Covid-19 update

There were no new Covid-19 cases in Madeira for the 15th consecutive day. The number of cases remains at 90. Another person recovered, bringing the overall number of recoveries to 65. There are now 25 active cases.

There are 265 people under active monitoring and 92 in self-monitoring.

As for Covid-19 testing, 452 samples were collected on the 20th of May, with 386 coming back negative and 66 still being analysed. Overall, 8,768 samples from 7,837 people have been analysed at Laboratório de Patologia Clínica do
SESARAM (Madeira Health Service lab).

The SRS 24 helpline (Regional Health Service – 800 24 24 20) received 26 calls from Wednesday to Thursday. The total number of calls made to this helpline is 7,791. So far, the Covid-19 mental health helpline (219 212 399 – available
every day from 9h00 to 21h00) that was set up to provide emotional and mental support to Madeira residents has received 903 calls. The number of people being monitored is 114.

Free testing for passengers arriving in Madeira

Eduardo Jesus, the Regional Secretary of State for Tourism and Culture, confirmed that all passengers arriving in Madeira from July will not be charged for the mandatory Covid-19 tests they will face. It is hoped this commitment will
have strong positive impact not only on tourists and Madeira’s residents, particularly tourist staff, but also on Madeira’s competitiveness as a tourist destination.

Binter hoping to resume flights

Although Binter has cancelled its international flights until the start of the winter season at the end of October, it hopes to resume flights between Funchal and Porto Santo as soon as possible.

Binter is also hoping to set up a “tourist corridor” between Madeira and the Canary Islands. To this end, the airline has been negotiating with the Madeira and Canary Islands governments.

Situation Report Azores 31st May – 1st June 2020 – From our colleague in the Azores
From today, June 1st, the free ‘Azores Help-line’ for ‘non-medical’ enquiries about “Covid-19”, 800 29 29 29 will only operate from 08.30 am to 6.30 pm, Monday to Friday, inclusive.
As people have learnt more about the virus and its impact, the average number of calls has dropped to just 127-a-day day.
Previously, the line operated daily from 08.00 am to 18.00 pm throughout the whole week and 15 thousand calls have been handled in the region since its creation at the start of the “Coronavirus” crisis.
Also, a total of 146 cases of infection have been detected since the ‘outbreak’ began, back on March the 15th. There have been 128 recoveries and 16 deaths, leaving just 2 ‘active’ cases, both on the island of São Miguel.
Azores Help-line’ for ‘Non-Medical’ questions about “COVID-19” is ‘Re-scheduled’

All companies involved in the tourism sector in the region can, from Saturday 30th May, register for the ‘Azores’ version of the “Clean & Safe Azores” ‘approved’ seal, based on the “Covid-19” ‘Manual of Good Practices’. People, interested in joining the initiative, have to submit a completed form, available at:

Later, they will then be contacted via email with detailed information concerning their registration. The company designates a representative to participate in the training who´s then responsible for teaching other employees in the firm.
A total of 146 cases of infection have been detected in the region since March 15th. There, have been 128 recoveries and 16 deaths, leaving just 2 ‘active’ cases, both on the island of São Miguel.

Situation Report Azores 29th May – 30th May 2020 – From our colleague in the Azores
The Regional Secretary for “Energy, Environment and Tourism” believes that ‘post’ the “Coronavirus” crisis, providing a ‘safe’, healthy environment for tourists will be absolutely critical in building ‘confidence’ in the Azores as a tourist destination of ‘choice’.
Marta Guerreiro was speaking at a web conference, “Azores, preparing for the future”, promoted by the newspaper “Publituris” and involving various tourist organisations including the “Azores Tourism Association”, the “Sata” airline group alongside hotel & tour operators.
The Regional Secretary stressed that business owners should be well-prepared for the resumption of tourism, making good use of the newly-produced “Covid-19” ‘Manual of Good Practices’ with a view to being awarded a ‘Clean & Safe Azores’ seal of approval.
In summary, a total of 146 cases of infection have been detected in the region since March 15th. There, have been 128 recoveries and 16 deaths, leaving just 2 ‘active’ cases, both on the island of São Miguel. Since the ‘outbreak’ began, more women (100 or 68.49%) have been affected than men (46, namely 31.51%).

Situation Report, Azores, 28th May to 29th May – From our colleague in the Azores
Some ‘fresh’ changes to the rules, concerning ‘arrivals’ in the region from outside, that were announced by the Regional President two days ago, ‘came into force’, today.
Up until today, ‘arriving’ passengers could choose one of four options if they wanted to enter the ‘Archipelago’.
One of those, to agree to a ‘14-day quarantine’ in a ‘designated and supervised’ hotel on a voluntary basis at the cost of the regional government, is now ‘off’ the table so the remaining options are:
1) ‘Paper-based’ proof, issued by an accredited laboratory that attests to a ‘negative’ result in the 72 hours prior to flight departure from their airport of origin. Depending on the length of stay, the passenger will have to have further tests on the 5th and 13th days after their initial test. They must contact the local health authority to carry out a new screening test, the result of which will be given within 24 hours.
2) Be ‘tested’ on arrival in the region by the local health authority and remain in isolation in a hotel until the test result is made available, within 48 hours. Again, depending on the length of stay, the passenger will have to have further tests on the 5th and 13th days after their initial test.
3) Return to the destination of origin or any other destination outside the region.
SATA inter-island flights have also been re-started, today as well as ‘maritime’ connections within the central group of islands.
Restaurants and bars on São Miguel are re-opening, too, today.
Meanwhile there have been four more recoveries in the region in the last 24 hours; a 3-year-old child on Pico and 2 men, aged 27 and 35, plus an 88-year-old woman on São Miguel.
With these ‘recovery’ cases, the island of Pico becomes the eighth island in the ‘Archipelago’ without any ‘active’ cases.
As of today, only 2 people, both on the island of São Miguel, are still testing ‘positive’. So, it looks like the Azores could soon be “Covid-19” ‘virus-free’, for a little while, at least!
In summary, there have been 146 ‘positive’ cases with 128 recoveries and 16 deaths since the ‘outbreak’ began. None of the remaining 2 cases are ‘hospitalised’:

Situation Report, Azores, 27th May to 28th May – From our colleague in the Azores
The regional government has come up with a plan, concerning ‘Alojamento Local’, that it thinks will help both the owners as well as families who are looking for properties to ‘rent’. This relatively ‘new’ and growing tourism sector has been ‘badly-hit’ this year because tourists who’d normally be staying in them, haven’t been able to visit the ‘Archipelago’ as a result of the “Coronavirus” crisis with related ‘flight cancellations’ and ‘quarantines’. The idea is that the government will lease the properties directly from the owners and then ‘sub-let’ them to the ‘families-in-need’. The cost will depend on location, size, and decorative order but prospective tenants are being promised a big ‘discount’ on the previous, normal rates. A ‘selection’ process will take place and successful applicants will be expected to sign a ‘contract’ for a minimum of either 2 or 3 years, still to be decided.
Meanwhile, the Regional Health Authority has reported ‘no change’ to the covid-19 situation in the Azores.

Situation Report, Azores, 26th May to 27th May – From our colleague in the Azores
With just over a handful of ‘positive’ “Covid-19” cases left on 2 islands in the region, Pico and São Miguel, the President of the Government of the Azores, Vasco Cordeiro, says that “trust and security” are the ‘keywords’ for the resumption of tourism in the region. This was echoed by representatives from a wide range of tourist organisations with whom he’d met alongside the Regional department for “Energy, Environment and Tourism”. However, the local representative of the “Hotel Association of Portugal” (AHP) Fernando Neves expressed concern about the expected ‘lack of business’ this year and said that the government will need to continue supporting the industry, financially, during these difficult and uncertain times.
Meanwhile, the Regional Health Authority has reported two ‘fresh’ recoveries in the 24 hours up until 16.00 hrs. on Tuesday 26/05/2020. Both of them, a 23-year-old man and a 37-year-old woman, were workers at the “Covid-19” ‘troubled’ “Santa Casa da Misericórdia” residential care home for the elderly in Nordeste from where, sadly, 12 people have died.
In summary, there have been 146 ‘positive’ cases with 124 recoveries and 16 deaths. None of the remaining 6 cases are ‘hospitalised’:

SATA will start inter-island connections on Friday 29th May, the ferries in the central and occidental group will also start on the same day. Later on in June, Azores Airlines will start linking the continent and the Azores.

Situation Report, Azores, 25th May to 26th May – From our colleague in the Azores
The President of the Regional Government, Vasco Cordeiro has announced that air connections between the islands of the ‘Archipelago’ will resume later this week. Until now, there have been tight restrictions with ‘special authorisation’ required for ‘travel’ but that won’t be required from this Friday.
Connections to the continent and beyond by SATA “Azores Airlines” will probably start in late June after consultations between several government departments including ‘Health’ and ‘Tourism’.
A new ‘positive’ case arriving in the region wouldn’t necessarily lead to a policy ‘U-turn’, said the president. He continued that having the ability to identify a chain of contagion; isolating anyone who’s ‘infected’ with effective ‘contact tracing’ and ‘testing’ would, in the end, ‘keep the situation under control’.
Meanwhile, there’s been another small fall in the number of people, suffering from “Covid-19” virus infection in the ‘Archipelago’. The Regional Health Authority has reported another recovery in the 24 hours up until 16.00 hrs. On Monday 25/05/2020, a woman aged 43 on São Miguel. This leaves just 8 ‘positive’ cases throughout the entire region.
In total, 20.000 tests have been carried out for “Covid-19” since the start of the outbreak. This represents 8% of the population although of course, some people, suspected of having the disease, will have been tested more than once.

Situation Report, Azores, 24th May to 25th May – From our colleague in the Azores
There’s been a dramatic fall in the number of ‘active’ cases of people, suffering from “Covid-19” virus infection in the ‘Archipelago’. The Regional Health Authority has reported a reduction of nearly 45% in the 24 hours, up until 16.00 hrs on Saturday 24/05/2020, leaving just 9 ‘positive’ cases throughout the entire region.
This comes after seven more recoveries, a man and six women, all on the island of São Miguel. It includes 3 users, aged between 95 and 97 years old, from the ‘virus-troubled’ “Santa Casa da Misericórdia” residential care home in Nordeste. 875 new tests didn’t reveal any fresh cases of the virus.
So far, there have been 146 cases of infection since the start of the ‘outbreak’ with 121 recoveries and 16 deaths. None of the remaining 9 cases are hospitalised and all but 1 are on São Miguel, leaving seven of the nine islands completely ‘virus-free’:

Regional elections
The President of the Republic, Marcelo Rebelo de Sousa, said today that he will mark the date of the regional elections in the Azores, which should take place in October, due to the evolution of the covid-29 pandemic “in June and July”.
“I did not want to anticipate, because I will receive the parties next month, in June, in the transition from June to July, to hear them about the call for elections to the Regional Legislative Assembly of the Azores,” he said.
Marcelo Rebelo de Sousa spoke to journalists at the end of a visit to the premises of Banco Alimentar Contra da Fome, in Lisbon, where he made a contribution via the ‘internet’. Due to the pandemic, this campaign did not follow the usual patterns, in which volunteers collected donations from commercial areas.
“We are now going to monitor the health situation and, depending on what happens in June and July, this will be the call,” said the head of state.

Situation Report, Azores, 23 to 24 May – From our colleague in the Azores.
Last week there was a big ‘constitutional’ row between the ‘Judiciary’ and the Regional Government of the Azores about people, arriving from outside the region, having to stay 14 days in ‘quarantine’ in an approved, monitored hotel. Well, it’s now been announced that this week, most ‘arriving’ passengers opted to do just that when given the choice of four different options including tests! It follows a case of ‘Habeas Corpus’ when someone who didn’t want to be in that hotel ‘quarantine’, successfully got a court ruling that he could leave and ‘self-quarantine’ elsewhere. That went against the government’s health department which had argued that such hotel ‘quarantine’ was a good way to stop “Covid-19” coming into the region from outside.
Meanwhile, the Regional Health Authority reports that 808 “Covid-19” tests were carried out in the 24 hours, up until 16.00 hrs. on Saturday 23/05/2020, revealing no new ‘positive’ cases of the virus. There has however been one more recovery, a 21-year-old woman from Graciosa, making it the 7th island in the ‘Archipelago’ to be “Covid-19”, ‘virus-free’.
So far, there have been 146 cases of infection since the start of the ‘outbreak’ with 114 recoveries and 16 deaths, leaving just 16 ‘active’ cases:

It’s designed to encourage people to use more ‘Azorean’ services and products, helping both employment and the economy. Choosing to support local businesses by consuming regional products and enjoying the flavours of the archipelago’s food and drinks industry, will help to revive some of the sectors that have been damaged by the “Covid-19” pandemic.
Meanwhile, the Regional Health Authority reports that 943 “Covid-19” tests were carried out in the 24 hours, up until 16.00 hrs, on Friday 22/05/2020, revealing no new ‘positive’ cases of the virus.

Situation Report, Azores, 21st May to 22nd May – From our colleague in the Azores
From today, 22nd May, commercial activities on the island of São Miguel are starting again; this is the last island in the ‘Archipelago’ to open ‘commercial’ activity since the ‘shut-down’ began. However, businesses are required to the follow new, stricter rules about the number of customers being allowed in their spaces, hand sanitizer gel being ‘available’ and masks being worn inside ‘closed’ spaces. The restaurant and bar sector will not open for another week, the 29th May.
The Regional Health Authority reports that 670 “Covid-19” tests were carried out in the 24 hours, up until 16.00 hrs on Thursday 21/05/2020, revealing no new ‘positive’ cases of the virus. There have, however, been three more recoveries in the region; a woman, aged 64 and a man, aged 71 on Pico plus another 90-year-old woman from the “Santa Casa da Misericórdia” residential care home in Nordeste on São Miguel.
So, in summary, since the start of the outbreak there have been 146 confirmed cases; 113 have recovered and 16 have died, leaving just the 17 ‘active’ infections:

Situation Report, Azores, 20th May to 21st May – From our colleague in the Azores
The Regional Health Authority reports that 513 “Covid-19” tests were carried out in the 24 hours, up until 16.00 hrs on Wednesday 20/05/2020, revealing no new ‘positive’ cases of the virus. Also, there were no fresh recoveries or deaths in the ‘Archipelago’ within that period. Currently, six of the nine islands are ‘virus-free’ and the Azorean Health Authority recommends that people should try and avoid travelling to or from the region, complying with new regulations that are in place if they do to avoid triggering any new, possible transmissions.
In summary, since the start of the outbreak there have been 146 confirmed cases; 110 have recovered and 16 have died, leaving just the 20 ‘active’ infections:

Azoreans Filipa Lima and Vítor Sousa have created a free way to help restaurant, bar and hotel customers and waiters stay “Covid-19” ‘virus-free’ when a ‘new’ normal arrives in the hospitality industry. It’s called “PacMenu” and it’s very easy to use. Businesses go to www.pacmenu.pt, add their menu image and it gets converted into QR code and stored on the website https://imgur.com/.
Simply, customers then use their mobile phone camera or a “QR code” reader ‘App’ to show the menus on their own smart-phone. Meanwhile, during the 24 hours up until 16.00 hrs Tuesday 19th May and after 529 new tests were carried out, there were no new ‘positive’ case and no more deaths. There was an unexpected ‘positive’ case yesterday on the island of São Miguel, someone who had been ‘routinely’ tested, in preparation for the planned re-opening of schools, this test proved to be a ‘false positive’ and the woman in question will be tested again in 48 hours.
Meanwhile, there has been two more recoveries from “Covid-19” two men aged 38 and 43 years old, living on the island of Faial. Faial is now the 6th island to be clear of infection.
So, in summary, since the start of the outbreak there have been 145 confirmed cases in the ‘Archipelago’; 110 have recovered and 16 have died, leaving just the 20 ‘active’ infections:

Situation Report, Azores, 18th May to 19th May – From our colleague in the Azores
During the 24 hours up until 16.00 hrs Monday 18/05/2020 and after 856 new tests were carried out, there was one new ‘positive’ case but no more deaths. The unexpected ‘positive’ is a 40-year-old woman on the island of São Miguel who had been ‘routinely’ tested, in preparation for the planned re-opening of schools. The health authority is investigating this ‘surprise’ new case, coming after 7 days, without any fresh ones.
Meanwhile, there has been one more recovery from “Covid-19”; a woman aged 57 years old from São Miguel.
So, in summary, since the start of the outbreak there have been 146 confirmed cases in the ‘Archipelago’; 108 have recovered and 16 have died, leaving just the 22 ‘active’ infections:

New Coronavirus rules for arriving passengers
These are the new “Coronavirus” crisis ‘rules’ for passengers, arriving in the Azores from outside the region; now, they can choose to do one the following:

Meanwhile, there have been a couple more recoveries from “Covid-19”; two women aged 58 and 60 years old, living on the islands of Graciosa and São Jorge. It’s the first time that São Jorge has been ‘virus-free’ since the 20th of March, more than 2 months ago! There are now 5 islands with no infections, whatsoever!
Also, during the 24 hours up until 16.00 hrs on Friday 17/05/2020 and after 668 new tests were carried out, there were no new ‘positive’ cases and no more deaths.
So, in summary, since the start of the outbreak there have been 145 confirmed cases in the ‘Archipelago’; 107 have recovered and 16 have died, leaving just the 22 ‘active’ infections:

Situation Report, Azores, 16th May to 17th May – From our colleague in the Azores
A court in Ponta Delgada has granted a request for the immediate release of a person who’d been ordered to spend time in ‘quarantine’ in an Azorean hotel.
Since March 26th, all passengers arriving in the ‘Archipelago’ have been obliged to stay 14 days in ‘confinement’ in a hotel as a ‘restrictive’ measure to try and stop the spread of the “Covid-19” pandemic. Unlike residents, since May the 8th, non-residents have had to pay for that.
Portugal is no longer in an official ‘State of Emergency’ but currently, this legal decision only applies to this one specific case.
The health authority is now testing all the travellers from outside the region who’ve been ‘quarantined’ at several designated hotels, in case this latest legal judgement leads to them all, having the ‘right to leave’ the properties.
There has been one more recovery from the virus, a 75-year-old man who was a user of the care home in Nordeste from where there have been 12 virus-related deaths in the last few weeks. Also, during the 24 hours up until 16.00 hrs. on Friday 16/05/2020 and after 742 new tests were carried out, there were no new ‘positive’ cases and no more deaths.
So, in summary, since the start of the outbreak there have been 145 confirmed cases in the ‘Archipelago’; 105 have recovered and 16 have died, leaving just the 24 ‘active’ infections:

Options to be given to arriving passengers
The President of the Government of the Azores announced today that passengers arriving in the region will be able to choose to carry out a test on departure, or on arrival in the Azores, comply with a voluntary quarantine period or return to the origin.
“Four options are given to passengers who, as of today, arrive in the Azores: travel already with a negative test done before departure; undergo a test upon arrival in the region and wait for the result; or comply with a voluntary quarantine period of 14 days in a specific hotel, with the costs borne by the Region; or return to their original destination”, declared Vasco Cordeiro.
The measures take effect at 00:00 on Sunday.
The President of the Government spoke at a press conference in Ponta Delgada, following the decision of the Ponta Delgada Court, which granted today a request for immediate release (‘habeas corpus’) made by a plaintiff against the imposition of quarantine in hotels by part of the Government of the Azores.
The measures were taken following today’s meeting of the Government Council, which, under the Legal Regime of the Civil Protection System of the Autonomous Region of the Azores, decreed the situation of public calamity on the islands of São Miguel and Terceira, islands with connections with the outside world, in the context of combating the covid-19 pandemic.
Vasco Cordeiro stated that “if a passenger refuses any of these options, violates voluntary quarantine or prophylactic isolation, mandatory quarantine in a hotel will be determined, assuming, in this case, all the respective financial costs by a decision of his own”.

Situation Report, Azores, 15th May to 16th May – From our colleague in the Azores
The number of people, still testing ‘positive’ for the “Covid-19” has had yet another big fall in the Azores as 9 more people, all on São Miguel, have recovered from the virus!
6 of the 8 women and 1 man, aged between 27 and 9 were either users, a close contact or workers at the residential care home for the elderly “Santa Casa da Misericórdia” in Nordeste from where, sadly, 12 people have died.
Also, during the 24 hours up until 16.00 hrs. on Friday 15/05/2020, there were no new ‘positive’ cases and no more deaths.
In summary, since the start of the outbreak there have been 145 confirmed cases in the ‘Archipelago’; 104 have recovered and 16 have died, leaving just the 25 ‘active’ infections, the lowest number since March 27th and just a ‘tad’ better than Madeira with just 31 ‘positive’ cases as announced by the regional health authority there, on the 15th of May.

Regional Health Authority
The Regional Health Authority reports that the 547 analyzes carried out in the two reference laboratories in the Region in the last 24 hours did not reveal new positive cases of COVID-19.
There were four recoveries of SARS-CoV-2 infection, which correspond to three female individuals, between 18 and 62 years of age, one of whom was an employee of the Residential Structure for the Elderly of Santa Casa da Misericórdia de Nordeste, and one individual male, 66 years old, all resident on the island of São Miguel.
Pandemic prevention and containment measures should be maintained and strengthened, whenever possible, by citizens and public, private and social sector organizations.
Some great news, 4 more people on São Miguel, infected with the ‘Covid-19’ virus, have recovered. This takes the number of recoveries to nearly one hundred people or around two-thirds of the total number who’ve tested ‘positive’ since the “Coronavirus” crisis began! They’re 3 women and a man, aged between 18 and 66, one of whom worked at the residential care home for the elderly “Santa Casa da Misericórdia” in Nordeste from where, sadly, 12 people have died.
So, in summary, since the start of the outbreak there have been 145 confirmed cases in the ‘Archipelago’; 95 have recovered and 16 have died, leaving just the 34 ‘active’ infections (thankfully, the lowest number for nearly seven weeks, namely the 28th of March):

Azores is preparing a support regime for the temporary cessation of fishing activity in the Region.
The Regional Secretary for Sea, Science and Technology announced that the Government of the Azores is preparing a support regime for the temporary cessation of fishing activity in the Region.
Gui Menezes pointed out that this measure, “which is being worked on in conjunction with the Fisheries Federation and the Azores Fish Merchants Association, provides for financial support for optional temporary stops, for a maximum period of 15 days”.
At stake is the lower demand for fish in the markets due to the situation caused by the pandemic of COVID-19 and the consequent drop in income.
This measure “can contribute to regulate the quantity of fish unloaded at auction, facilitating its disposal and avoiding a decrease in the income of fishermen”, defended Gui Menezes.
The Regional Secretary said that the supply of the market “will always be ensured, as only up to 50% of the fleet of each of the arms ports in the Region will be stopped simultaneously”.

The president of Ponta Delgada’s ‘Chamber of Commerce and Industry’ Mário Fortuna reckons that the cancellation of the festival of “Senhor Santo Cristo dos Milagres” because of the “Coronavirus” crisis, means that between three and four million euros won’t now be earned on the island of São Miguel. He says that the festivities that were due to start on Friday, attract around 20 thousand visitors a year, spending millions in flights, hotels, car-hire, taxis, tours, shops, bars and restaurants among other things…..
It is the biggest religious festival in the Azores and the high point of the events is the procession of the statue of “Senhor Santo Cristo dos Milagres” through the streets of the city. The visitors normally come from all over the Azores, Madeira and continental Portugal, joined by thousands of emigrants, arriving from the United States of America and Canada.
Meanwhile, the ‘Covid-19’ situation has stayed unchanged during the 24 hours up until 16.00 hrs. on Wednesday 13/05/2020. There were no new ‘positive’ cases and no new recoveries, either.
So, in summary, since the start of the outbreak there have been 145 ‘positive’ cases in the region; 91 have recovered and 16 have died, leaving just the 38 ‘active’ infections:

Situation Report, Azores, 12th May to 13th May – From our colleague in the Azores.
On April 21st, “Azores Airlines” announced that flights outside Portuguese airspace would be suspended until June 6th but this suspension has now been extended until the 14th of the month. Therefore, connections between the Azores and the cities of Toronto (Canada), Boston (United States of America), Praia (Cape Verde) and Frankfurt (Germany) will only be resumed from that date.
“Azores Airlines” flights to and from continental Portugal and the “SATA Air Açores” ‘inter-island’ passenger operation are expected to resume from May 31st. At the moment, the only flights, being carried out by the SATA group, are between the Azores and Lisbon, ‘shipping’ cargo or in cases of ‘force majeure’, authorized by the Regional Health Authority.
Meanwhile, Tiago Lopes reported that, as of 16.00 hours on Tuesday 12/05/2020, there have been no new cases testing ‘positive’ for “Covid-19” in the Archipelago. But, there have been two further recoveries on São Miguel, a lady, aged 45 and another 92 year-old user of the “Santa Casa da Misericórdia” care home from where, sadly, 12 people have died from the virus.

Situation Report, Azores, 11th May to 12th May – From our colleague in the Azores.
“Ryanair”, historically known as a ‘low-cost’ airline, is to be paid 1.1 million euros in a deal to promote the airline’s flights between the United Kingdom and the Azores. The agreement was signed by the Regional Secretary for Energy, Environment and Tourism, “Marta Guerreirro” and “David O’Brien”, representing “Ryanair”. But, it’s still not absolutely clear how that money will be spent.
Meanwhile, sadly, there’s been one more death on São Miguel, a 92-year-old user of the “Santa Casa da Misericórdia” care home in Nordeste who’d been admitted to the “Divino Espírito Santo” hospital in Ponta Delgada. This brings the total number of deaths in the ‘Archipelago’ to 16, 12 of them linked to that home.
As of 16.00 hours on Monday 11/05/2020, there was also news of 6 more recoveries; all of them women on São Miguel, aged between 51 and 91.
So, in summary, since the start of the outbreak there have been 145 ‘positive’ cases in the region; 89 have recovered and 16 have died, leaving just the 40 ‘active’ infections:

Situation Report Azores 10th to 11th May – From our colleague in the Azores.
Another new ‘positive’ of Covid-19 has been identified on São Miguel, a 35-year-old man who’d recently been abroad and who was, for ‘exceptional’ reasons, being ‘quarantined’ at home.
Tiago Lopes told a press conference that the man had arrived in the region on a flight from mainland Portugal at the end of April with two other ‘special cases’ that were excused from ‘hotel’ quarantine. He explained that such exceptions could be allowed for medical reasons when proper health treatment can’t be provided in an hotel environment.
As of 16.00 hours on Saturday 10/05/2020, there were also 5 more recoveries; 4 women aged between 35 and 91-years-old and a 93-year-old man, living on the islands of Terceira and São Miguel. Two of them were patients at the “Santa Casa da Misericórdia” care home in Nordeste from where, sadly, several old folk have died.
Some more good news, the island of Terceira has now joined Corvo, Flores & Santa Maria, being completely ‘Covid Free’!
So, in summary, since the start of the outbreak there have been 145 ‘positive’ cases in the region; 83 have recovered and 15 have died, leaving just the 47 ‘active’ infections:

Situation Report Azores 9th to 10th May – From our colleague in the Azores.
The promised “Covid-19” safety kits, containing three ‘social’ masks, will start to be delivered to homes on the biggest island of São Miguel from May 16th. So far, they’ve been distributed across the four islands of Corvo, Flores, Santa Maria and São Jorge.
Distribution on Terceira Island is expected to happen over the next few days. The production of these ‘social’ masks follows rules, set by the Director-General for Health and the Portuguese Institute of Quality among other groups.
Meanwhile, Tiago Lopes reported that, as of 16:00 hours on Saturday 09/05/2020, there have been no new cases testing ‘positive’ for “Covid-19” in the Archipelago. There have, however, been 3 more recoveries, all on São Miguel; two women, aged 50 and 77, and a 56-year-old man.
So, in summary, since the start of the outbreak there have been 144 ‘positive’ cases in the region; 78 have recovered and 15 have died, leaving just the 51 ‘active’ infections:

Covid-19 update

There were no new Covid-19 cases in Madeira for the 14th consecutive
day. The number of cases remains at 90. There were 5 recoveries, bringing its overall number to 64 recoveries. There are now 26 active cases.

There are 269 people under active monitoring and 92 in self-monitoring.

As for Covid-19 testing, on the 19th of May, 68 tests were carried out on patients at Dr. Nélio Mendonça Hospital, with all coming back negative. So far, 1,936 samples have been collected from patients at this hospital.

On the same day, 180 samples were collected at Estruturas Residenciais para Pessoas Idosas (ERPI – a type of care homes for the elderly) and all came back negative. So far, 3,088 samples have been collected from ERPI.

Overall, 8,419 samples from 7,520 people have been analysed at Laboratório de Patologia Clínica do SESARAM (Madeira Health Service lab).

The SRS 24 helpline (Regional Health Service – 800 24 24 20) received 45 calls from Tuesday to Wednesday. The total number of calls made to this helpline is 7,717. So far, the Covid-19 mental health helpline (219 212 399 – available
every day from 9h00 to 21h00) that was set up to provide emotional and mental support to Madeira residents has received 870 calls. The number of people being monitored is 111.

Research on the possible use of sniffer dogs to detect Covid-19

In March, Centro de Química da Madeira – Universidade da
Madeira (Madeira Chemistry Research – University of Madeira) and Grupo de Trabalho Mondioring Madeira (Mondioring Madeira Working Group), in partnership with regional health entities such as Clínica do Amparo, started research on the
possible use of the trained sniffer dogs to detect people infected with Covid-19.

A veterinarian and a canine specialist are monitoring and providing input into this research. Its aim is to have a low-cost, quick and practical way of detecting individuals infected with Covid-19, even if asymptomatic, so as to improve
public health and aid in the economic recovery, for example, by deploying detection teams to strategic places (airports, ports, hospitals, care homes.

Centro de Química da Madeira has been researching, in the last few years, the possible use of sniffer dogs for disease detection. Due to Covid-19, Grupo de Trabalho Mondioring Madeira joined this research work.

Police monitoring Covid-19 environmental compliance

The PSP Madeira Regional Command (Comando Regional da PSP Madeira – Police) has checked whether disposable PPE (gloves/suits/masks) and hospital waste are being disposed of in a manner that complies with environmental legislation and
requirements. Veterinary clinics, healthcare providers, care homes, tattoo/piercing parlours and 2 waste collection companies from Funchal were inspected and found to be in compliance with current legislation.

Banco Alimentar launch a donations appeal

“If an empty street astonishes you,
imagine an empty plate, everyday”. This is the motto Banco Alimentar (one of the biggest and most famous foodbanks in Portugal) used in its appeal for people to donate food and other goods to this institution. Banco Alimentar used to
receive most donations in supermarkets but this is no longer possible, due to the Covid-19 restrictions. Additionally, there has been an increase in the number of requests for help. The campaigns Ajuda Vale and Online are taking place
from the 21st of May and the 31st May.

Covid-19 update

There were no new Covid-19 cases in Madeira for the 13th consecutive day. The number of cases remains at 90, with 59 recoveries and 31 active cases.

There were no suspected cases yesterday. So far, there have been 1,540 suspected cases, 1,450 of which turned out to be negative. There are 274 people under active monitoring and 93 in self-monitoring.

As for Covid-19 testing, on the 18th of May, 58 tests were carried out on patients at Dr. Nélio Mendonça Hospital, of which 49 came back negative and 9 are still being analysed. So far, 1,877 samples have been collected from patients at
this hospital.

On the same day, 150 samples were collected at Estruturas
Residenciais para Pessoas Idosas (ERPI – a type of care homes for the elderly) and all came back negative. So far, 2,907 samples have been collected from ERPI. Additionally, 71 tests were carried out yesterday in hotels, and all came
back negative. So far, 735 tests have been carried out on people at the end of quarantine in designated hotels.

Overall, 8,131 samples from 7,276 people have been analysed at Laboratório de Patologia Clínica do SESARAM (Madeira Health Service lab).

Mandatory quarantine to be replaced by a Covid-19 test

The Madeira Regional Government informed that passengers arriving in Madeira in July will be able to avoid mandatory quarantine if a PCR test is carried out on arrival and test negative or if evidence is presented certifying that a PCR
test had been carried out in the preceding 72 hours had come back negative. Passengers will be billed for the PCR test carried out on arrival. Its cost and further information is likely to be announced later in the week.

It was also revealed that in June, passengers arriving in Madeira will not face mandatory quarantine if they present evidence certifying that PCR test that had been carried out in the preceding 72 hours had come back negative. However,
they will be subjected to monitoring by the health authorities, through a phone app or regular contact. On the other hand, in June, passengers arriving in Madeira without evidence of a negative PCR test will still face mandatory
quarantine in a designated hotel.

A reminder that until the end of May, all passengers arriving in Madeira will continue to face mandatory quarantine in a designated hotel or prophylactic isolation in their residence, if evidence is presented of a negative result in a
test carried out in the preceding 72 hours.

These measures are part of the strategy for the gradual reopening the Madeira economy and tourism. So far, only two commercial flights and a maximum of 100 passengers are allowed to land in Madeira’s airports.

Regional Government purchased 30,000 face masks outside Madeira

There are still areas in Madeira where residents are still waiting for delivery of face masks provided by the Madeira Regional Government. The final 30,000 masks were purchased outside the Region and did not arrive yesterday, as
planned, due to lack of space on the cargo aircraft. Instead, the masks are due to arrive today. After that the masks will be packed and taken for delivery by the Postal Service (CTT). It is unclear when all residents will have received
these masks. This means all Regional Government masks will not not have been delivered by today, as planned, and after a few deadline extensions.

10,000 face masks distributed by Jornal da Madeira

Ten thousand masks have by offered by Jornal da Madeira since its campaign to offer face mask for everyone who purchased its printed edition. The regional newspaper offered mask along with its printed edition on the 16th of April and on
the 18th of May. This offer shows the newspaper’s social responsibility commitment, along with free access to its online edition during the Covid-19 pandemic and answering several readers’ questions on this issue.

Parish of Ribeira Brava donated face masks and face shields to CPCJ

Yesterday, the Parish of Ribeira Brava donated face masks and face shields to CPCJ (Comissão de Protection de Crianças e Jovens da Ribeira Brava – Ribeira Brava Commission for the Protection of Children and Young People). This will give
its staff a greater degree of protection while carrying out their vital work, which will subsequently also protect their relatives. This protective equipment was acquired from MABÚ, a local company, despite the Parish’s tight budget.
The Parish executive said it is monitoring the local situation, and insisted it is ready to act whenever necessary and in partnership with local institutions.

The Funchal Municipality informed that tonight there will be a water supply disruption in Monte, from 22h30 until 2h00, due to scheduled work in Reservatório de Água do Caminho do Tanque. The disruption will affect the following areas:

There were no new Covid-19 cases in Madeira for the twelfth consecutive day. The number of cases remains at 90, with 59 recoveries and 31 active cases.

There were no suspected cases yesterday. So far, there have been 1,540 suspected cases, 1,450 of which turned out to be negative. There are 331 people under active monitoring and 91 in self-monitoring.

As for Covid-19 testing, on the 17th of May, 60 tests were carried out on patients at Dr. Nélio Mendonça Hospital, of which 55 came back negative and 5 are still being analysed. So far, 1,828 samples have been collected from patients at
this hospital.

On the same day, 271 samples were collected at Estruturas Residenciais para Pessoas Idosas (ERPI – a type of care homes for the elderly) and all came back negative. So far, 2,757 samples have been collected from ERPI.

Overall, 7,816 samples from 6,986 people have been analysed at Laboratório de Patologia Clínica do SESARAM (Madeira Health Service lab).

Power cut

Empresa Electricidade da Madeira (Madeira power supplier) informed that there will a power cut on the 21st of May, from 00h00 until 06h00. This is because of scheduled work and the following areas in Funchal will be affected by the
power cut:

– Avenida do Mar e das Comunidades Madeirenses, number 36

– Rua D. Carlos I (numbers 27 to 62); numbers 68 to 93; Rua Artur Sousa Pinga (car park)

– Travessa da Amoreira (numbers 1 to 3)

However, power could be restored during the time frame mentioned above. So, for safety purposes, it should be assumed that there will be power at any time during this period of time.

Funchal Municipality services to reopen

Loja do Munícipe, which belongs to Funchal Municipality and where municipal services are provided to Funchal residents, is reopening today. Municipal services have been restored and municipal payments can be made. However, the
Municipality recommends residents only go to Loja do Munícipe for essential queries, so as to avoid gatherings and to promote social distancing. Residents can also contact the Municipality by phone (291 211 000) or through Funchal
Alerta (https://funchalalerta.cm-funchal.pt/report.php – to report events in municipal public spaces such as water leaks, urban cleaning, parks, etc). Its working hours will
be from 9h00 to 13h00 and from 14h00 to 18h00. The facilities will be disinfected everyday before its opening and during lunchtime. Entrance to the facilities will be controlled, face mask wearing is mandatory, there will be capacity
limits indoors and social distancing rules must be complied with.

As for Covid-19 testing, on the 16th May, 59 tests were carried out on patients at Dr. Nélio Mendonça Hospital and all tests came back negative. So far, 1,768 samples have been collected from patients at this hospital.

On the same day, 71 samples were collected at Estruturas Residenciais para Pessoas Idosas (ERPI – a type of care homes for the elderly) and all came back negative. So far, 2,486 samples have been collected from ERPI.

Overall, 7,418 samples from 6,602 people have been analysed at Laboratório de Patologia Clínica do SESARAM (Madeira Health Service lab).

Funchal Municipality services to reopen

Loja do Munícipe, which belongs to Funchal Municipality and where municipal services are provided to Funchal residents, is reopening today. Municipal services have been restored and municipal payments can be made. However, the
Municipality recommends residents only go to Loja do Munícipe for essential queries, so as to avoid gatherings and to promote social distancing. Residents can also contact the Municipality by phone (291 211 000) or through Funchal

Covid-19 update

There were no new Covid-19 cases in Madeira for the tenth consecutive day and the number of cases remains at 90, with 59 recoveries and 31 active cases.

So far, there have been 1,529 suspected cases, 1,439 of which turned out to be negative. There are 224 people under active monitoring and 71 in self-monitoring.

As for Covid-19 testing, on the 15th of May, 57 tests were carried out on patients at Dr. Nélio Mendonça Hospital, of which 53 came back negative and 4 are being analysed. So far, 1,722 samples have been collected from patients at this
hospital.

On the same day, 137 samples were collected at Estruturas Residenciais para Pessoas Idosas (ERPI – a type of care homes for the elderly) and all came back negative. So far, 2,415 samples have been collected from ERPI.

Overall, 7,261 samples from 6,461 people have been analysed at Laboratório de Patologia Clínica do SESARAM (Madeira Health Service lab).

This Monday’s printed edition of Jornal da Madeira’s newspaper will include a reusable face mask. The white face mask meets the CITEVE (Centro Tecnológico das Indústrias do Têxtil e do Vestuário) certification standards. This newspaper
can be bought in places such as supermarkets, newsagents, grocery stores or coffee shops, including the coffee shop next to the JM headquarters. A reminder that the use of face masks is mandatory in closed spaces and recommended

Câmara de Lobos Parish offered face masks to frontline workers

The Parish of Câmara de Lobos (Junta de Freguesia de Câmara de Lobos) offered 250 reusable face masks to professionals who were on the frontline in the fight against the Covid-19 pandemic. Celso Bettencourt, the parish President,

Madeira Military Museum to reopen

Madeira Military Museum (Museu Militar da
Madeira) will reopen tomorrow after being closed for two months. Tomorrow will also be International Museum Day. The museum will apply the following safety measures:

  • Reduced opening hours – weekdays only, from 10h00 to 12h30 & 14h00 to 16h30.
  • All military staff and visitors must wear face masks.
  • An anti-septic solution will be available at the entrance for hand-hygiene.

More protective equipment arrived in Madeira

An aircraft carrying 18 tons of Covid-19 protective equipment landed in Madeira. The shipment includes PPE, face masks, alcohol-based disinfectant and protective suits. The Madeira company MedicS Medical Solutions paid around €2,4M for
the shipment. Some of the material will be donated to SESARAM (Madeira Health Service). According to Carlos Delgado, the MedicS Medical Solutions managing partner, the acquisition process was extremely difficult and there were setbacks
everyday. He also revealed that two people had to protect the shipment since its delivery in China, because of the risk of it being diverted by strangers. The company said the Madeira Region will have enough protective equipment if
there is a second wave of Covid-19 infections.

Face masks distribution

Pedro Ramos, the Regional Secretary of State for Health and Civil Protection, announced that 80% of the 250 million face masks ordered have already been delivered. The delivery process is expected to be finished by the 20th of May.

Portuguese Air Force airlifted equipment

A Portuguese Air Force C-130 landed yesterday at Funchal Airport, carrying two tons and a half of hospital and operational equipment and PPE for use by several civilian and military entities in the Region. Some equipment was sent to the
Civil Protection Municipal Service of Câmara de Lobos. Some Navy sailors were also flown to Madeira for deployment to the Navy patrol craft NRP Douro. Overall, the Portuguese Air Force has carried over 12 tons worth of equipment for use
in the fight against Covid-19.

Algarve Situation Report 16th May 2020 – from our colleague reporting on the Algarve

Loulé City Council and the Regional Tourism Algarve promote Treasury Support Lines

The Loulé City Council and the Regional Tourism Algarve will promote next Monday, May 18, at 4:30 pm, a session on Treasury Support Lines.

According to the Municipality, the initiative is aimed at micro-companies (up to 9 workers) and individual entrepreneurs linked to the Tourism sector, in areas such as accommodation, restaurants and drinks, car rental, travel agencies, tourist entertainment activities and others.

The intention is essentially to clarify the interested parties about this measure created by Turismo de Portugal to ensure the increased working capital needs of tourism micro-enterprises and, thus, to mitigate the economic impact caused by the pandemic.

The layoff, IEFP measures, the “Clean & Safe” seal or the new scholarship for lost funds to support the reopening of establishments will be some of the themes addressed in this clarification session.

In the Algarve region, in particular in the municipality of Loulé, where tourist activity has a greater weight, clarifications to businessmen about this initiative become “of special importance to face the economic problems caused by COVID-19”.

The session, which can be followed through the digital platform ZOOM, will count on the interventions of the presidents of the Algarve Tourism Region, João Fernandes, and the Municipality of Loulé, Vítor Aleixo.

Silves Rural Fire Prevention

The Forest Sappers in the Municipality of Silves will start the usual rural fire surveillance work, as planned.

This intervention will focus mainly on the parishes of São Bartolomeu de Messines and São Marcos da Serra, defined as priorities in the scope of the Defence of the Forest against Fires (DECEIR), the municipality announced in a statement, also highlighting the role of Sapadores in the decontamination of public roads, in view of the contingencies created by COVID-19.

According to the same document, the Municipality says that a team of Forest Sappers from the Parish Council of São Bartolomeu de Messines is in training, participating in the surveillance of rural fires, “increasing the number of teams with this type in the municipality to three”.


Phased re-opening of Library services

After the state of emergency is over, the various sectors of society are resuming their activities. Libraries are no exception. BIBAL – Inter-municipal Network of Libraries in the Algarve is now starting to reopen their libraries in a phased manner.

According to a statement from AMAL, Algarve Inter-municipal Community, for the definition of procedures to be followed in libraries, the Directorate-General for Books, Archives and Libraries produced a document with recommendations, based on the legislation in force, on the directives of the Directorate-General Health and specialized bibliography.

In the course of the state of emergency, some libraries in the Algarve created the take-away service for loaning documents that now, gradually, has been adopted by others. Depending on local constraints, this service will be resumed in all libraries, but always subject to the use of a mask and hygiene measures. Subsequently, and always considering the conditions of evolution of the pandemic, the services of the Libraries will, in stages, be extended, always respecting all the safety measures that guarantee the health of those who work and those who go to this equipment.

The Network, which integrates 25 municipal libraries, 3 itinerant libraries and 3 university libraries, aims at cooperation between different entities, aiming at the development of network services.


MOJU gives life to community garden project from home

In the context of an application to the Generation Z program of the Portuguese Institute of Sport and Youth is running the project “Plant 1 Donate + 1″which aims to bring together young volunteers from the municipality of Olhão and the surrounding area to host mini community gardens at home.

The project starts on June 1 and ends on July 21, mostly in an online format, which is one of the priorities of the IPDJ, together with the promotion of civic participation.

Cancellation of music festivals and other events

Summer music festivals and other events scheduled until September 30 will not be held in the Algarve.

In line with what had already been defined in the Council of Ministers on May 7, AMAL decided, at the Council meeting, that all music festivals and other events that may mean crowds of people will be postponed to 2021.

Considering that there is a moment of uncertainty in the context of the pandemic of COVID-19, the local authorities in the Algarve continue to assume as priorities to prevent the disease, contain the pandemic and save lives.

Thus, Festivals such as Seafood (Olhão), Sardinha (Portimão), MED (Loulé), FATACIL (Lagoa), Medieval Days (Castro Marim), Feira da Serra (São Brás de Alportel) or Mediterranean Diet (Tavira), the Hunting and Fishing Fair (Albufeira), the Ham Festival (Monchique), the Medieval Fair (Silves) among others, will only take place next year.

The municipalities of the Algarve have also decided not to hold other smaller events that involve large concentrations of people.

The mayors fear that the non-realization of larger events may increase the demand for other events, which may imply an outflow of the usual.

However, this decision may not be applied to all events, and will be taken, on a case-by-case basis, and by each of the municipalities, considering the evaluation of the conditions for its realization in view of the evolution of the pandemic and their physical conditions.


Social and Economic Emergency Plan for the Algarve

The District Coordinating Committee of Bloco de Esquerda (BE) has produced a Social and Economic Emergency Plan for the Algarve for the years 2020/21 that will be presented online, tomorrow, May 15th.

The document contemplates several proposals, covering different areas, such as support to people and companies, employment, housing, health, education, housing, mobility, environment, agriculture, fisheries, water, university and media.

This Plan will be the subject of legislative initiatives to be delivered soon to the Assembly of the Republic by the Parliamentary Group of the Left Block.

“COVID-19 is the first pandemic of the globalization era and has reached, very quickly, all continents and no country has been able to apply instruments to effectively tackle it, preventing serious social and economic consequences for a period over time, as long as there is no vaccine or treatment for the new coronavirus. This pandemic exposed the weaknesses of the country’s economy and, in particular, the Algarve, which depends almost exclusively on tourism”, justifies the Bloco de Esquerda, in a note sent to the Barlavento editorial staff.

“The Algarve really appears as the most vulnerable region in the country and if extraordinary measures are not taken in the short and medium term, the impacts of the crisis will prove to be catastrophic”.

In this way, the District Secretariat of BE Algarve will present the Plan, Friday, May 15, at 5 pm.


Municipality of Vila Real de Santo António will distribute, for free, a reusable mask for each citizen

Throughout the month of May, the Municipality of Vila Real de Santo António will distribute, for free, a reusable mask for each citizen, through the “solidarity mask” project.

With this measure, the municipality intends, “to contribute to the security of all Vila Realians and to stop the spread of Covid-19, namely during the phases of dis-confinement that follow”, points out the Municipality’s note.

The mask can be lifted by presenting the Identity Card or Citizen Card, with collection points available in the three parishes in the municipality.

According to the Mayor of Vila Real de Stº António, “There are 20 thousand masks, one for each citizen, which, we believe, will contribute to the safety of everyone and help us to overcome the challenges that follow”.

The number of Covid-19 cases increased to 351 in the Algarve, one more than Tuesday.

Despite this new case in the Algarve, when analysing the DGS municipal data, there is no change in the number of infected in the municipality. As for the number of deaths in the region, they remain at 14.


Minister Ana Godinho praises ABC’s extraordinary work

The Algarve Biomedical Center (ABC) has, until yesterday, performed 14 thousand tests on employees and home users, as well as on day care workers, in the Algarve region, in the Baixo Alentejo and Alentejo Litoral, announced today Nuno Marques, director of ABC .

This official was speaking during the visit that Ana Mendes Godinho, Minister of Labour, Solidarity and Social Security, made this afternoon to the Quinta dos Pardais Children’s Center, in Albufeira, owned by the local Santa Casa da Misericórdia, one of the day care centers that will open in next the 18th.

Nuno Marques added that, in the homes of the elderly in the Algarve and in all the structures associated with them, 8152 tests have been carried out so far. “We did, therefore, many more than the 6000 we planned to do so.

In the 105 institutions tested (users and employees), “we only had one case of a positive home [that of Misericórdia de Boliqueime], but that was identified in a timely manner, which allowed for its adequate isolation”.

All other tests in the remaining Algarve institutions for the elderly were negative. “I never liked the term” negative “so much,” confessed the ABC director.


Loulé Library

The Municipal Library Sophia de Mello Breyner Andresen, in Loulé, will open its doors to the public again from next Tuesday, May 19, after having closed on March 10 as a preventive measure to contain the spread of COVID -19, within the scope of the Municipal Contingency Plan, and having operated for a month on a take-away basis, with the loan of books at the door of the building.

In this reopening, the services will be conditioned and all the guidelines of the Directorate-General for Health will be followed in terms of health security, hygiene of space and documentary material, guarantee of social distance between users, among other measures.

In the last two weeks of May, the Library will operate at an adapted time, at its headquarters and in each of its centers, but with rules common to all spaces, namely the non-availability of periodicals for reading, guidance by technicians in accessing spaces, in order to guarantee physical distance (2 meters) or access to shelves to be carried out exclusively by Library technicians.


Union of Journalists wants explanations from the Government about incident with Lusa team at the Castro Marim border

The Union of Journalists (SJ) has asked the Ministry of Internal Affairs to explain why a reporting team from the Lusa agency, duly accredited, was prevented from crossing the border into Spain in Ayamonte, Castro Marim, on Thursday 8th May.

“As the SJ learned, the Lusa team was informed that the passage of journalists is not foreseen in the cooperation agreement between Portugal and Spain in force for the pandemic period. The union was told that Portuguese journalists cannot enter Spain, just as Spanish journalists cannot enter Portugal” said a union source.

In a statement, the SJ says that “it does not understand the arguments used” and recalls that “many other professionals from both countries are allowed to cross the common border”, considering “that such a decision represents an attack on press freedom”.

In “defence of the right to information”, the SJ claims to have reported the incident to the Federación de Asociaciones de Periodistas de España (FAPE) and the European Federation of Journalists, “in order to pressure the governments of Portugal and Spain to specify, in the renewal of the cross-border agreement, which ends on the 17th, the exemption of journalists from restrictions on circulation”.

Two Funchal residents and two from Câmara de Lobos Municipality have recovered. There are now 59 recoveries and 31 active cases.

So far, there have been 1,518 suspected cases,
1,428 of which turned out to be negative. There are 253 people under active monitoring and 73 in self-monitoring.

As for Covid-19 testing, on the 13th of May, 82 tests were carried out on patents at Dr. Nélio Mendonça Hospital, of which 64 came back negative and 18 are being analysed. So far, 1,639 samples have been collected from patients at this
hospital.

On the same day, 151 samples were collected at Estruturas Residenciais para Pessoas Idosas (ERPI – a type of care homes for the elderly) and all came back negative. So far, 2,049 samples have been collected from ERPI.

Overall, 6,745 samples from 5,991 people have been analysed at Laboratório de Patologia Clínica do SESARAM (Madeira Health Service lab).

Funchal beaches and seaside swimming complexes to reopen

Funchal beaches and resorts are opening today, under strict safety rules and reduced capacity.

All necessary work is being undertaken to ensure compliance with the relevant sanitary rules.

Today, Lido Swimming Complex and Barreirinha Swimming Complex are reopening.

Tomorrow, Ponta Gorda Swimming Complex and Doca do Cavacas Swimming Complex, including the existing natural swimming pool, will be reopening.

There will be a maximum capacity of about 1,000 people at Lido Swimming Complex and Ponta Gorda Swimming Complex, 450 people at Barreirinha and 250 people at Doca do Cavacas.

All swimming complexes will have the following working hours: 9h00 to 13h00 and 15h00 to 19h00. The facilities will be disinfected during the lunchtime period, from 13h00 to 15h00.

All facilities will have clear and distinguished areas for entering and leaving.

There will be adequate protective measures at ticket offices and clear signalling to ensure social distancing. Disinfectant dispensers will be placed in busier areas.

All members of the public are required to follow the mandatory social distancing rules and to wear face masks in service and sanitary areas, including when moving into and out of these areas.

The swimming pools in the remain resorts will be closed.

Guidelines for restaurant customers

  1. a) Customers must wash hands with water and soap or an alcohol-based solution, when entering and leaving the premises. Hand-washing with water and soap is preferable before meals.
  2. b) Social distancing rules must be respected (2 metres distance between people – not applicable to the people customers came with).
  1. c) Prioritise payment that does not required physical contact between the staff member and the customer (for example by using a contactless payment system).

Guidelines for public services

Whenever possible, contact by electronic or other non-presencial means should be prioritised.

Social distancing rules will apply. The maximum capacity inside the premises will be limited to 1/2. It will be up to the civil servant in charge of each office or service to decide the number of members of the public allowed inside, as
mandated by the Regional Heath Authority guidance.

All members of the public and civil servants in face-to-face service must wear face masks.

Members of the public should prioritise payment through electronic means in face-to-face service.

These measures are not applicable to health care staff, civil protection staff and all essential workers needed to ensure continuing essential public services.

Reopening of marine and other outdoor tour operators

The Madeira Regional Government has allowed the reopening of sea tour operators, with the following rules:

All vessels, apart from small unpowered vessels and jet skis (personal watercraft), must have a maximum capacity of 70% or less (if needed) to ensure there is appropriate social distancing between customers.

Hand hygiene products must be provided.

Face masks must be worn by staff and customers.

The vessel must be thoroughly cleaned and disinfected after each use.

The Regional Government has also allowed outdoor sporting, recreational or cultural activities provided by tour companies or travel agencies that are legally certified to provide cultural tourism, outdoor tourism (on foot or in
vehicles).

All vehicles must have maximum capacity of 70%, although only the driver is allowed to be in the front seats of vehicles with a maximum capacity of 9 seats.

Hand hygiene products must be provided.

Face masks must be worn by staff and customers.

The vehicle must be thoroughly cleaned and disinfected after each use.

Cable cars to reopen

Cable cars are reopening on the 18th of May. All cabins must be used individually unless by families or adults accompanying minors. Face mask use is mandatory for both customers and staff. Hand disinfecting before boarding the cabin and

Albufeira creates reception centre for homeless people

The Municipality of Albufeira leased a “hostel” for two months located in Brejos for homeless people at this stage of the pandemic. Logistical support is provided through its Civil Protection Social and Education Services. The City Mayor visited the facilities at the beginning of May to see the normal functioning of the Centre saying that “the current situation caused by the COVID-19 pandemic aggravates all the difficulties experienced by homeless people and socially disadvantaged people and we couldn’t ignore this situation”.     COVID-19: Algarve registers new death

    In the Algarve there are two new cases of COVID-19 infection bringing the count to 348 with another death to be regretted bringing the records to 14.

    Portimão will exempt restaurant establishments from paying terrace fees, allowing the installation of new ones and the increase of existing ones, to offset the economic impact caused by the covid-19 pandemic, announced the municipality.

    The municipality of Faro specified in a statement that the measures will be in force until the end of the year, “with an exceptional and temporary character and aims to mitigate the harmful effects of the crisis caused by the new coronavirus in the social and business fabric of Portimão”.

    The proposal presented by President Isilda Gomes (PS) and unanimously approved at an executive meeting, will be submitted for discussion and approval by the Municipal Assembly.

    “The proposal took into account the importance that restaurants and hotels have for the local economy and the fact that this is one of the sectors that, in recent months, has suffered the greatest negative impact”, reads the statement.

    The document authorizes establishments to extend their activity to the public space, sidewalks, streets and adjacent squares, through an extraordinary and simplified procedure for licensing esplanades.

    “Restaurants and the like can increase their capacity and guarantee, at the same time, more security conditions for their customers”, said the municipality.


    Fourth fatal victim at Santa Casa da Misericórdia in Boliqueime

    A 90-year – old user from the home of Santa Casa da Misericórdia in Boliqueime is the 4th fatal victim of Covid-19 in the Algarve.

    The elderly woman passed away yesterday, Sunday, at the Hospital de Faro, where she was hospitalized, announced the Misericórdia de Boliqueime on her Facebook page.

    This is the fourth death since the start of the pandemic in this nursing home, prompted by the new coronavirus, where the first cases of Covid-19 were confirmed on April 3.

    As Sílvia Sebastião, provider of the SCM in Boliqueime, revealed to the Sul Informaco , that Maria Ana Coelho Inácio was already struggling with several health problems before contracting the new coronavirus. “She was a very weak person, who was in a wheelchair,” he said.


    A Citizen’s movement wants a free Algarve of 5G technology

    A movement of citizens from the Algarve is demanding the immediate suspension of the process of installing fifth generation telecommunications technology commonly known as 5G.

    “We demand that the government cease immediately the implementation and testing of 5G technology in Portugal. We demand the immediate application of the Precautionary Principle and an end to this attack on human health and Portuguese democracy”.
