Madeira has the highest incidence rate of domestic violence per thousand inhabitants, according to the document “Domestic violence – 2015 Annual Report Monitoring”, organized by the Ministry of Internal Affairs, published on 29 December. The rate stands at 4.09 per 1000 inhabitants with the second highest being Azorean archipelago with a incidence rate of 3.92

The incidence rate in the Algarve was 2.99 per thousand, and the average in the continent is 2.52 per thousand. As such it has the highest rate on the Mainland.  If Madeira and the Azores are included, the Algarve region “falls” to the third position in terms of incidence rates.

Lisbon (5903), Porto (4781), Setúbal (2284), Aveiro (1766) and Braga (1729) are the districts with the highest number of registered complaints, followed by Faro.

Beja had only 246 reports of domestic violence throughout the entire year in 2015. But Beja is also one of the least populous districts in the country. Of participations per 1000 inhabitants) was the one that grew the most at the national level.

According to the same report, victims of domestic violence are generally female (85%), married or partners (46%), with an average age of 41 years and without economic dependence on the perpetrator. The GNR Fiscal Action Unit, through the Detachment of Tax Action of Évora, seized, on January 6, more than 48 tons of tobacco leaf, in the district of Castelo Branco.

In the scope of the investigation house search and two non-domiciliary searches were conducted and the following seized:

• 48 073 kg of tobacco leaf packaged for sale to the public (equivalent to a tax owed to the Portuguese State of almost 8 million euros in the Special Tax on Consumption and VAT);
• 10 380 euros in cash;
• Various tobacco labeling and packaging materials.

The accused made use of agricultural facilities to store, process, package and distribute leaf tobacco to several retailers located in the national and Spanish territory, as well as in some cases directly to the public.

The 62-year-old detainee, indicted for committing crimes of qualified tax fraud and fraudulent introduction of qualified consumption, was made a defendant and, after being present at the Central Criminal Court, subject to the preventive detention order.

The action was supported by the Tax and Customs Authority, under the coordination of the Central Department of Investigation and Criminal Action

The Judicial Police through the Department of Criminal Investigation of Funchal, identified and detained a man aged 39 years, a resident in the district of Funchal, who is the subject of an European Arrest Warrant issued by the British authorities for tax evasion.

The detainee will be present at the Lisbon Court of Appeal with a view to his possible extradition.

The Foreigners and Borders Service (SEF) detained at the airport in Lisbon, in recent days, nine foreign nationals, in the scope of border control.

Three foreign citizens, aged 30, 28 and 20, were intercepted and detained by SEF, in control of departure from national territory, when they intended to travel to Ireland, identifying themselves with counterfeit Romanian, Greek and Italian identity cards.

Two foreign nationals, one man and one woman, respectively, who were traveling to Canada, with fake Italian passports and two other foreign nationals, both 39, were detained for using other people’s documents (Swedish and French passports). English). All detainees were present at the judicial authorities.

A 48-year-old foreign citizen was captured in pursuance of a European Arrest Warrant, which was sought to serve a seven-year prison sentence for fraudulent bankruptcy. Present at the Court of Appeal, he awaited the further terms of the proceedings at the prison establishment with the PJ.

Another 40-year-old foreign citizen was also detained pursuant to an Operation Captura warrant for the execution of the 3-year and 5-month prison sentence following his conviction for committing crimes of simple theft, aggravated robbery, possession of a prohibited weapon and of trafficking and mediation of arms. The National Republican Guard (GNR) intensified from December 30, 2016 until  January 2, 2017, the patrolling and road inspection on the itineraries to and from the places associated with the New Year festivities, as well as the presence Safety in these places, with the aim of strengthening safety and preventing the occurrence of road accidents.

  • 158 for improper use of the phone while driving (plus 37).

GNR Criminal Investigation unit Montijo detained on 4th January in the locality of Moita, a man of 35 years for trafficking in narcotics.

In the course of an investigation for drug trafficking, two searches were carried out, one home and one non-domicile, where the following were seized:

The National Republican Guard, in addition to its daily operations, carried out a series of operations throughout the country last week, from December 30 to January 5, aimed at preventing and combating violent crime, through road inspections, among others, with the following operational data:

  1. Detentions: 426 arrested in the act of committing offenses, including:
  • 183 for driving under the influence of alcohol;
  • 58 for driving without legal authorization;
  • 35 for trafficking in narcotics;
  • 25 for theft;
  • Nine for illegal possession of a weapon.

  • 1 014 doses of hashish;
  • 488 doses of cocaine;
  • 301 doses of heroin;
  • 142 grams of amphetamines;
  • 58 grams of cannabis leaves;
  • 14 vehicles;
  • 14 firearms;
  • 15 blank guns;
  • 3,745 euros in cash;
  • 2 188 counterfeit goods;
  • 287 ammunition of various calibers.

 

  1. Transit: 8 696 detected infractions, highlighting:
  • 3 425 for excess speed;
  • 593 for driving with higher blood alcohol content than allowed by law;
  • 323 for lack of mandatory periodic inspection;

José Manuel Moura, the national operational commander of the Civil Protection, will step down and will be replaced by Rui Esteves, the current district commander for Relief Operations of Castelo Branco, a source linked to the new appointment.

The President of the President of the Directing Council of the Regional Civil Protection Service Madeira announced on 28th December that he will be leaving his office in January after a period of over 10 years.

In a letter to partners (including Safe Communities Portugal), Luis Neri stated that “I would like to thank all of you and the organisations / institutions / services or bodies that direct and to convey to them that it was for me a very great privilege and an honour to work with all in this cause, fundamental to the development of societies, which is the security of people and their assets, increasingly an obligation of all citizens”.
I have met Luis Neri and have sent him a letter thanking him for all the work he has done protecting the people of Madeira and having to deal with the considerable challenges that he has faced over the years. It is expected he will be replace by the Commander of Civil Protection Azores.

Last week the Security Coordination Bureau (GCS) indicated that overall and violent crime in 2016 has decreased by 6.5 percent and 10.5 percent respectively. With the exception of 2015, where overall crime increased by 1.3%, this continues with the downward trend starting in 2008.

These provisional figures reflect reported crime up until the third quarter of 2016 and published in a report analysing crime in Portugal..

According to the report, which was covered in depth by newspaper Diário de Notícias (DN), common crimes that such as street robberies and car thefts have decreased. This, the police chiefs said, could in large part be due to a greater police presence on the streets, heavier armed and better equipped forces, police reinforcements in critical areas, and a greater crime prevention awareness by people.

DN reports that with prisons currently being overloaded with more violent criminals, police are now facing new trends in crime, which no longer take place on streets, but rather online.
