbon and were promoted by the National Union of Railway Sector Workers (SNTSF), of the Federation of Transport and Communications Unions (Fectrans). If you are planning to travel by train please be aware that this could impact on train scheduling the day before and day after as has happened on previous strikes. We suggest that people contact CP.PT with any enquiries concerning this.

Whilst on the subject of railways,  CP.PT have posted a warning on their website concerning the on-line sale of CP rale tickets through the on-line sites of “Rail Ninja” and “Kiwi”.  The notice reads “We inform that “Rail Ninja” and “Kiwi” are not authorised agents for CP tickets selling and there isn´t any contractual agreement between CP and those companies. The Ria Formosa Natural Park celebrates its 44th anniversary on Saturday, May 7th, with a diversified program and an Open Day for all ages in Olhão and Faro, announced the Institute for the Conservation of Nature and Forests (ICNF).

The Marine Environmental Education Centre, in Olhão, will have exhibitions, guided tours, bird watching, live science activities, traditional games, sports in nature and the launch of the book “Discovering the Ria Formosa”.

In Faro and Olhão there will be boat trips, a segway tour with a guide on Ludo and a stand up paddle experience exclusively for children from the Nossa Senhora das Candeias institution.

The third edition of Bioblitz integrates the celebrations with visits to explore the biodiversity that will identify and record various species of fauna and flora that exist at the Marim Environmental Education Centre.

All activities are free and aim to “raise the population’s awareness of the valuable heritage of the Ria Formosa Natural Park and reveal a range of recreational and leisure activities that can be developed in harmony with nature”, according to the statement.

Two women and a man were caught stealing catalytic converters in Ferragudo.

The National Republican Guard (GNR) detained on April 24, two women aged 33 and 49 and a 20-year-old man, for attempting to steal a car catalytic converter, in Ferragudo, municipality of Lagoa.

Emergency exercise at Faro airport tests response from several entities.

Maritime Police carried out an inspection action aimed at the practice of bivalves capture activity in Tavira.

Covid.19: Active cases and hospitalizations going down in the Algarve

The weekly bulletin regarding the epidemiological situation in the Algarve, confirms 6,312 active cases in the region, with 2,274 new cases registered in the last week.

According to data from the Algarve Regional Health Administration – ARS, in the last 24 hours, 396 new cases were confirmed, with 6,259 people recovering at home and 53 hospitalised, 1 in Intensive Care Units.   Under active surveillance are 1,197 people.

Compared to last week’s bulletin, 276 less active cases are confirmed. Another 2,542 people have recovered from Covid.19.  There are 4 fewer hospitalised (53), 2 less in Intensive Care (1) and the absence of ventilated patients remains (0). Under active surveillance are 676 fewer people.  In the last week, 8 deaths were recorded.

Covid-19 

In the seven days from Friday 22nd April until Thursday 28th April there were 2,507 new positive cases of Covid-19 registered in the Azores, and a total of 7,062 tests performed. 2585 people have recovered, and one two deaths have been recorded bringing the total to 108.  There are a total of 2,248 active cases, 80 fewer than lats week.

There are 21 patients in the region’s hospitals and only 1 in the ICU.

Search for missing fishermen.

The search for the two fishermen who disappeared on Saturday in the Azores, after the boat they were working on ran aground near the island of Santa Maria, continues today.

Operations, through the Ponta Delgada Maritime Search and Rescue Coordination Centre (MRCC Delgada), have been carried out uninterruptedly since 6:45 pm on Saturday, said Navy spokesman José Sousa Luís.

“During the night we had fewer resources, but the searches continued. The vessel was, however, towed and will be subject to inspection by the Maritime Police,” she said.

According to the Navy, the fishing vessel Alexandre, which ran aground near the Praia Formosa Bay, was towed to the port of Vila do Porto, where it will be guarded by the Maritime Police until the arrival of forensic divers.

The alert of the disappearance of the two fishermen was given by a third crew member, rescued alive by the fishing vessel Santo Onofre, around 18:00, and who was later collected by the Maritime Police to Vila do Porto, “being in good health.”

According to the survivor, the two fishermen were no longer seen at 2:00 pm.

Festas do Santo Cristo in Ponta Delgada with entertainment, restaurants and lighting 

The Ponta Delgada City Council revealed this Friday that the Festas do Santo Cristo will feature lighting in Campo de São Francisco, restaurants and musical entertainment, contrary to what had been previously announced.

In a statement, the municipal executive highlights the “spirit of fruitful and profitable dialogue” with the rector of the Sanctuary and with the provider of the ‘Irmandade das Festas do Senhor Santo Cristo dos Milagres’.

“We managed to reach an understanding so that the festivities would meet what the faithful understand that this religious festivity should be”, said the president of the municipality, the social democrat Nascimento Cabral, quoted in the statement.

Contrary to what had been announced by the rector of the Santuário do Senhor Santo Cristo, Adriano Borges, on March 11, “the parties will be held with lighting in Campo de São Francisco and musical entertainment, ensured by the Coral de São José, by the Ponta Delgada Regional Conservatory and by philharmonic bands”, advances the municipality.

Three restaurants will also be licensed on Avenida Dinis Moreira da Mota.

Brief Covid-19 update

On April 25th, there were 35 patients hospitalised in the general Covid-19 unit (8 non-vaccinated, 10 fully vaccinated, 17 vaccinated with a booster shot), and no hospitalised patients in the Covid-19 intensive care unit. As for the age of the hospitalised patients who are in the general Covid-19 unit, 9 are aged 18-65 and 26 are 65 or older.

There were 6 deaths from April 17th to April 25th. There had been a total of 267 deaths.

Mandatory use of face masks in indoor spaces might end in the middle of May

Miguel Albuquerque, President of the Madeira Regional Government, repeated his view that the mandatory use of face masks in indoor spaces might end in the middle of May. He explained this will depend on the evolution of the Covid-19 situation, and will likely mean face masks remaining mandatory only in care homes and health care units. The priority is to proceed carefully.

15 flights diverted on Monday morning

A total of 15 flights from a wide-range of cities in Europe were diverted on Tuesday morning, as a result difficult weather conditions in Funchal. The only flight that managed to land in Funchal between 09h30 and 13h00 had been a TAP flight from Lisbon.

Madeira restored 85% of air traffic

Thierry Ligonnière, the CEO of ANA, informed that Madeira has so far recovered restored 85% of flights in the first 3 months of the year, in comparison with 2019. Portugal Situation Report Wednesday 27th April 2022 

Good morning – I start this morning with a thank you to my colleague Fernanda Gonçalves for her well researched coverage commemorating Freedom Day published on our Facebook page. The three posts provided three different aspects to the 25th April. One of these was of Celeste Caeiro, a waitress at Franjinhas restaurant, who will always be remembered as the person responsible for making this day go down in history as the day of the “Carnation Revolution”. That particular post has been shared nearly 540 times and so far has reached around 65,000 people. Thank you Fernanda.

On Sunday I was on KissFm radio with a reminder for those living in rural areas that land cleaning should be completed by 30th April. Inspections start, especially for those living in high fire risk priority areas, on 1st May. For those burning debris, as part of land cleaning, this is forecast to be a good week as far as weather is concerned. Remember to register the burn beforehand and follow the safety advice. A few days ago the Mayor of Lisbon, Carlos Moedas, inaugurated the “Quake” – Lisbon Earthquake Centre, a space with 1,800 square meters where it is possible to experience the earthquake of 1755 in an immersive way. This is described as, “an immersive journey that combines history, science and emotion”, using simulators, video mapping and other cutting-edge technologies to transport visitors up to 1 November 1755, when the earthquake destroyed the Portuguese capital, which at the time was the fourth largest city in the world. This is designed as an educational tool and will be used by persons of all ages to including many school groups that will visit this facility.

 Portugal is a high risk earthquake country and a great deal of work goes into education as far as preparedness and what action to take should an earthquake strike. From our post yesterday it appears that not everyone is aware of the risk of earthquakes here in Portugal, and more importantly being aware of action to take if a major earthquake occurs – not a question of “if” but “when”. Of concern is the warning from the European Union (EU) yesterday of the danger of a new nuclear catastrophe in Ukraine due to the Russian offensive and called on Moscow to refrain from any action against Ukrainian nuclear facilities. Russian forces in Ukraine control the Zaporijia nuclear power plant, in the south of the country and the largest in Europe, which was the target of artillery fire at the beginning of the invasion of Moscow, which caused a fire and raised fears of a new nuclear catastrophe, 36 years after Chernobyl. On Monday it was reported that the Portuguese Communist Party (PCP) website had been hacked into and the site went off line, but has now been reinstated. Last night Jornal Económico announced that it was the target of a computer attack, with the “sending of ‘phishing’ through ’email’ addresses similar to those used by the newspaper (with the extension @jornaleconomico.pt ”. “The ’emails’ in question contain ‘links’ to ‘websites’ or malicious files, which should not be opened”, the media said in a note published today on its website.

Of more concern is however, that the Garcia de Orta Hospital, in Almada, Setúbal was the target of a computer attack on Monday night. In a statement that reached the newsrooms, the hospital activated the security protocol, having contacted the National Cybersecurity Centre (CNCS), which is monitoring the situation. This has however, affected services and the hospital says that it is possible that some surgeries will be postponed throughout the day (Tuesday).

Computer attacks on critical infrastructure such as hospitals cannot be taken likely, and hopefully there are lessons learned that can help reduce the risk of more serious attacks. Unfortunately few organisations are willing to invest sufficiently in cyber security measures needed to prevent such attacks.

More than 90 detainees and 22,170 counterfeit articles seized by the PSP

More than 90 people were arrested and 22,170 items seized between the 18th and 24th as part of the Anti-Counterfeiting Week Operation carried out at fairs, markets, commercial establishments and warehouses.

In a statement, to mark World Intellectual Property Day, which is celebrated this Tuesday, the PSP said that the inspection operation aimed at safeguarding intellectual property rights and combating counterfeiting.

During the operation, 92 people were arrested , of which 40 for counterfeiting, imitation and illegal use of a trademark; 22,170 items were seized , including clothing, footwear and accessories (bags and bags), with an estimated value of more than 360 thousand euros; and three firearms .

In the operation, markets, fairs, commercial establishments, warehouses and other spaces where counterfeit goods and/or in violation of property rights could be produced, transported, stored or sold were inspected at a national level.

At the same time, the Escola Segura police officers developed awareness-raising actions aimed at young people on the mainland and archipelagos of Madeira and the Azores.

 

PCP and JCP targets of new cyberattack on websites

Hackers accuse the party of not deserving April 25 and of “intoxicating the population by promoting disinformation” about the war in Ukraine.

The pages of the Portuguese Communist Party and the Portuguese Communist Youth were again down on Monday, allegedly due to a new computer attack.

According to CNN Portugal, which received a manifesto from the “hacktivists”, the party was targeted in “Operation PCP” for rejecting that Ukraine was invaded.

“They betrayed your political legacy of fighting for freedom. They tore up the anti-fascism and anti-imperialism treaty. They betrayed all those who trusted you with their vote. Denying an invasion is not politics, it is insanity. This PCP does not deserve the 25th of April!”  argued the authors of the manifesto received by CNN Portugal.

The PCP had already been the target of a computer attack earlier this month due to statements considered controversial about the war in Ukraine.

“Without warning and when necessary we will neutralize PCP websites. We are everywhere, from Moscow to Quinta da Atalaia. Nothing and no one will protect you in cyberspace”, wrote the “hackers”.

To JN, a party source said he was unaware of the problem.

Road Safety Campaign – Travel without a Rush

The Republican National Guard, the National Road Safety Authority and the Public Safety Police today launched the Road Safety Campaign “Travel without a rush”.

Brussels gives the green light to the Iberian proposal on electricity prices

The governments of Portugal and Spain reached a political agreement with the European Commission for the establishment of a temporary mechanism that will make it possible to set the average price of gas at 50 euros per MWh

According to the “Dove – Body Shaming” survey, which took place in January and involved a sample of 316 women over 18 years of age, 76% of the criticism or insults were practiced personally by acquaintances or friends, 56% by family members. Only 8% were practiced on social networks.

“These results take us to this generalization of how our body and our image have become a topic that often knows no borders, in which people have often lost the discernment of what is a comment that they have the legitimacy to make and a comment that has no legitimacy to make, because it enters the spectrum of the identity and individuality of the other”, underlined the psychologist.

He also highlighted the consequences that “a totally derogatory, harmful, toxic comment” can have and which are reflected in the behaviours adopted: 67% of the respondents hide their bodies through looser or darker clothes, 58% have adopted restrictive food plans and 47 % changed their cosmetic care routine.

Despite having a good side, said Filipa Jardim da Silva, “what we realize is that, deep down, the catalyst for this change comes from outside, it comes from wanting to please the other or not wanting to be the target of derogatory comments, the which turns out to be a not very healthy motivation”.

These behaviours create harmful effects in terms of self-esteem: 66% of respondents confirmed this effect and 34% assume that they have already ‘body shamed’ other women.

European Union warns of danger of new nuclear catastrophe in Ukraine

The European Union (EU) today warned of the danger of a new nuclear catastrophe in Ukraine due to the Russian offensive and called on Moscow to refrain from any action against Ukrainian nuclear facilities.

“Russia’s illegal and unjustified aggression in Ukraine once again puts nuclear safety on our continent at risk,” said EU diplomacy chief Josep Borrell and European Energy Commissioner Kadri Simson in a joint statement.

Russian forces in Ukraine control the Zaporijia nuclear power plant, in the south of the country and the largest in Europe, which was the target of artillery fire at the beginning of the invasion of Moscow, which caused a fire and raised fears of a new nuclear catastrophe, 36 years after Chernobyl.

In this plant, according to statements by the head of the International Atomic Energy Agency, Rafael Grossi, an “abnormal” level of radioactivity was measured today.

 “The level of radioactivity is, I would say, abnormal”, declared Grossi, without giving any figures, guaranteeing that the agency monitors Chernobyl on a daily basis.

Ukraine has 15 nuclear reactors at four working power plants, as well as waste dumps, such as the Chernobyl plant, which was deactivated after the 1986 disaster.

A Chernobyl reactor exploded in 1986, contaminating much of Europe, but especially Ukraine, Russia and Belarus, which were part of the USSR. Known as an exclusion zone, the territory within a radius of 30 kilometres around the plant is still heavily contaminated and it is forbidden to live there permanently.

Russia launched a military offensive in Ukraine on February 24 that has killed more than 2,000 civilians, according to United Nations (UN) data, which warns that the real number is likely to be much higher.

The war has caused more than 12 million people to flee, of which more than 5.16 million have left the country, according to the latest UN figures.
