Communique of Council of Ministers Maintaining Situation of Alert in mainland Portugal until 31st July 2022
 

Communiqué of the Council of Ministers of 30 June 2022 – The Council of Ministers today approved the resolution renewing the declaration of the alert situation throughout mainland Portugal, within the scope of the Covid-19 disease pandemic, until 23:59 on July 31, 2022.

 

These measures take effect on July 1, 2022.

A decree-law amending some measures already existing and applicable in the context of the Covid-19 disease pandemic was approved, namely:

– Extension of the validity of medical certificates of multipurpose incapacity for the purposes of social, economic and tax benefits until December 31, 2022, in case their validity expired in 2019 or 2020, and until December 31, 2023, in the case whether its validity has expired or expires in 2021 or 2022;– Extension until December 31st, 2022:

• the deadline for micro, small and medium-sized companies, when co-contractors within the scope of public procurement, to receive and process electronic invoices;

• the suitability of documents and visas relating to stay in national territory, provided that the holder proves that he has already scheduled the respective renewal

These measures take effect on July 1, 2022.

1,The Council of Ministers today approved the resolution extending the declaration of the situation of calamity, throughout the national continental territory, until 23h59 on 23 November.

With regard to municipalities at high risk, the decree states that

  • from 00h00 on 13 November, the following municipalities are no longer on the list of those at high risk: Batalha, Mesão Frio, Moimenta da Beira, Pinhel, São João da Pesqueira, Tabuaço and Tondela;
  • from 00h00 on 16 November, the following municipalities will be added to the list: Abrantes, Águeda, Albergaria-a-Velha, Albufeira, Alcanena, Aljustrel, Almeida, Almeirim, Alvaiázere, Anadia, Ansião, Arcos de Valdevez, Arganil, Arronches, Boticas, Campo Maior, Cantanhede, Carrazeda de Ansiães, Castro Daire, Celorico da Beira, Coimbra, Condeixa-a-Nova, Coruche, Crato, Cuba, Elvas, Estarreja, Évora, Faro, Ferreira do Alentejo, Figueira de Castelo Rodrigo, Freixo de Espada à Cinta, Grândola, Ílhavo, Lagos, Lamego, Mangualde, Manteigas, Mealhada, Mêda, Mira, Miranda do Corvo, Miranda do Douro, Mirandela, Monforte, Montalegre, Montemor-o-Velho, Mora, Murtosa, Nelas, Oliveira do Bairro, Ourém, Pampilhosa da Serra, Penalva do Castelo, Penamacor, Penela, Ponte de Sor, Portalegre, Portimão, Proença-a-Nova, Reguengos de Monsaraz, Resende, Salvaterra de Magos, São Pedro do Sul, Sátão, Seia, Sousel, Tábua, Tavira, Torre de Moncorvo, Vagos, Vieira do Minho, Vila do Bispo, Vila Nova de Foz Côa, Vila Nova de Paiva, Vila Real de Santo António and Viseu;
  • it is determined that, during the weekend, the opening of trade will be from 8h00 and the closing at 13h00, except in certain restricted cases such as pharmacies, clinics and offices, establishments selling food up to 200 m2 with a door to the street and petrol stations;
  • it is stipulated that, during the weekend, from 13h00, restaurants may only operate for home delivery.

2. A diploma has also been approved establishing an extraordinary support measure for the catering sector within the framework of the operating restrictions approved under the state of emergency decreed on 6 November.

3. The decree-law extending the social tariff for electricity and the social tariff for natural gas to more situations of social and economic insufficiency has been approved.

This law promotes the extension of the conditions of access to the social tariff for electricity and natural gas to situations of unemployment, thus adding to the list of economically vulnerable end-customers the beneficiaries of unemployment benefits. It also extends to more situations of vulnerability: the beneficiaries of the disability social pension of the special regime of protection in disability or of the supplement to the social benefit for inclusion.

Communiqué of the extraordinary Council of Ministers of 7 November 2020

  • The Council of Ministers approved today the decree implementing the declaration of a state of emergency made by the President of the Republic lasting 15 days, from 00h00 on 9 November to 23h59 on 23 November. It is thus determined:
  • a ban on circulation, in certain councils with high risk, in public spaces and streets daily between 23h00 and 05h00, and on Saturdays and Sundays between 13h00 and 05h00, except for urgent and unavoidable journeys;
  • the possibility of taking body temperature measurements, by non-invasive means, in controlling access to the workplace, public services or institutions, educational establishments and commercial, cultural or sporting spaces, means of transport, in residential structures, health establishments, prisons or educational centres, and access to the controlled location may be prevented whenever there is a refusal to take body temperature measurements, or the person presents a result higher than the normal body temperature;
  • the following may be subject to the performance of SARS-CoV-2 diagnostic tests: staff, patients and visitors to health care establishments and residential structures for the elderly, integrated continuous care units of the National Network of Integrated Continuous Care and other responses dedicated to the elderly, children, young people and people with disabilities, workers of the Prison Guard Corps, prisoners and young people admitted to educational centres and their respective visitors, staff, students and visitors from educational and teaching establishments and higher education institutions, those who wish to enter or leave national territory by air or sea, as well as those who wish to access places determined for this purpose by the DGS;
  • strengthening the screening capacity of public health authorities;
  • the possibility of requisitioning the private and social sector;
  • mobilisation of human resources to control the pandemic.
